Network Management:
- Provide second level troubleshooting and maintenance of network devices e.g. printers, scanners, etc.
- Maintain record of the local network, VPN connection and the wide area network installed and terminated in the Maiduguri Office.
Hardware Support:
- Assist the IT officer in configuring, and installing and setting up users on systems.
- Perform IT hardware inventory update as necessary.
- Set up projectors, printers, photocopiers, fax machines, digital cameras, etc. for everyday office use and as necessary for meetings, etc.
- Interface with vendors in the repairs of faulty equipment as needed.
Telecommunications Management:
- Prepare and submit payment vouchers, for use of internet by the office/guest house.
- Troubleshooting technical problems with mobile subscriptions and IP Phone.
- Ensure radio and satellite equipment is operational. Ensure satellite phones are working and SIM cards are activated at all times
Asset Management:
- Support the IT Officer and the asset management team in ensuring good asset management at the office(s) he/she is supporting through maintenance of an accurate and up to date asset register and inventory tracking system.
Incident Management:
- Providing first level IT helpdesk support in assigned field offices
- Travel to sub field offices for installations, troubleshooting and resolution of issues in said offices – as directed by the line manager.
- Carry out any other tasks required by the line manager.
Security and Backup:
- Support the IT Officer; keep the network and all computer systems safe, secure and virus-free.
- Report any alleged or suspected misuse of IT systems/equipment, lapses of security and major violations of organizational standards to the in country IT representative.
- Monitor the network – and by implication, all users – in order to ensure compliance of child safeguarding policies in Maiduguri Office.

Procurement and Supply:
- Acknowledge and register Purchaser Requests received and where necessary provide initial feedback on costing estimates and delivery times.
- Receive and process local orders assigned by the Procurement Officer, checking that orders have been correctly filled, that quantity/specification is acceptable and that coding has been provided and the order has been properly authorized;
- Assist to prepare necessary requests for quotation for all required supplies, works and service providers, with all specifications, indicating closing dates to receive quotations, with strict adherence to SCI procedures, receive quotations for local procurement requirements and prepare a competitive bid analysis on the quotations and make recommendations to award a contract/purchase order, prepare required local purchase orders (LPOs) ensuring correctness and details of specifications, quantities and financial information for submission and approval.
- Where requested, with support from the PO help requesters develop good specifications, advising on availability, rough estimates, etc.
- Ensure compliance with SCI procurement procedures and in-country SoPs. Assist in the maintenance of the vendor roster and a price list.
- Ensure all procurement files are held in soft and hard copy, and completed files are correctly named.
- In liaison with the Warehouse Officer, coordinate the reception of goods from suppliers and follow up with suppliers / transporters on items missing or damaged in transit.
- Ensure that Purchase Orders are completed with PR details, delivery dates and times and are submitted to the warehouse before delivery of the goods.
- Assist to ensure prompt payment to suppliers is made promptly and that the finance department receives all the necessary documentation.
- Ensure procurement is undertaken in a timely manner to minimize disruption to programmes.

- When required, follow up with Abuja for procurement files not being processed locally, request on a regular basis an update on these files and update programme teams on the status of these procurement files.

- To provide professional support and assistance for the development and management of Human Resources functions within the Humanitarian team, for the development and maintenance of policies & procedures, for staff welfare and the promotion of the Child Safeguarding Policy.
Scope of Role
- Reports to: HR & Admin Manager
- Staff directly reporting to this post: HR Assistant
- Budget responsibility: None
Key Areas of Accountability
Administration:
- Maintain Updated Personnel files for all staff as well as the staff database
- To provide Admin support to Line Manager to arrange training opportunities for staff
- Ensure that all changes to SC payroll is prepared/updated punctually and that these changes are checked and signed off by HRAM before being sending to the Country Office for signing
- Provide admin support to Line Manager to arrange training opportunities for staff
Human Resource Management:
- Assist HR & Admin Manager in the development of annual needs for development / training through the formal performance review process
- Maintain and update all database/tracker for Staff, Consultants, Volunteers, recruitments, learning and development, applicants
- Participation in the organisation of trainings and maintaining a list of trainings conducted.
- Support in researching training opportunities as prioritised by the Humanitarian Management Team or as requested by Supervisor.
- Manage exit process of staff
- Prepare terminal benefit of exiting staff and share with Line Manager for approval
- Preparation of monthly department report
Recruitment:
- Under the supervision of the HRAM, lead in the recruitment of all national positions.
- Liaise with Hiring Manager on recruitment
- Ensure recruitment is done in line with SCI guidelines and key policy like child safeguarding is uphold during recruitment
- Coordinate and assist in interviewing/recruitment processes:
- Long/Short-listing of candidates
- Assist as part of a panel in interviewing candidates
- Ensure reference checks, criminal record check and all vetting are done in line with SCI guideline for candidate
- Ensure recruitment documents are obtained and arranged in line with SCI guideline for new recruitment
- Prepare contracts and offer letters
- Respond to enquiry of candidates on recruitment
- Inform Hiring Managers of new staff coming on board
- Develop standard induction pack in line with SCI guideline for new staff
- Create and share with Hiring Managers induction schedule for new staff
Staff Health and Welfare:
- Under the supervision of Line Manager, lead the staff welfare programmes
- Liaise with the CO to register staff with Health Management Organisations (HMO)
- Maintain records of all incident reports
- Provide relevant information necessary for the management of the combined accident and employee compensation and group life insurance cover for staff
Other – Other ad hoc tasks as requested by Line Manager.

Skills and Experience
Essential:
- BSc/HND in Industrial Relations, Personnel Management, Business Administration or relevant Social Sciences
- Minimum of 3 years post NYSC progressive experience in HR Generalist role
- Fluency in written and spoken English
- Demonstrable ability at report writing
- Sound knowledge of HR practices, procedures and administrative systems
- Excellent planning and organisational skills, with proven administrative skills
- Ability to manage competing priorities effectively in a constantly changing environment, meet deadlines and work calmly under pressure
- Strong coordination and time management skills
- Excellent communication and interpersonal skills and a willingness to be respectful, kind, sensitive and empathise with staff and beneficiaries
- Proven capacity of management, leadership and team work
- Strong teamwork skills with the ability to both support colleagues and request support as and when required

Desirable:
- Have working knowledge of the local language
- Work experience in an NGO
- Masters/MBA
