The Lagos State Ministry of Health (LSMoH) is a Principal Recipient (PR) for Integrated Global Fund Grant comprising of HIV/AIDS, Tuberculosis and Resilient Sustainable Systems for Health (RSSH). As the Principal Recipient, the Ministry of Health is legally responsible for the management of the integrated grant ensuring achievement of the programmatic results and accountability of the grant financial resources.
To fulfil the mandate of the Principal Recipient, the Ministry of Health has established the Grant Management Unit (GMU) to carry out the functions of the PR. The Grant Management Unit works with other implementing units (TB, HIV, RSSH) within the LSMOH, Sub-Recipients (SRs) and other implementing partners in executing its mandate and ensuring that the grant is managed and implemented in compliance with grant agreement signed between the Global Fund and the Principal Recipient.
The Grant Management Unit, Lagos State Ministry of Health is recruiting for the vacant position below:
Job Title: Warehouse Assistant
Location: Lagos
Reporting to: Warehouse officer
Overall Objectives
- The Warehouse Assistant will be responsible for ensuring inventory is processed, organized, and stored.
- The warehouse assistant will also package and prepare orders for delivery; S/he must focused on meeting timelines and experienced in inventory software and databases.
- The warehouse assistant may also operate simple machines and above all possess absolute integrity.
Specific Duties
- Move inventory and materials as directed
- Process inventory for pick-up and receipt as the case may be
- Sort, organize, and store inventory in proper location
- Package items and label correctly
- Scan delivered items and ensure quality
- Report damaged inventories immediately it occurs
- Stack and organize large bulk items
- Remove inventory from trucks or shipping and delivery to proper location
- Update logs and documentation for inventory processing
- Prepare documentation and inventory for audits
- Operate simple machineries to move or store inventory
- Ensure workspace is free of debris and remove safety hazards from aisles
- Perform other duties as may be assigned from time to time.
- Ensure safety and security put in place are strictly adhered to at all times.
Qualifications and Experience
- OND certificate or other relevant certification or training related to logistics, warehousing or distribution
- Minimum of 2 years relevant experience working in warehouse and handling pharmaceuticals and or lab commodities.
- Good sense of warehouse organization with proven integrity and demonstrated ability to read and write.
- Ability to work effectively and efficiently in alignment to simple directives and instructions.
Job Title: Warehouse Officer
Location: Lagos
Reporting to: Director, Lagos State Medical Stores.
Overall Objectives
- The Warehouse officer will oversee the efficient receipt, storage and dispatch of a range of grant commodities.
- S/he will be responsible for a vital part of TB grant commodities supply chain process and other Global Fund grant items.
- S/he will manage processes and systems in order to ensure goods are received and dispatched appropriately, and that timelines are met.
- Warehouse safety standards, appropriate storage conditions and security of stock are essential in the day-to-day activities.
Specific Duties
- Liaise with relevant stakeholders to ensure timely and appropriate receipt, and dispatch of items
- Coordinate and monitor the receipt, order, assembly and dispatch of goods
- Participate in periodic logistics report validation
- Actively participate in LMD of commodities to health facilities and provide a summary report thereafter, within a reasonable time period.
- Have a clear understanding of the GF policies on grant health products handling and how the warehouse is pivotal in the implementation of this policy
- Coordinate the use of automated and computerized systems where necessary
- Respond to and deal with clarifications / requests communicated by email and telephone
- Keep stock control systems up to date and make sure inventories are accurate
- Identify risk to commodities, escalate and propose risk mitigation plan as appropriate.
- Foster teamwork in managing grant items to ensure productivity targets are met while operating in an efficient manner
- Produce regular reports and statistics on periodic basis -daily, weekly and monthly etc. as may be required or requested.
- Provide prompt, detailed and appropriate feedback on commodity logistics inquires and clarifications.
- Ensure best practices in commodity warehousing and handling
- Ensure proper handling and requisite planned maintenance of warehouse support equipment.
- Be responsible for the maintenance and operation of warehouse management systems and automated storage and retrieval systems.
- Analyse shipment logs
- Review timeliness of scheduled deliveries as deemed appropriate
- Wack inventory level and report appropriately
- Track and document the basic parameters of warehouse at all times.
