In light of the displacement in the north-eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs. ACTED is therefore looking for qualified candidates to support its mission in Monguno as:

 

Job Title: Finance Assistant

Location: Borno

About the Job

  • The Finance Assistant be supporting the Finance Officer to be accountable for the true and fair accountancy of the Base.
  • He/She is responsible to respect and follow-up the ACTED’s financial procedures.
  • He/She is responsible to update SAGA and work on Finance Titanic on monthly basis.
  • He as well would be expected to assist in the preparation of project financial report if authorized by The Finance Officer

Responsibilities
Your main duties and responsibilities will be:

Reporting:
On a daily basis:

  • Allocation of the Expenses: Daily allocation of expenses on “purchase orders” & “vouchers”;
  • Data entry in SAGA: Daily vouchers to be entered in SAGA;
  • Follow-up of Contracts: Update contracts follow-up database in TITANIC, whenever payments or any other changes occur to specific contract(s)
  • Assistance: Assist the Country Finance Manager whenever needed

On a weekly basis:

  • Weekly cash request: Prepare Statement of expenditures and present it to the Finance Manager on each Friday

On a monthly basis:

  • Cash Request (Monthly Budgeting): To prepare the monthly budgeting of the base office for the coming month and send it to Country Finance manager on the12th of each month;
  • Monthly official signature table
  • SAGA (Accountancy of the month): To send monthly closure of accountancy (Saga) to the CFM before the 5th of each month.
  • Finance Vouchers of the month: Review and send all the Finance Vouchers to the capital office after receiving the SAGA backup.
  • TITANIC: Prepare Titanic sheets of the Capital office and send them to the CFM before the 10th of each month;
  • Maintain all allocation tables and BFU update on monthly basis;

Cost Control:

  • Ensure that all the expenses of the area are allocated on the available projects
  • Ensure that the running cost of the area are not exceeding the standard norms
  • Ensure that non allocated resources are not used on any project, unless an approval is given by the CFM or CR;

Compliance:

  • Review and check all project related financial, logistics, administrative, and program information and send them to the Capital Compliance Officer.
  • Facilitate the country Compliance review process once the project has been terminated and ensure the accurate documentation of costs/expenses allocations within the documentation;

About You

Essential:

  • An understanding of humanitarian/civil society issues in the country and the region.
  • 1-2 years working experience, in the field of business is require
  • University degree or advanced training/ course in Banking and Finance, Accounting, Business Administration, sociology, social work, international affairs, humanitarian or related field
  • Fluency in written and spoken English. Fluency in local spoken languages.
  • Experience with the use of SaGa (Accountancy) and Microsoft Office Package

Desirable:

  • Previous working experience with humanitarian agencies
  • Experience working with displaced populations.

Job Title: Nutrition Officer

Location: Borno

About the job

  • Under the supervision of the Project Manager, the Nutrition Officer is responsible for the development of nutrition training manual, leaf let, designing IEC material and training of staff members on nutrition.
  • The Nutrition Officer will support nutrition activities in ACTED Project locations in Borno through training, mentoring, facilitating.
  • This position will ensure that Acted nutrition interventions are in line with the Nutrition Cluster strategy and will be an active member of the Nutrition Cluster.

Responsibilities
Your main duties and responsibilities will be:

  • Under the overall guidance and supervision of the PM, The nutrition officer will provide technical assistance to field staff regarding Nutrition.
  • S/He will be responsible for devising training strategy to train female and male beneficiaries in the intervention areas.
  • S/He will be responsible for designing and preparing of manual for training, leaf let/brushers on nutrition for beneficiaries in Borno.
  • S.He will be responsible for the training/orientation of all field staff in Borno.
  • S/He will be responsible for planning and reporting of training activities to immediate supervisor.
  • S/He will establish linkages with other organizations working in the sector and represent Acted in all local level nutrition working group meetings and other relevant activities such as assessments, training, monitoring, etc.
  • S/He will make sure timely collection of data from the field sites and timely reporting of nutrition activities.
  • S/He will have to deliver simple messages for the prevention of malnutrition and attainment of good health and nutritional status.
  • S/He Will be responsible to formulate Community awareness/sensitization session messages for the BNFs and disseminate it with the active involvement of key stakeholders in a language that local people understand.
  • S/He should be competent too to deliver messages as brief as possible for the target population, using local concepts and understandings of malnutrition, and terms to describe it.
  • Responsible for devising Visual aids (e.g. pictures, brochures, leaflets, etc) for disseminating among key Stakeholders (traditional leaders, teachers, etc, for enhancement of the effectiveness of this process.
  • S/He should be familiar with key health and education messages (IEC materials) for community awareness and sensitization session and be able to fill the recording formats and reporting.
  • S/he will participate in the GFD activities, support distribution and registration when needed.

