Role Overview

  • Under the supervision of the Director of Strategic Planning, Monitoring and Evaluation, the Principal Programme Officer for Monitoring and Evaluation will be responsible for the implementation of the monitoring and evaluation plan of the Community as well as the coordination of the monitoring and evaluation plans of the different Institutions and Agencies.

Role And Responsibilities

  • Develop a regional monitoring and evaluation framework or plan of the Community, based on the regional results framework and concise impact, outcome and output indicators;
  • Develop appropriate tools for data collection, analysis and reporting on the implementation of programmes at the regional and institutional/agency levels, including mid-term reviews, impact assessment, programme performance and terminal evaluation;
  • Develop, in collaboration with key stakeholders, key performance indicators (KPIs) to monitor ECOWAS programme and activities within the Commission and in other ECOWAS Institutions and Agencies, and make recommendations for improving the effectiveness and efficiency of programme implementation;
  • Draft the quarterly, mid-year and annual progress and performance reports of the Commission;
  • Undertake periodic field missions to monitor and assess programme implementation and progress, and to ensure compliance with operational procedures (results and logical frameworks);
  • Conduct capacity needs assessment of M&E Officers of Institutions and Agencies, develop and carry out training programmes to build their capacity;
  • Assess on a regular basis the efficiency of programmes/activities by mapping the financial resources utilized to the results of these programmes/activities;
  • Work closely with the Division of the Planning, Programming and Coordination to strengthen the capacities of the M&E focal points of the ECOWAS Institutions and Agencies, in Result Based Management so as to ensure efficient achievement of the goals and objectives of the Community;
  • Ensure that ECOWAS institutions, and Agencies deliver high quality outputs in a timely and efficient manner;
  • Prepare and maintain a data base of the programs and projects of Institutions and Agencies, with an in-built mechanism for data quality control.

Academic Qualifications And Experience

  • Master’s degree or equivalent in Business or Public Administration, Management, Statistics, Economics, Political Science or other social sciences from a recognized university;
  • 10 years of relevant experience;
  • Knowledge of institutional evaluation, environmental assessment, result based management and strategic evaluation;
  • Professional technical knowledge/expertise in methodology of monitoring & evaluation, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods;
  • Understanding of various approaches and methods of programme and project monitoring & evaluation.

Job Title: Program Officer (PO), Maritime Transport – P3/P4

Role Overview

  • Under the supervision of the PPO Maritime & transport Facilitation Corridors, the PO Maritime Transport will provide technical expertise in the area of maritime transport in support of the PPO Maritime & Transport Facilitation Corridors and the Director of Transport.
  • The PO will also coordinate with major ports and shippers to provide efficient and reliable port facilities and services to support intra-regional trade and trading with external partners.

Role and Responsibilities

  • Review and assist in the development of policies on Maritime and Inland Water transport with the view of improving efficiency of Regional Ports and maritime resources
  • Provide Technical support to the implementation of the ECOWAS Regional Port Master Plan
  • Assist in the Prepare the contribution of ECOWAS to key ports infrastructure and logistics development for a while sensitizing ECOWAS Member States, Partners, Regional, Continental and Multilateral partners on maritime transport and logistics in the West African Region.
  • Monitor the implementation of policy decision of ECOWAS Authorities on Ports and inland water transportation and related matters.
  • Support the development, implementation and monitoring of regional strategies for Port operations and inland water ways in the region in collaboration with ECOWAS member states.
  • Support Member States to provide and maintain efficient modern Sea Ports.
  • Coordinate the implementation of international standards in West African Ports
  • Coordinate Member State effort in implementing IMO’s Conventions of safety at Sea and the ISPS Code.
  • Develop projects to support national Port development programs
  • Coordinate donor involvement in the Maritime and Ports Sectors
  • Follow up with development partners on funding and development of the Maritime and Inland Water sector.

Academic Qualification and Experience
Education:

  • Bachelor’s degree (or equivalent) in Civil Engineering or Public Works, Transport Planning, Transport Economics, Transport Logistics or Maritime Transport from a recognized university;

Experience:

  • 5 years of considerable experience in maritime transport. Experience in shipping services or Port Operations or Management in a developing country context
  • Demonstrated knowledge of transport management and transport service delivery in the area of maritime and inland water transportation
  • knowledge and experience in policy development process, programme design and execution.
  • Practical technical knowledge and understanding of projects in maritime transport, transport logistics chains, Port operations and infrastructure development in line with best practices

  • Advise the Management on the development of the vision to strategically position the ECOWAS region in the global and continental scheme of affairs;
  • Coordinate, in collaboration with the Community Institutions and in consultation with various stakeholders in the Member States, the translation of the ECOWAS Vision into a community strategic framework or plan, taking into account international development paradigms such as the Sustainable Development Goals (SDGs) and the African Union Agenda 2063;
  • Coordinate with Community Institutions and national planning offices in member States to make sure that the Strategic Plans are in line with the development goals and objectives of Member States;
  • Coordinate the development of a regional results framework and put in place a mechanism for the effective monitoring and evaluation of the community strategic framework;

  • 12 years of professional experience including 5 years at a supervisory level;
  • Knowledge of strategy development techniques, including demonstrated ability to conduct environmental scan, organizational and program assessments, proven ability to co-ordinate/facilitate the development of a regional strategy within the framework of the global and continental development agendas;

Role Overview

  • Support in the overall implementation of strategic planning activities in the ECOWAS Institutions in line with the Community Strategic Frameworks and other strategic planning guidelines;

Role Overview

  • Under the supervision of the PPO Road Infrastructure Development, the PO Highway & Road Engineer will provide technical expertise and support project implementation in the road development, road engineering and related policy and strategies in the development of the regional highway network.
  • The PO Highway & Road Engineer will also coordinate with Member State Ministries and Road Agencies as well as Development Partners to implement community cross border road projects and services to support the attainment of regional integration Agenda of ECOWAS.

Role and Responsibilities

  • Support the development of short, medium and long term programme and plans for construction, rehabilitation and maintenance of road infrastructure in ECOWAS region;
  • Coordinate and monitor implementation of Community Highway corridor development program in the ECOWAS region;
  • Promote the harmonization of roads policies, Design standards, procedures and practices in the ECOWAS Member States
  • Support the preparation of term of reference for studies in road infrastructure and coordinate such studies;
  • Analyze and monitor current policies, design standards, procedures and practices that are used for highway design in ECOWAS Member States.
  • Ensure that transport infrastructure designs meet the approved regulations and standards;
  • Develop and monitor programmes for the improvement and integration of roads networks;
  • Must have experience in multi-modal transport that integrates all transport modes including air, road, transport, railway development, port and border operations, transit systems, inland container depots, warehousing and logistics clusters
  • Assist the management of Road projects from conceptual stages, pre and post-contract activities.

Academic Qualification and Experience
Education:

  • Bachelor’s Degree in Civil Engineering, Public Works, Highway Engineering or related discipline

Experience:

  • Three (3) years of considerable experience in the implementation of road infrastructure projects in a developing country context
  • Experience in highway and road infrastructure project implementation, studies and works supervision in the public or private sector
  • Knowledge and understanding of theories, concepts and approaches relevant to monitoring and evaluation of road infrastructure projects or programmes.
  • Proven experience in at least two of the following key aspects: planning, design, construction, financing, regulation and maintenance
