CRS’ Nigeria office is implementing a 2-year, Germany government project entitled, “Stabilization and Reconciliation in the Lake Chad Region (STaR)” in the North East of Nigeria. Through programming in agriculture & livelihoods, social cohesion, community infrastructure and local governance, the project is intended to contribute to the stabilization and reconciliation in the most affected regions of the Lake Chad Basin namely Borno, Adamawa and Yobe states in Nigeria, Diffa in Niger and, the Lake Region in Chad.

Job Title: Program Assistant (Nigerian Nationals Only)

Job Summary

  • Under the supervision of the STaR Program Manager, The Program Assistant will be required to work within a multi-sectoral setting including Productive and social infrastructure, agriculture and livelihoods, social cohesion and governance.
  • The post holder will deliver effective, highly competent project support and consistently deliver in a person-centered environment which promotes positive relationships.
  • S/he will liaise with the North East operations teams to ensure quality support for the project activities.
  • S/he will support field activities in project communities across Yobe state

Roles and Key Responsibilities
Project Administrative Support:

  • Liaise with administration support staff to provide updates on anticipated administrative needs.
  • Provide general administrative support to the operation of project activities.
  • Organize proper storage and issuance of stock, maintain stock reports and monitor usage for the project.
  • Organize transport and distribution of project materials to project sites.
  • Maintain files and support the dissemination of project information among the project team.
  • Work collaboratively with other project team members to ensure necessary project planning, resource availability and management activities function smoothly and efficiently.
  • Support program staff with request for advances and cash disbursement

Support Project and CRS-wide meetings, trainings, and activities:

  • Schedule and coordinate internal and external meetings, including invitations, meeting space, logistics, provision of materials and refreshments.
  • Support in drafting meeting notes and record all proceedings and share with meeting participants.
  • Filing (electronic and hard) project documents, meeting minutes and technical documents.
  • Maintain inventory of all project partner’s contact information.
  • Maintain project assets inventory register in collaboration with the grant unit
  • Liaise with the IT department on hardware and software issues to ensure functionality to meet ongoing and ad hoc needs
  • Support the establishment and function of project resource center and project information management.

Logistics and itineraries:

  • Ensure logistical support to staff/visitors including liaising with operations on itineraries
  • Make appointments according to schedules developed by department members
  • Be the primary point of contact for visitors’ administrative needs
  • Communicating material and cash needs to Finance and/or Administration in a timely manner.
  • Coordinate staff movements including leave, field trips and all required logistics using the movement and leave tracker.
  • Assist with correspondence, letters, and invitations. Act as liaison between programs staff and dispatcher.
  • Serves as the interface between technical team and the operations unit.

Basic Qualifications

  • Bachelor’s Degree in Social Sciences, Business Management or any other related field.
  • Experience working in an office environment in a clerical or administrative role. Experience with a local or international NGO a plus.
  • Experience with typing/word processing, data entry into online databases and forms, and working with various office equipment.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Proficient in Word.
  • Required Languages – English, Hausa is an added advantage.
  • Travel – Must be willing to travel up to 50 %.

Job Summary

  • As Environmental, Social, Health and Safety Officer, you will be responsible for leading the implementation of the STaR Project’s Environmental and Social Management Plan (ESMP) for the reconstruction and rehabilitation of Social Infrastructures.
  • As an ESHS Officer, you will manage technical guidelines and means of verification, handle a grievance and feedback mechanism, design and provide training, and coordinate with communities, construction companies, project staff, and implementing partner(s).
  • Your management, coordination and communication skills will ensure that the infrastructure component of the STaR project applies best environmental, social health and safety practices; and works constantly to improve.

Roles and Key Responsibilities
Project Implementation and Technical Support:

Under the direct authority of the Infrastructure Manager, the ESHS Officer is responsible to:

  • Organize, adapt and lead the implementation of the STaR Project’s Environmental and Social Management Plan (ESMP) with the STaR project team, including Local Government Authority desk officer, community based operation and maintenance committee, assuring CRS program quality standards, donor requirements and good practices.
  • Ensure the implementation of mitigation, management and improvement measures of the ESMP, through exhaustive monitoring and verification of these measures, as well as the establishment of the necessary control procedures (inspections, reports, reviews, interviews, etc.).
  • Coordinate and communicate with stakeholders of the Environment, Social Health and Safety component of the STaR project; and facilitate the participation and understanding of local actors, especially contractors, project staff and partners in order to effectively implement the component’s actions.
  • The specific objectives of the ESMP to be managed by the ESHS Officer are:
    • Reduction of occupational health and safety risk on construction sites, and compliance with labor rights.
    • Reduction of ambient air pollution emissions due to construction works
    • Limit noise and vibration at construction sites caused by equipment and construction works
    • Ensure the efficient and safe use of traffic and transportation in construction sites.
    • Reduce the impact of the construction works on the soil and groundwater, ensuring appropriate waste management and good soil handling practices.
    • Manage the efficient use of water and reduce the risks derived from rain and water bodies.
  • Limit the impacts of the work on flora, fauna and cultural heritage, and
  • Manage the socio-economic impacts of the construction works in the targeted communities.
  • Own the Grievance and Feedback Mechanism in relation to Construction works and responsible for implementation, continuous improvement and monitoring thereof.
  • Manage the Grievance and Feedback Mechanism system for the infrastructure component of the STaR project. Ensure the collection of grievances, timely recording and handling, and appropriate responses to the reporters, in coordination with STaR Project MEAL Officer, STaR Feedback Desk Officer, and the STaR Project Manager, among other key staff.
  • Lead and develop capacity building, learning, and technical support activities to ensure that Environment, Social, Health and Safety activities are implemented according to project and donor guidelines and standards.
  • Analyze and report on any difficulties in the implementation of activities, to better guide adjustments to plans, schedules, and implementation approaches.
  • Coordinate any logistical and administrative requirements for component staff and implementing partners.
  • Verify that the Environment, Health and Safety documentation is complete, with all required documents, and filed according to agency and funder requirements.
  • Ensure the preparation of periodic reports, documentation, in close collaboration with other team members, particularly with the MEAL department.
  • Develop productive working relationships with other STaR team members and supervisors for project implementation.
  • Conduct supervision and monitoring missions in the field to ensure the proper implementation of activities.
  • Carry out all tasks within the area of his/her competence that the line manager may assign you in the framework of project activities and specifically in the framework of community infrastructures construction.

