Complex
- The Vice-Presidency for Regional Development, Integration and Business Delivery (RDVP) is responsible for operational relevance, efficiency and effectiveness of the Bank Group’s operational programs and activities. The RDVP ensures that the Bank operates successfully across its Regional Members Countries (RMCs) and oversees the full implementation of all aspects of the Bank’s Regional Directorates.
- The Agriculture, Human and Social Development Complex (AHVP) leads in implementing two of the five goals, namely “Feed Africa” and “Improve the quality of life for the people of Africa”. The Complex comprises five departments: (i) Agriculture and Agro-Industry Development; (ii) Agriculture Finance and Rural Development; (iii) Gender, Women and Civil Society; (iv) Water Development and Sanitation; and, (v) Human Capital, Youth and Skills Development.
The Hiring Department
- Within RDVP, the Bank has five (5) Directorates, one in each region of Africa: North, South, East, West, and Central. Each Regional Directorate is headed by a Director General and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries. The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank’s operations, business development, project management and overall effective delivery of the High 5s.
- Within the Regional Development, Integration and Business Delivery Complex (RDVP), the Bank has five (5) Regional Development, Integration and Business Delivery (RDIBD) Directorates, one in each region of Africa: North, South, East, West, and Central.The position is listed in the organization chart of the Regional Development and Service Delivery Platform for West Africa (RDGW) and is located in Abidjan in the RDGW.2 Division, in charge of agriculture, water and sanitation and human development in the West African Regional Department (RDGW).
- The mission of the RDGW.2 Division is to contribute to the Bank’s efforts to reduce poverty and promote sustainable development in regional member countries, including: 1) contributing to the development of national and regional strategies and strengthening sector knowledge; and 2) focusing on the preparation and presentation of projects/programmes for operations identified under the High 5s. In this regard, the RDGW.2 Division works closely with the AHWS Department, which is responsible for coordinating the Bank’s activities in the water and sanitation sector, to strengthen synergies and contribute to all the High 5s. In addition, to develop integrated projects with a range of impacts on people’s living conditions and on the High 5s in general, the RDGW.2 Division collaborates with the other Bank departments involved in water and sanitation (AHAI, AHHD, AHGC, etc.).
The Position
The position of Principal Water and Sanitation Engineer has the following objectives:
- Contribute to attainment of national/regional water and sanitation agenda and related objectives of Sustainable Development Goals (SDGs) including ensuring universal access to water and sanitation and improving water quality to enhance the quality of life for the people;
- Liaise with stakeholders in the RMCs, work closely with regional platforms and other complexes dealing with water issues, while contributing to the appropriate management of technical knowledge and guidance on affordable water supply services and sanitation technologies and approaches;
- Provide assistance to RMCs in understanding and applying Bank Group’s operational procedures relating to loan administration, and procurement of goods and services.
- Develop and manage the RDGW.2 Division’s portfolio in the sub-region in accordance with the Bank’s policy by identifying projects and consulting with governments, the various stakeholders in RMCs and other Technical and Financial Partners (TFPs).
Duties and responsibilities
Under the overall supervision of the manager for RDGW. 2, the incumbent will be responsible for the following:
- Provide technical advice/assistance to RMCs to develop their water and sanitation sector;
- Contribute to the development of the Bank Group Water and Sanitation Sector policy and provide technical advice/guidance to introduce and monitor the implementation of the policy.
- Identify, prepare and evaluate water and sanitation projects and programmes, together with multisector projects and programmes in RMCs;
- Identify and coordinate the co-financing needs of the Division’s projects/programmes and make funding proposals;
- Supervise portfolio projects in accordance with Bank rules and procedures;
- Perform project completion missions with a view to preparing project completion reports;
- Conduct project preparation and appraisal missions in the water and sanitation sector;
- Provide support to the Head of Division, RDGW.2 to supervise staff, monitor the portfolio, the loan programme and the Division’s indicators;
- Support the Head of Division in monitoring and achieving the target indicators, and in monitoring projects managed by other colleagues;
- Represent the Division and the Department in meetings and events related to the water and sanitation sector within the Bank, and externally;
Selection Criteria
Including desirable skills, knowledge and experience:
- At least a Master’s or equivalent degree in Civil Engineering, Water Supply, Sanitation, or related discipline. Knowledge of project management is an asset for the position;
- Minimum 6 years of proven and relevant professional experience in monitoring and managing water and sanitation projects, especially in West Africa;
- Sound knowledge of the activities of other multilateral and bilateral institutions that finance the water and sanitation sector;
- Sound knowledge of the challenges of the water and sanitation sector, and ability to support RMCs in designing appropriate projects and programmes in the sector;
- Extensive experience in water and sanitation project development, and technical support for projects;
- Extensive experience working in a multicultural environment and leading project preparation and appraisal teams;
- Ability to communicate and write effectively in French or English, preferably with a working knowledge of the other language.
- Ability to build and lead motivated and committed teams for project preparation and evaluation;
- Proficiency in the use of common Microsoft Office Suite applications (Word, Excel and PowerPoint etc.);

