Role Purpose
- The food distribution assistant is responsible to assist the distribution of food rations in compliance with Plan International Nigeria and UNWFP policies for an effective and smooth running general food distribution program.
- The food distribution assistant will work under the direction of the food distribution officer and will collaborate closely with other project staff employees within the commodity department.
Dimension of Role
- The food distribution assistant is responsible assisting distribution of food commodities on the field according to the methodologies and guidelines provided by Plan International. Distribution assistant will be part of a distribution team responsible for ensuring a smooth and clear distribution process, from enrolment to disbursement.
- They are responsible for monitoring beneficiaries’ enrolment, verifying their identity card. During disbursement, they will be responsible for monitoring the process together with Community Mobilizers. This will include spot-checks on beneficiaries’ identification.
Key Roles/Responsibilities
- To assist the Distribution Officer to arrange, organize and attend distributions and provide prepare post – distribution reports
- To assist the Distribution Officer to organize and arrange distributions according to SOP defined by PLAN
- To assist Distribution Officer in the distribution of commodities to eligible beneficiaries by strictly following verification process and methodology and standards defined by PLAN
- To Foresee crowd control, verification of beneficiary and receipt of entitled commodities by the beneficiary in exact amount as entitled in methodology;
- To collect all data needed for reporting after distributions.
- Submit accurate and detailed reports on distributions and assistance provided to beneficiary during distributions
- Ensure that all commodities entrusted to Plan International arriving at food distribution point are properly accounted for.
- Scrutinize all waybills for commodities arriving at the distribution points. Ensure that the commodities are of correct quantities and quality as manifested on the waybill. Immediately record all quantities delivered short (missing), quantities lost in transit and quantities damaged if any (In the field and FDP). All observations must be recorded immediately.
- Commodities must carefully be counted during off-loading.
- At the distribution points, commodities must be stacked in an organized manner, by commodity type to facilitate easy distribution.
- Take active role in the registration and verification of beneficiaries to ensure that the process is fair
- Organize and supervise general food distributions in the field and FDPs.
- At the food distribution points, commodities must be properly stacked on plastic sheeting
- Ensure that the food distribution point is properly organized and secured with ropes and crowd control measures put in place to ensure smooth distribution and flow of beneficiaries.
- Responsible to ensure that all necessary distribution equipment’s are available at the distributions point, including forms, ropes, banners, plastic sheets, measuring devices etc.
- Supervise loading of food that is left over after distributions. Ensure that a waybill is prepared for food to be returned to the warehouse.
- Prepare daily distribution point visit reports and Food Monitors report. This is a MUST
- Ensure proper completion and safe return of all tally documents and beneficiary lists to the office for safe storage.
- Ensure proper accounting of all quantities of commodities received and distributed at each distribution point.
Project Support:
- To assist Distribution Officer with distributions and data entry after distributions as required;
- To assist Distribution Officer with surveying of beneficiaries and others when needed;
- To assist Distribution Officer with data analysis and reporting when called upon;
- To assist Distribution Officer to process data and information from field – in particular ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all distribution data;
- To assist Distribution Officer in mass information awareness campaign to inform beneficiaries on distribution related information;
- To assist Distribution Officer in preparation of the monthly/weekly work plan schedules;
- To prepare all other report upon request by the Distribution officer;

Job Title: Project Coordinator – IHA

Role Purpose
- The purpose of this role is to coordinate the Education activities in specific location(s) in either (Askira-Uba, Jere, Konduga, Maiduguri) Borno State or (Damaturu, Gujba) Yobe state respectively.
Dimension of Role
- Communicates within Plan International Nigeria and with partners and related government institutions.
- The post holder will coordinate the EiE project focusing on learning outcome of pupils by implementing Teaching at the Right Level (TaRL) approach and also document lessons learnt, support assessments and monitoring and evaluation of the Education in Emergencies components of Plan International’s emergency response.

Job Title: Supporting the Africa Led Movement to End FGM – Advocacy Lead
Location: Nigeria