Coordination and Representation:

  • Work closely with other STaR and CRS staff to liaise with community members, including displaced communities to ensure accountability of infrastructure projects.
  • Ensure representation of the community with CRS STaR leadership and vice versa including liaison with the construction contractor to beneficiary satisfaction.

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • In coordination with the MEAL Officer, ensure timely, quality capturing of MEAL data on grievance mechanism as it relates to Infrastructure component and other components as received.
  • Provide regular support to Infrastructure Manager (using standardized formats) and provide weekly, monthly and quarterly reporting on environmental, social health and safety of the project beneficiaries to the STaR leadership.
  • Contribute to ensuring accountability to project beneficiaries and local stakeholders

Qualifications
Basic Qualifications

  • Higher National Diploma or Bachelor’s degree in Civil Engineering, Environmental Engineering, or any relevant environmental fields.
  • 5 years of significant experience in the implementation and monitoring of community infrastructure works, particularly managing health, safety, environmental and social risk mitigation measures on construction sites, is required.

Required Languages – English, Hausa:

  • Travel – Must be willing to travel up to 75 %.

Knowledge, Skills and Abilities

  • Attention to detail, precision and punctuality in carrying out your assigned responsibilities; Mastery of priority management and strong ability to work in a team.
  • Possess excellent interpersonal, intercultural and professional communication skills, both oral and written in English. Fluency in relevant local language(s) especially Hausa is mandatory

Job Summary

  • Under the direct supervision of the Infrastructure Manager, the post holder will be fully responsible for programing of infrastructure activities within target areas including leading community led needs assessment, engineering technical assessments, analysis, designs and engineering drawing of community infrastructure projects including preparing bills of quantities, supervising / implementing community infrastructure activities and ensuring quality construction implementation of infrastructure projects.
  • The post holder will similarly be responsible for field monitoring the vendors / construction company activities adhering to established monitoring processes for works, ensuring safety of construction teams, adherence to KFW, Government of Nigeria and CRS construction policies and legislation.
  • The post holder will ensure compliance with International Environmental, Social, Health and Safety (ESHS) standards on site.

Roles and Key Responsibilities
Project Implementation and Technical Support:

  • Provide supervisory role to Infrastructure assistant(s) for program activities including ensuring staff capacity development.
  • Responsible for and participate in the production of quality technical designs and drawings for selected infrastructure projects according to relevant engineering standards in the state.
  • Responsible for and participate in the preparation of bill of materials for cash for work projects and bills of quantities for contractor-led infrastructure projects.
  • Responsible for and participate in the Preparation of project specifications, QA/QC monitoring plans and checklists for infrastructure activities.
  • Responsible for and participate in technical assessments for infrastructure feasibility and design.
  • Responsible for and participate in the preparation of community infrastructure rehabilitation plans and leading validation activity of at community level.
  • With support from Governance team, Lead Infrastructure community engagement at all stages of project implementation.
  • Responsible for and participate in the supervision of community-led and private sector led construction works to ensure adherence to approved technical designs, drawings and specifications.
  • Participate in routine monitoring construction projects and reports on construction progress based on established process, ensuring requisite safety precautions are taken during construction in accordance with KFW and CRS policies and guidelines
  • Work closely with Procurement team to ensure timely delivery of materials to specification and with community leadership to ensure proper and secure storage of construction materials.
  • Flag variations with implementation of project activities and report to Infrastructure manager including leading implementation of necessary actions to ensure alignment.
  • Support the partner staff with community leaders to identify both skilled and unskilled CFW beneficiaries. Oversee the training of CFW beneficiaries.
  • Support partner staff to prepare weekly projections including tools and material needs including cash projections for CFW payments to ensure enough materials and money is available.
  • Support partner staff to establish, train and mentor infrastructure operation and maintenance (O&M) committees.
  • Provide support other STaR project components with project implementation and ensure coordination of activities to ensure integrated approach across components and across STaR locations.
  • Other duties as requested by STaR Infrastructure Manager.

Coordination and Representation:

  • Work closely with other STaR and CRS staff to liaise with community members, including displaced communities to draft community infrastructure rehabilitation plans (CIRPs).
  • Ensure coordination of CRS Infrastructure activities with similar initiatives funded by other donors / implemented by government MDAs / various stakeholders in target areas.

  • In coordination with the MEAL Officer, ensure timely, quality capturing of MEAL data on infrastructure component.
  • Ensure timely provision of information for completion of project performance tools including detailed implementation plans (DIPs) and indicator tracking tables (ITT) as it relates to Infrastructure activities and deliverables.
