Job Title: MEAL Assistant

Location: Pulka, Borno

Duration:  6 Months Contract

Job Purpose

  • To support the field team with quantitative and qualitative data collection, validation and storage. S/he will also support preparing MEAL reports.

Background
Dimenssions:

  • Most tasks well-defined technical activities within objectives set by manager with some routine reactive work in response to requests.
  • Work patterns are mainly routine.
  • Problems may vary but do not always need upward referral.
  • Reactive work requires common sense to make judgments about basic adjustments to own routine but also contributes to improvement of programme’s services, procedures and systems.
  • Impact mainly with own team or within local context. Planning usually short-term. Occasionally need to influence own team and /or partners or local community.
  • Manages moderate amounts of cash and/or equipment.
  • Some supervision of contractors / partners /other employees / small projects/processes.
  • Communicates widely within the unit or department, with some wider Oxfam contacts and/or external contacts within a defined area.

Key Responsibilities

  • To monitor the field activities based on project implementation plan through monitoring and evaluation tools
  • Ensure that relief food distribution activities adhere to the principles and rules of community based targeting and distribution system.
  • To transparently facilitate the identification, registration and review of project beneficiaries according to agreed beneficiaries eligibility criteria
  • Provide effective training, support & supervision to field enumerators on data collection using mobile devices
  • To carry out effective mobilization & sensitization of community & other key stakeholders on project implementation strategies
  • Be responsible for ensuring successful implementation to completion of project activities at community level
  • Ensure that project accountability systems at community level are implemented and properly documented (Inspection, information sharing on distributions, waybills management, ledger, beneficiaries’ register and accounting for assistant and maintaining files at community level.
  • Ensure the involvement of the poorest, vulnerable & marginalized members of the community, especially women, men, children, chronically ill and persons with disability in programme identification, design, implementation, monitoring and evaluation.
  • Participate in gathering and compiling of project information (reports, assessments, baseline, monitoring and evaluation)
  • To be familiar with and abide by the CHS standard, SPHERE principles and Oxfam International procedures and other regulatory codes

Skills and Competence

  • Good analytical skills
  • Above average use of MS Office, particularly MS Word and MS Excel
  • Ability to work as a team, interpersonal skill and able to provide field based training to community
  • Good training facilitation skills
  • Knowledge of gender and diversity mainstreaming in programme work
  • Skills and ability to administer tools for to gather information on needs assessments, monitoring and evaluation as well as gathering information on local context especially humanitarian situation, social, political, economic etc)
  • Sympathy with the aims and objectives of Oxfam & understanding and have commitment to humanitarian principles and minimum standards for disaster response.
