Job Title: Senior Manager, Supply Chain Management

Job Summary/Background
- The Senior Manager, Supply Chain Management (SM- SCM) will provide strategic leadership, direction and oversight on supply chain matters within the CRS Global Fund Malaria program.
- The SM- SCM reports to the Chief of Party and is accountable for all the supply chain-related targets and activities for the grant.
- This includes coordinating with the Third Party Service Providers including Chemonics responsible for the warehousing and distribution of health products and commodities; providing coordination and oversight to SCM related activities by the Sub Recipients (Malaria Consortium (MC), Society for Family Health (SFH), and Management Sciences for Health (MSH)); and monitoring and tracking SCM activities by the SMoH in the 13 priority states.
- The SM-SCM leads the development and management of an effective monitoring system with training, mentoring and on-the-job support to program SCM staff and the Sub Recipients. The SM-SCM will liaise with the NMEP and other stakeholders to coordinate PSM of malaria commodities for the implementation of the Global Fund Malaria program.
- The SM- SCM will support supply chain management of the LLINs that will be distributed during the LLINs mass campaigns in the 2018-2020 grant, as well as other malaria commodities, and be responsible for carrying out quality assurance activities.
- The SM-SCM will supervise the CRS Global Fund Malaria SCM team.
Qualifications and Work Experience
- Minimum requirement of a Masters Degree in the following or related areas Pharmacy, Business Administration, Public Health, and Supply Chain Management with demonstrated expertise in the management of health products. International certification and professional membership to a professional association e.g. CIPS will be an added advantage.
- Minimum 7 years of experience in managing, or providing technical support to procurement and supply chain management of health products
- Minimum three years in a management position, supervising senior staff, in an international or multicultural environment.
- Proven experience managing Global Fund reporting, budgeting, procurement, and in the supply chain management of health products.
- Excellent partnership and interpersonal skills to work in a team environment with dependable ability to dialogue, network, and work effectively with senior managers of local and international institutions
- Proven ability to work independently, plan strategically and analyze situations critically.
- Demonstrated experience in supply chain strengthening activities and logistics management information systems, preferably with knowledge of information technology solutions
- Proven experience working closely with Ministries of Health
- Diplomatic leader capable of working with Government Representative, NGO counterparts and Donor representatives.
- Proven ability to function effectively as part of a multi-cultural team.
- Excellent cross-cultural communication skills and proven diplomatic and negotiation skills.

Job Summary / Background
- Ensure the overall strategic coordination, day-to-day effective planning and management, and key technical oversight on the use of ICT4D for health programming using the CAT Strategy and partnering with Red Rose (in accordance with established CRS policies and procedures as well as GF grant regulations). This entails maintaining acceptable standards and thinking innovatively in order to ensure improved efficiency, accountability and transparency in the implementation of LLIN mass campaigns in the targeted states.
- Analyze and provide solutions for ICT4D device issues- both in the office and on the field. S/he will request and process improvements with regard to ICT4D enablement of agency business. Monitor and report on performance of ICT4D functions and service delivery processes with respect to organizational needs.
- Enable knowledge management, decision-making, and programming effectiveness by ensuring efficient operations and use of CRS information sharing, communication, and collaboration technologies, and by providing technical advice to CRS staff and partners on overall ICT systems.
- Work collaboratively with other teams to explore the use of ICT4D beyond the current expectations and create opportunities for newer innovations.
Key Responsibilities
System Management:
- Provide leadership and support for the enablement of the Red Rose technology and mobile devices to be used for the implementation of the LLIN mass campaigns in the GF Malaria program.
- Ensure Red Rose systems are designed, implemented, configured and maintained to meet CRS program service requirements.
- Act as the primary point of contact for the Red Rose team in Istanbul, as they deploy and maintain the ICT4D system and devices across the GF program, to enhance program inplementation effectiveness.
- Support the Red Rose team in ensuring quality system configuration, administration, security, and maintenance of the ICT4D devices for the successful CRS GF Malaria program implementation.
- Advise and support ICT4D officers and other staff in executing good stewardship and efficient use of GF ICT4D resources.
- Collaborate with relevant staff to create, document, and maintain ICT4D inventory and ensure adequate supply and functionality.
- Ensure third-party suppliers are aligned to meet CRS business process requirements (Vendor Management).
- Any other duties assigned
End-User Support for ICT4D:
- Ensure timely response to user support requests or promptly escalate issues as needed.
- Support staff orientation process for the ICT4D – Red Rose technology and devices.
- Ensure/Conduct user trainings, as appropriate¬ by supporting ICT4D trainings at state and LGA levels for the LLIN mass campaigns.
- Configure desktops, laptops and other peripheral devices to provide user access to agency business systems information.
Compliance:
- Monitor ICT4D system operations and implement measures to ensure consistency in service delivery against established policies, procedures, and service standards.
- Provide strategic leadership and oversight on the CAT platform management to all partners
- Collaborate with Procurement to ensure ICT4D equipment and software purchases are in line with CRS standards and in compliance with donor requirements.
Capacity Building:
- Maintain personal and professional development to meet the changing demands of the job.
- Develop and implement training programs to improve staff and partners capacity in the area of ICT4D, especially the Red Rose One Syytem Technology.
- Participate in regional/agency ICT4D initiatives.
- Develop and provide capacity building (training, coaching, on-the-job support) to staff and partners in ICT-related areas.

Supervisory Responsibilities:
- Oversee the recruitment, training and development of a competent pool of ICT4D officers that can effectively discharge the responsibilities under the ICT4D portfolio of the CRS GF Malaria grant

- Ensure effective delegation of authority.

Minimum Requrements
Qualifications and Work Experience:
- Bachelor’s degree in IT, Sciences and other related field (Computer Science, Computer Networking, Programming, and Information Systems). Significant work experience in a directly related field combined with appropriate training/certificates will be considered in lieu of degree.
- Microsoft Certified Solutions Specialist or equivalent.
- Microsoft SharePoint Foundations or equivalent and ITIL Foundation Certified desirable.
- Cisco Certified Network Associate or equivalent desirable