Type of Role: 5-year fixed term contract (contingent on proposal award)
The Opportunity
Plan International seeks an outstanding Advocacy Lead [Contingent on proposal award] to lead the Consortium’s influencing work, positioning it as a reliable partner for FGM issues at international level and building the movement to eliminate FGM in Africa as part of the anticipated Supporting the Africa Led Movement to End FGM Programme across 6 countries (Kenya, Somaliland/ Somalia, Nigeria, Guinea, Sierra Leone, Mali) with an expected budget of approximately £35 million over five years. Advocacy Lead will provide advice and capacity building support to Country Offices, and Consortium partners (networks and organisations) at multiple levels, with a particular focus on youth-led and women-led organisations, to strengthen their organisational and activism capacities; to enable their active participation in campaigning; and to increase their leadership on FGM.
The project will focus on accelerating the pace of change to end FGM and achieving results at scale. The programme looks at achieving change at scale in the chosen countries, but also reinforcing this with a more global approach to grassroots networks and campaigns/advocacy. The programme will deliver community-level projects to end FGM by changing attitudes and behaviours towards harmful practices, empowering communities to protect the safety, rights and choices of women and girls.
Responsibilities
- Undertake in-depth power and policy analysis of the structures, systems and networks in participating countries, regional and international levels to identify key influencers and key opportunities for changes in law, policy, budget and behaviour that will drive the achievement of the strategic goals and objectives set by the consortium, in close consultation with the component 2 lead within the UN Joint Programme
- Collaborate with media and campaigns lead within the consortium to agree key campaigning and advocacy targets and approaches and messages
- Lead and manage the design and implementation of an FGM Influencing Strategy, in coordination with staff and partners, by taking an integrated approach to influencing. Review and update the Influencing Strategy as appropriate in response to the evolving context
- Ensure strong linkages with the Programmes and Monitoring, Evaluations and Research (MER) staff so that advocacy and policy approaches are based in evidence, well monitored, and adapted based on assessment
- Identify and build strategic partnerships and engagement to advocate and negotiate with diverse, relevant external actors’ such as organisations, networks, political contacts, technical experts, civil society, and other key stakeholders to further the delivery of the FGM influencing agenda and build a stronger movement
- Making use of policy analysis and to support its recommendations, lead on the establishment and maintenance of dialogue with key decision-makers within government and other relevant institutions such as ECOWAS/ regional bodies, African Union etc.
- Lead the development of Influencing tools such as briefings and key messages; guidelines; training modules; and awareness raising material/communications in collaboration with the COs, Influencing focal points and local implementing partners for a variety of stakeholders.
- Facilitate the sharing of best practice, case studies and learning from other experiences, including the design and delivery of conferences, workshops and other events.
- Work with Country Offices, Regional Offices, National Offices and Global Headquarters to strengthen and support influencing on FGM, collaborating on region-wide and global initiatives.
- Provide Influencing advice across the consortium during programme design/co-creation phase and implementation to support the successful integration of Influencing into operations.
- Coordinate collective action efforts across the participating countries, including supporting and building CO capacity, and connecting national level initiatives to regional/global opportunities and spaces such as Day of the Girl, ECOWAS/ regional bodies, African Union, Women Deliver etc.
- Provide support and capacity building to country Influencing focal points/programme teams to deliver influencing training with staff and partners
- Coordinate with Safeguarding Advisor to ensure that safeguarding risk identification and management strategies are developed for sensitive activities
- Engage and collaborate with activists, regional children and youth/girl-led movements to mutualise resources and capacities to influence the state of girls in the region.
- Coordinate the youth-led advocacy programme: Working with COs, build the capacity of local partners, especially youth- led organisations on advocacy and influencing and support the development of advocacy action plans

The Person
In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:
- Demonstrated experience in using with success key influencing strategies such as advocacy, lobbying, movement building, or policy development
- Demonstrated experience in identifying and engaging with external power holders, for example ministers, officials, parliamentarians, high level positions in various media outlets, public figures, human rights activists
- Preferably experience in influencing on FGM or related issues such as gender equality, harmful practices, VAWG
- Familiar with key international human rights frameworks and their relevance for change actions and opinions of power holders and social behaviour.

Job Title: Monitoring & Evaluation Coordinator

- The purpose of this role is to co-ordinate all M&E efforts across Plan International Nigeria’s Humanitarian programmes in line with International best practices and relevant guidelines and to coordinate the operationalization of effective and appropriate systems and processes for measuring impact, learning and reporting across the organization.

- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Technical Expertise, Skills and Knowledge
Essential:
- Bachelors’ degree and 5 years of work experience in monitoring and evaluating large multi-year international development programs, with a robust M&E component. Master’s degree is preferred.
Skills & Knowledge:
- Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
- Demonstrated strong coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
- Strong understanding of M&E, policy and compliance requirements.
- Excellent written and verbal communication skills in English including excellent facilitation skills and demonstrated technical writing skills for publication.
- Strong PM&E knowledge and skills
- Skills in digital data collection and management
- Ability to work effectively with diverse teams.
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
- Strong technical skills, including ability to process and analyze data using one or more statistical software packages
- Proficiency in word processing and Microsoft Office
- Ability to travel both within and outside the country
Desirable:
- Strong communication skills: oral, written and presentation skills.
- Strong leadership, team building, conflict resolution and ability to deliver PLAN’s strategic objectives.
- Extremely flexible, and have the ability to cope with stressful situations
- Facilitate the development and scheduling of volunteer outreach activities
