Project Summary
USAID/Nigeria contracted Devtech Systems, Inc. on a four-year activity called the Learning Program, which is designed to provide USAID and its implementing partners with continuous, on-the-ground, on-demand and systematic support on performance monitoring, data verification, impact and performance evaluations, project and activity level monitoring, evaluation and learning plans, organizational learning, capacity building, and knowledge management.
The Learning Program seeks the participation of Nigerian-national Field-based Monitors. The purpose of the project is to verify, monitor and support USAID/Nigeria funded activities. Nigerian Field-based Monitors (NFMs) will form a critical set of monitoring and verification staff who will provide real-time information through independent monitoring of the implementation of, and progress in achieving, results and compliance with donor policies, regulations and guidelines.
NFMs will observe project implementation and meet with implementing partners, beneficiaries, and others to perform their duties, as below:
Responsibilities
Develop weekly schedules for site visits; liaising with USAID technical teams
Provide evidence of program impact via an NFM information management system that will collect and report accurate information about project and activity performance, and compliance with donor regulations and contract conditions
Undertake periodical field checks in the activity implementation areas to check if there are any unforeseen adverse environmental impacts that could be occurring, and
Produce high-quality independent project performance and compliance monitoring to USAID/Nigeria and the Learning program.
Conduct routine, on-the-ground project monitoring and data-based verification of implementation and its effects, providing situation reports on the operating environment within which activities work, and conditions that could impact the implementation and effectiveness of Mission projects.
Ensure up-to-date understanding of guidance, policies, procedures, and good practices with a goal of quality and timely written reports
Demonstrate complete understanding of the technical area to which you are assigned (democracy and governance; education; HIV/TB; health, population and nutrition; or economic growth and environment)
Demonstrate understanding of USAID policies and procedures.
Qualifications
Bachelor’s degree required
Five years’ demonstrated experience in handling complex reporting, contact, monitoring, and analytical duties, and coordination of functions with other field monitors
Prior work analyzing and furnishing data for program and monitoring plans designed to ensure effective oversight and management of assigned project activities
Experience producing progress reports to describe results achieved, and provide recommendations regarding corrective action on under-performing areas, under project activities
Prior experience writing activity-status reports.
Strong English writing skills is essential.
Evidence of understanding measures and indicators of portfolio impact; prior experience with collecting data against donor-approved indicators may be required, but not a must.
Strong interpersonal and presentation skills for interacting with team members and prospective clients.

Position Description
DevTech is seeking a Program Officer to provide technical support to the management of databases in areas such as consultant rosters; quarterly program performance management and reporting; program-related text and data files, folders, and TLP internal information management systems.
The Program Officer will work closely with administration and technical staff in line with quarterly and annual review planning, and reporting cycles.
The ideal candidate must be flexible, a self-starter, creative, willing and enthusiastic to support a complex operational and creative program.
The role requires operational leadership of planning and forecasting of activities under the strategic guidance of the Chief of Party and the Technical Director.
Required Position Responsibilities
Demonstrate familiarity with refining and managing internal performance data to capture the real results against planned targets and milestones, and alignment with the results framework.
Support recruitment and onboarding of local short-term consultants;
Format documents and presentations according to proper DevTech and USAID branding and marking requirements;
Schedule and ensure logistics for workshops and other events;
Develop informational materials in a variety of formats and for diverse audiences, including, donors, development partners, and other external audiences;
Support the reporting of program outputs and outcomes, and liaise with the Learning Program and USAID technical teams to ensure that data are uploaded to a database on an ongoing basis;
Maintain internal management systems, i.e. (Google Drive/Docs), for ease of accessibility and well organized;
Experience in assisting technical teams to build working relationships with donors and partners in supporting results-based management, indicator development, and monitoring, evaluation and learning (MEL) planning; and
Ability to perform other duties as assigned by the supervisor.
Qualifications
Degree in the Social Sciences, Public Administration, Business administration, Development Studies, International Development, Statistics, or any related fields.
Strong knowledge of M&E methodologies both quantitative and qualitative.
Good understanding of the practical complexities of implementing M&E in developing countries.
Willingness to work or travel other conflicted or post-conflict states
Strong people skills, considerable experience of collaborative work; positive attitude to working with non-M&E specialists and appreciation of the contribution others can make.
Establish, build and maintain effective working relationships with staff and clients to facilitate the provision of monitoring support.
Complete and multi-task by establishing priorities while taking into considerations special assignments, changing priorities, frequent interruptions, available resources and deadlines.

Position Description
DevTech is seeking a Field-Based (FBM) Monitoring and Evaluation Coordination Officer for The Learning Project.
Under the direction of the Technical Director, the FBM Coordinator contributes to the strengthening of monitoring, reporting, and evaluation functions for USAID/Nigeria, and acts as principal points of contact for field-based monitoring activities.
This position will provide support, leadership, and guidance for implementation of the field-based monitoring mechanism.
S/he will actively participate in the daily management of the FBM processes, provide support in monitoring and evaluation, and develop methods and systems required to meet the deliverables required for M&E task.
The ideal candidate must be a self-starter, creative, willing, and enthusiastic to support a complex operational, logistical, and FBM staffing needs.
Required Position Responsibilities
Demonstrate complete understanding of the third-party monitoring system
Monitor the third-party staff to ensure the planned monitoring schedules are updated and that field reports are uploaded in the FBM systems;
Coordinate field schedules and debriefs with the client technical teams;
Participate in other DevTech/Learning Program M&E activities such as data quality assessments, and the internal MIS to ensure the program’s timely reporting;
Update web-based data collections systems, web-based consultant rosters, and able to identify potential field monitors;
Assist FBMs in resolving issues with uploading field reports in the FBM system when required;
Ensure that FBMs have up-to-date information required to coordinate implementing partner schedules for all USAID IPs with activities in the States in which field-based monitoring is conducted;
Supervise and train the field-based monitors;
Ensure the timely delivery of quality reports and other deliverables related to M&E and performance management; and
Communicate and collaborate with a variety of stakeholders in varied cultural contexts.
Qualifications