The Complex
- The Senior Vice-Presidency (SNVP) is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results.
- The SNVP provides effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions. The SNVP leads senior management discussions, decision-making processes and the implementation of key Board and Management decisions.
The Hiring Department
- Located within the SNVP Complex, the Environmental and Social Safeguards and Compliance Department is responsible for mainstreaming environmental and social development considerations into Bank financed operations in the public and private sectors through the implementation of the Integrated Safeguard System (ISS).
- The Department will provide cross-sector E&S operational support to all operations in the regions in conducting the necessary E&S due diligence and implementation support across all stages of the project development cycle. The Department will also design and/or provide capacity-building support to ensure that not all of the Bank’s projects and programmes are only compliant with the ISS but also enhance opportunities for the sustainability of Environment and Social development outcomes.
The Position
- The Lead Social Safeguards Officer will work under the general supervision and guidance of the Safeguards and Compliance Director.
Duties and responsibilities
- Lead social development and safeguards due diligence of Bank operations in the regions under her/his coverage;
- Perform quality assurance review of high-risk safeguards instruments subject to public disclosure as of the ISS requirements.
- Contribute to the development and revision of policies, strategies, guidelines, formats/manuals, tools and procedures, in particular the Integrated Safeguards System (ISS) in order to provide Bank staff, Regional offices and RMC clients with the ability to quickly assess and recommend measures to address environmental safeguards issues in projects and programmes.
- Identify and prioritize knowledge needs of the department; Lead and provide oversight to the development of knowledge products in the Safeguards and Sustainability Series and the collection of and dissemination of lessons learned.
- Lead the quality assurance process for knowledge products and their management.
- Develop and implement capacity-building program for the Bank, RMCs, private stakeholders, sponsors and consultants, executing agencies, through e-learning modules, workshops, etc.
- Contribute to knowledge sharing and harmonization efforts through conferences, external knowledge management publications and others.
- Provide expert leadership for the development and implementation of best practices and innovative approaches related to sustainability and risk management.
- Participate in strategic partnerships and networks with other entities such as the UN Agencies, Bilateral and Multilateral Agencies, including MDBs.

- Lead social inputs required to provide appropriate and timely management responses to complaints lodged with the Compliance Review and Mediation Unit (BCRM)/Independent Review Mechanism (IRM) and ensure subsequent follow up on a regular basis.

- Hold at least a Master’s Degree or equivalent in Sociology, Geography, Development Studies, Law, Economics, or in an equivalent social-related discipline.
- A minimum of eight (8) years of relevant professional experience related to environmental and social assessment (ESA) practices, land management, resettlement of displaced people, social inclusion, etc. Having worked with international organizations or Multilateral Development Banks (MDBs) will be an advantage.

The Hiring Department
- The Office of the Auditor General provides independent, objective assurance and consulting services designed to add value and improve the Bank’s operations.
- It also assists the Bank to accomplish its strategic objectives by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
- The Office of the Auditor General is responsible for planning, organizing, directing and controlling a broad, comprehensive program of auditing and consulting/advisory services both internally and externally including, without limitation, all projects and programs of the Bank group.
The Position
- The role of the Principal Internal Auditor provides independent and objective assurance and consulting and advisory services in compliance with established professional internal auditing standards with a focus on Treasury and Private Sector Operations.
Duties and responsibilities
Under the supervision and guidance of the Division Manager, the Principal Auditor will:
- Evaluate risk management as part of the global Bank risk management.
- Plan and conduct risk-based audit of assigned activities and operations relating to the financial, operational and administrative functions of the Bank in a timely manner.
- Determine the adequacy and effectiveness of established internal controls to prevent and/or detect errors and irregularities and determine compliance / conformance with existing controls, best practices and international standards.
- Direct, counsel and instruct audit assistants in the performance of audit assignments and ensure compliance with time schedule.
- Advise management on an ongoing basis, on accounting, reporting, control and compliance issues to prevent costly errors and irregularities.
- Prepare audit reports and submits them for the Manager/Chief review and submission to the Auditor General.
- Express opinions on the adequacy, effectiveness and efficiency of the systems, control procedures in place to achieve established objectives and recommend corrective actions to improve operations, enhance internal control and reduce cost; and
- Proactively liaise with audit clients to help them to better understand risks related to their business area in order to develop strong internal controls.
- Review functions and activities to determine the nature of operations, procedures, and related internal control to achieve established objectives.
- Determine the adequacy and effectiveness of established internal controls to prevent and/or detect errors and irregularities; design audit procedures and programs; prepare audit planning memoranda for the Manager clearance and Auditor General approval.
- Determine the accuracy of financial information and the other disclosures provided.
- Hold exit conference with auditees to discuss audit findings and recommendations.
- Contribute to the development and update of the audit manual.
- Provide technical updates to the audit team on new developments in the audit profession.
Selection Criteria
Including desirable skills, knowledge and experience:
- A minimum of a Master’s degree or its equivalent in Audit, Finance, Accounting, Business Administration and an internationally recognized Professional Certification.
- A minimum of six (6) years of auditing experience in an internationally recognized professional accounting firm or an international Financial Institution.
- Sound knowledge and auditing experience of Treasury and Private Sector operations and financial instruments and information systems such as SAP/R3 system, Enterprise Risk Management (ERM). Integrated audit approach would be of a comparative advantage. A professional certification, such as, CPA, Expert-comptable, CISA, CIA, CISSP, or CISM is a plus. Experience with computer-assisted audit tools is a plus.
- Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues.
- Demonstrated ability to meet deadlines while ensuring quality and exceeding client expectations.
- Ability to apply international audit standards to deliver quality audit report in line with the Bank’s strategy needs/situation.