  • Technical skills such as Microsoft Office, ODK, Kobo collecting data using tablets/cells and Android devices
  • Degree of Information technology and/or records Management
  • Strong skills with the Microsoft Office Suite,

Job Title: Security Officer

Location: Borno

About the Job

  • This position will fall under the Security Department and will report directly to the Country Security Manager with being under the overall authority of the Country Director of the mission.
  • He/she also responsible to ensure a regular security and safety communication is maintained between ACTED office at Maiduguri and field offices.

Staff/Program and Premises Safety/Security:

  • Act as the security focal point in the above-mentioned area of operations to all program staff
  • Support the program staff and activities, ensuring all policies, procedures and protocols are adhered to
  • Conduct daily security and safety briefings and issues communications and tracking equipment to field teams
  • Supervise static security guards and drivers in all areas of intervention within all areas of intervention
  • Make frequent visits to program activity sites to conduct compliance and risk assessments
  • Provide constant support to the security department while deployed in the field
  • Maintain open lines of communications with all mission staff in the field and the security department
  • Monitor activities to ensure that safety and security policies and procedures are adhered to at all times
  • Ensure that all field staff are fully cognizant of prevailing security threats
  • Monitor the security preparedness of mission staff and enforce compliance
  • Maintain and control the implementation of mitigation measures and security rules as directed
  • Ensure compliance with Minimum Operating Security Standards and organisational Standard Operating Procedures

Duties and Responsibilities

Context and risk analysis:

  • Develop and regularly update the security profile of operational areas of intervention within the Monguno and Kukawa LGA’s
  • Follow-up on major events and developments whilst reporting areas of concern for all operating areas of intervention
  • Analyze and locate key local stakeholders
  • Develop security trend analysis
  • Maintain the existing internal incident tracking system and security incident database
  • Regularly conduct Security Risk Assessments at LGA and area specific level
  • Conduct security assessments on new areas of intervention and new office/guest house’s

Crisis management:

  • Play an important role in the Crisis Management Team at field level
  • Ensure safety policies and procedures are implemented and in line with best practices, SOP’s and MOSS

Reporting:

  • Provide timely updates of all situational and security developments
  • Produce real-time incidents report (using Form SEC-03)
  • Ensure weekly security situation reports are completed and sent to the Senior Security and Liaison Officer

Training and briefing:

  • Conduct security briefing for each new staff arriving in the concerned area of operation (national/international)
  • Determine training needs for the program staff and communicate needs in a timely manner
  • Carry out investigations and capture lessons learned to be incorporated into future staff trainings.

Developing and maintaining a security network:

  • Actively participate in weekly and monthly coordination meetings in the absence of the CSM
  • Create an information network in the country, identifying key informants
  • Build strong professional relationships with UN agencies, local authorities, other actors.

Essential:

  • A minimum of a Bachelor’s degree, or equivalent in security management
  • Other Security Management specific qualifications
  • 2-3 years of experience in the Humanitarian Sector in a Security Management/Coordinators role
  • Extensive experience and knowledge in operating Microsoft Word, Excel and PowerPoint
  • Demonstrated communication and organizational skills
  • Ability to train, mobilize, and manage both international and national staff
  • Flexibility and ability to multi-task under pressure
  • Ability to work well in unstable and frequently changing security environments
  • Willingness to work in often remote areas under basic conditions when required
  • Proven ability to work creatively and independently both in the field and in the office
  • Advanced proficiency in written and spoken English as well as Hausa and Kanuri

Desirable:

  • Experience in developing safety related technical tools guidelines and systems
  • Willing to meet short deadlines with minimum supervision.
  • Previous experience in security forces.