- Track and report most important warehouse Key Performance Indicators (KPls)
- Track and report expenses as it relates to warehousing operations such as fuelling, storage and maintenance.
- Perform other duties as may be assigned from time to time
Qualifications and Experience
- Bachelor’s degree in Logistics, Pharmacy or other related field from a recognized university higher qualification in relevant field will be an added advantage.
- At least two years cognate experience in health products logistics, warehousing and distribution.
- Familiarity with Global Fund Policies on Procurement and Supply Chain of Health Products, with programmatic requirements for successful implementation of grants funded by the Global Fund.
- Strong written and oral communication skills, including professional level English language skills
- Competency in Microsoft Office Word, PowerPoint and Excel skills, and familiarity with computerized Logistics/stock management and information systems
- Ability to work independently while being a strong team player.
Job Title: Laboratory Officer
Location: Lagos
Reporting to: Manager, Procurement & Supply-Chain Management
Overall Objective
- The GMU laboratory logistics officer will work on the LSMOH integrated (HIV/TB/RSSH) grant to support implementation of the lab technical services, logistics and supply chain management of lab commodities as well as entrenchment of laboratory best practices.
Specific Objectives & Duties
- Compile, analyze and monitor trends on the functionality and optimization of all TB and HIV laboratory tests as well as laboratory related activities
- Support the implementation of Laboratory Continuous Quality Improvement and the deployment and institution of appropriate corrective and preventive action respectively.
- Support mentorship of supported lab personnel on laboratory commodities supply chain management and laboratory Quality Management Systems (QMS)
- Assist in the evaluation of HIV and TB laboratory methods and procedures and conduct of periodic laboratory system assessment and review of activities.
- Responsible for ensuring HIV and TB laboratory samples are appropriately operationalized Into the National Integrated Sample Referral Network (NISRN).
- Institutionalization of Quality Management Systems (QMS) and an efficient biosafety and infection control program across all supported healthcare facilities and communities.
- Assist in the development and adaptation of required guidelines/standards for related laboratory services.
- Support the optimization drive of requisite lab tests In all grant supported HIV and TB sites. This tests Includes Viral Load, Early Infant Diagnosis (EID), TB Sputum GeneXpert, Other tests are -Heamatology, Chemistry, CD4, and AFI3 microscopy
- Support in ensuring the functionality of all laboratory information systems and up-to-date of facility records at its repository.
- Support the design, implementation and monitoring of HIV and TB laboratory systems to ensure efficiency in the processes and documentation thereof.
- Support and strengthen all capacity building efforts of molecular diagnostics for all the grant supported laboratories.
- Participate in supportive supervision and provide mentorship to labs in supported sites offering HIV and TB services.
- Contribute to the strengthening of PCR laboratory network with other institutions and stakeholders.
- Participate in the training of laboratory personnel and other health workers in molecular laboratory procedures and diagnostics.
- Assistance in strengthening LASUTH PCR laboratory data management to improve data utilization.
- Provide support in the supply chain management of PCR commodities including roiling out tools for qualification and tracking of supplies at grant supported sites.
- Facilitate regular communications on all equipment repairs and maintenance at supported HIV and TB facilities with the relevant vendors and in-house services.
- Prepare progress reports of TB and HIV laboratory activities, lab program implementation and lab quality issues.
- Perform other activities as may assigned from time to time.
Qualifications and Experience
- Bachelor’s degree in Medical Laboratory Science or other related health sciences from a recognized university; higher qualification in relevant field will be an added advantage.
- At least three years cognate experience in laboratory supply chain and I or pharmaceutical products.
- Familiarity with Global Fund Policies on Procurement and Supply Chain Policies of Health Products, with programmatic requirements for successful Implementation of grants funded by the Global Fund.
- Familiarity with public health approach to laboratory supply chain with emphasis on Lagos State and its peculiarities will be an added advantage
- Strong written and oral communication skills, including professional level English language skills.
- Competency in Microsoft Office Word, PowerPoint and Excel skills, and familiarity with computerized pharmaceutical stock management and information systems
- Ability to work independently while being a strong team player.
