- This position is to support the State ministry of health, state primary health care development agency and other partners in the implementation of evidence-based interventions that will result in the scale-up of and improved access to maternal and newborn health services with a particular focus on systems strengthening, local capacity building, focused mentoring in local facilities and communities in Kebbi State.
- The officer will support the SMOH, SPHCDA and other partners in the implementation of various strategies and interventions that will strengthen partnership for policy reforms, sector governance and stewardship at LGA level, increased transparency and accountability, capacity building, provision of sustainable and scaled-up integrated MNCH service delivery with equity and community participation.
Major Tasks to be accomplished

- Under the supervision of the Communication for Development Specialist (NOC), work with State EU project team to guide implementation and monitoring of C4D interventions, in line with the workplan and results framework
- Facilitate partnership at LGA and community levels (working with all institutions and structures) on effective implementation of the EU-MNCH programme
- Participate in, facilitate and provide reports on implementation of interpersonal communication, community dialogue sessions and engagement with various participant groups under the EU Project
- Lead processes of advocacy to key influential persons in Kebbi State (especially Traditional and Religious Leaders and Heads of Ward Development Committees) for support to EU-MNCH programme, especially promotion of MNCH behaviours
- Support capacity development activities on C4D for Community-Oriented Resource Persons (CORPs), Voluntary Community Mobilizers (VCMs), Ward Development Committees (WDCs), Faith-based groups, women and youth groups for effective promotion of MNCH behaviours at community level
- Document processes, key outputs, constraints and lessons learnt in the various platforms of C4D programming
- Supervise community activities that promote health seeking behaviour among caregivers in Kebbi State, in line with the EU project, including social events, festivals and commemorative events
- Participate in and provide short Reports on the activities of the state Social Mobilisation Technical Committees (SOMTECs)
- Support extensive documentation of all activities under the EU Project, including development and publication of 8 Human Interest Stories per year and a Quarterly EU Programme Newsletter and frequent Social Media outputs
- Produce quarterly Newsletters to give visibility to the programme and donors
Minimum qualification
- University Degree in Social Sciences, Communication, Humanities, Public Health or related technical field.
- Five years experience working on Programme Communication/Communication for Development
- Fluency in oral and written English is required. Knowledge of another UN working language an asset. Knowledge of local working language of the duty station, an asset.
- Knowledge of the latest developments and technology in related fields.
- Ability to make timely and quality judgments and decisions and very good training skills.
- Computer skills, including internet navigation and various office applications.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
- Willingness to travel to remote regions of the country

- Under the supervision of the Child Protection Specialist (HPs), the Child Protection Officer (HPs) will coordinate the implementation of the Spotlight Initiative Programme activities in the focus states and will contribute to the overall work of the Child Protection section which includes ending all forms of violence against children, girls and women.
Major Responsibilities
Technical support for Social Norms change to ensure children, women and girls, who are victims or at significant risk of violence, abuse, neglect and exploitation, including those in humanitarian settings, receive quality preventive and responsive services from a functioning child protection system at federal level and in targeted states by contributing to the following outcomes:
- Strengthening the Legislative and policy frameworks on all forms of violence against women and girls and harmful practices are in place and translated into plans
- Supporting the development of systems at national and sub-national levels to deliver evidence-based programmes that prevent and respond to violence against women and girls and harmful practices, including in other sectors.
- Strengthening gender equitable social norms, attitudes and behaviours change at community and individual levels to prevent violence against women and girls and harmful practices
- Strengthening access to quality essential services including for women and girls who experience violence
- Collect and analyze quality, disaggregated and globally comparable data on different forms of violence against women and girls and harmful practices,
More specifically, the incumbent will:
Design and develop programme strategies for ending violence against children, women, girls including child marriage:
- Design and formulate project proposals and initiatives;
- Draft inputs to country strategy documents, briefs, policy dialogues and other documents related to ending violence against children, women and girls and child marriage.
Implement activities related to ending violence against children, women and girls including child marriage:
- Technical implementation of the programme ensuring synergy with other teams;
- Provide technical advice and guidance and capacity building to implementing partners and manage the submission of financial and narrative reports;
Ensure quality monitoring and reporting of the programme:
- Manage the monitoring of programme implementation and finance using result-based management tools;
- Contribute to project and donor reports
- Provide technical support to the Child Protection Specialist/Project Team Leader on inter-agency coordination related activities by attending meetings, events, and participating in working groups and committees as needed;
- Coordinate with other UN agencies, government departments and implementing partners to ensure the projects capacity development programme is harmonized and aligned with other in-country efforts.
Provide advocacy, knowledge management and communication on violence against children, girls and women:
- Identify best practices and lessons learned to guide programme improvement and strategy planning;
- Develop knowledge management strategies, products and methodologies on ending violence against women and girls.
Qualifications, Experience and Competencies Required
- University degree in Social/Behavioural Sciences (Child development, Gender/women studies, Community development, Sociology, Anthropology).
- Minimum of five years progressively responsible work experience in planning and management of social development programmes at State and community levels.
- Proven skills in partnership building, networking, advocacy, negotiation and organising community dialogues, campaigns and special events around social norm changes especially on ending Harmful Practices including child marriage at community levels would be an advantage.
- Good understanding and experience in the field of social norms, gender and gender-based violence, community dynamics.
- Ability to express clearly and concisely ideas and concepts in written and oral forms.
- Knowledge of issues related to violence against children and women, child protection and other harmful practices is required
- Leadership and participation in previous assignment and in capacity similar or higher than this assignment
- Expertise in community mobilization and engagements, and sociocultural relations in the selected areas.
- Proven ability to work independently.
