Job Title: ICLA Officer

Background
NRC is looking for an ICLA Officer for our area office in Maiduguri in Northern Nigeria. The purpose of the ICLA Officer is to ensure the Implementation and impact of ICLA programme activities in Maiduguri and in the field offices
NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Livelihoods and Food Security; and Information, Counselling and Legal Assistance (ICLA) and Education in order to address identified humanitarian needs.
Job Description
Implement the legal assistance programs including Housing, Land and Property, Conflict Dispute Resolution and identity documentation activities innovatively to adapt to location and context, in line with proposals, strategies and donor requirements and optimise opportunities for synergies
Contribute to the Development and planning procedures and tools for implementation of ICLA projects in line with proposals, strategies and donor requirements
Document project achievements and deliverables
Monitor technical quality of ICLA projects and maintain transparency of implementation progress
Contribute to an effective M&E system in the country
Support and integrate gender, protection and advocacy priorities into ICLA programme design
Contribute to the development of funding proposal, project budgets and donor reports
Involve and inform communities and community leaders about the activities to ensure accountability.
Qualifications
Minimum: Bachelor of Law Degree and must have been called to the Nigerian BAR (be able to practice as a lawyer in Nigeria) and be conversant with international humanitarian and Human Rights law
Minimum 3 years’ experience as a practicing lawyer.
Knowledge of the laws and policies governing Housing Land and Property issues and Identity documentation is mandatory
Experience from working as a Project Officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in written and oral English
Computer literacy in word processing and spreadsheets is required
Knowledge of the context in Nigeria
Fluency in one or more of the national/regional languages (Hausa and Kanuri preferred)
Experience with humanitarian activities

Job Description
Adherence to NRC policies, guidelines and procedures
Contribute to Education strategy development, project proposals and provide input on needs and gaps
Manage and implement delegated portfolio of Education projects (activities, budget and project documentation) as delegated from Programme Development Manager in line with proposals, strategies and donor requirements, and ensure high technical quality
Provide regular progress reports to Programme Development Manager
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Ensure capacity building of project staff and transfer key skills
Promote the rights of IDPs/returnees in line with the advocacy strategy
Works to establish temporary learning spaces and rehabilitate learning spaces, ensuring child friendly environments
Works to identify, mobilise, and train teachers or paraprofessionals
Works to re-establish quality Alternative Learning Programme (ALP), Youth Education Programme and primary / formal education
Lead the Education emergency team in ensuring that all objectives are achieved in a timely manner and according to emergency response plan.
In absence of the Programme Development Manager Liaise and maintain excellent working relationships with the Education Cluster members, representing NRC at meetings and Education forums, particularly in the Education Cluster
Qualifications
Minimum of University Degree in related field and must be currently engaged in the Education sector and be conversant with Nigerian Education curricular
Experience from working in an Education project implementation position in a humanitarian/ recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the Education context in N.E Nigeria and the specific programme area
Knowledge of Hausa / Kanuri (local language) is an advantage
Experience with ongoing programme implementation.
