Job Title: Monitoring Evaluation Accountability and Learning (MEAL) Officer
Location: Monguno, Borno
Starting date: 1st of November, 2019

Overall Mission
General objective:
- Under the supervision of the Field Coordinator and MEAL Coordinator, the MEAL Officer will contribute to the implementation of M&E activities in the field through supporting Project/Field Officers, partner staffs and Community Facilitators/Mobilisers in data collection, consolidation and quality management and undertake M&E related activities and implementation of an appropriate monitoring and evaluation system for successful delivery and attainment of project goals and objectives.
- She/he will also be in charge of implementing the accountability strategy in Kukawa LGA, as well as strengthen capacity-building and capitalization through the development and the implementation of learning tools and process.
Responsibilities and Tasks
Implementation of the Monitoring and Evaluation Plan:
- Ensure the collection, reporting and validation of monitoring data of project teams and ensure the data reported by Field Officers/Program Managers is accurate and of good quality and reported in a timely manner
- Produce monitoring checklists and conduct regular joint field process monitoring, quality assessments and data validation, and provide feedback and recommendations for timely improvement
- Ensure that community leaders and beneficiaries are actively participating in all project and M&E activities
- Assist the MEAL Manager/Coordinator in supporting project teams in designing and regularly updating project M&E guidelines and tools and ensure that project staff have access and capacity to use the tools
- Provide training to field level project staff on the use of the M&E system including survey sampling and piloting of M&E tools, conducting assessments and the implementation of periodic evaluation activities including baseline surveys, research and evaluations in all sectors
- Ensure utilization by all projects of appropriate data collection and reporting templates that facilitate the acquisition and aggregation of data
- Undertake regular visits to field locations/project sites to support monitoring and evaluation processes and activities related to all sectors of PUI interventions
- Support supervision of base level project staff and ensure that their capacities are built and that they are supported to deliver on their day to day M&E work by constant communication and joint field level M&E activities
Implementation of the Accountability Strategy:
- Support the MEAL Assistant in establishing a complaints and feedback mechanism (CFM) based on the highest levels of integrity which beneficiaries will trust and ensures that they can make confidential complaints and be confident of the response processes
- Ensure that feedback is routinely recorded, reviewed and responded timely in line with feedback mechanism guidelines
- Ensure that CFM database is regularly updated by the MEAL Assistant
- Share the periodic CFM report with project teams and the MEAL department
- Support the MEAL Assistant in conducting periodic field visit to ensure that accountability systems are in place and the necessary support is provided as needed
- Review accountability systems periodically and update any changes if deemed necessary in consultation with the MEAL Manager/ MEAL Coordinator
- Participate in internal and external meetings related to humanitarian accountability
Internal and External Reporting:
- Update the Field coordinator and Program Managers on daily achievements and challenges encountered on the field, at the end of each day
- Verbally contribute and participate in weekly base meetings including accurate reporting on successes and challenges
- Ensure that the data collected goes through a data cleaning and validation process each day
- Ensure all data is channeled through the IM system each day
- Develop reports that synthesize and synchronize initial key finding (needs) and results (outputs/outcomes) such as indicator tracking table, etc.
- Keep monitoring tools and files archived at the PUI office, ensuring their availability to the MEAL department
- Pass on any information or problems to her/his direct and/or indirect supervisor concerning her/his task, PUI programs, or safety aspects
Capitalization/Institutional Knowledge Building:
- Use lessons learnt combined with field experience to provide contributions and feedback, including during design phases of field tools and assessments
- Participate actively in team workshops and lessons learnt seminars
- Actively engage in ongoing trainings and knowledge building
- Lead training of beneficiaries, community leaders, community facilitators/mobilisers and Field staff on M&E if needed
- Lead in developing a responsive, functional and appropriate feed backing mechanism which can improve current project implementation and guide future programming
- Provide support to programme managers in reviewing information across projects, to ensure that feedback and complaints are taken into account in programme management decisions
- Identify and formulate accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of PUI project activities
Communication & Follow Up:
- Respond to beneficiaries’ queries with good knowledge of relevant information when approached
- Respond to any requests within PUI that might require an alternative communication method or plan of action
- Lead in developing a responsive, functional and appropriate feed backing mechanism which can improve current project implementation and guide future programming
- Provide support to program managers in reviewing information across projects, to ensure that feedback and complaints are taken into account in program management decisions
- Identify and formulate accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of PUI project activities
Logistic and Communication:
- Perform administrative support activities for the Field coordinator/, but not limited to, preparation of meetings related to MEAL field, recording of minutes, verbal and written translation
- Ensure the follow-up and the proper use of materials and tools related to M&E activities
- Manage the supply of materials to the work site in collaboration with logistic department
Team Management:
- Provide day to day supervision to the MEAL Assistant
- Plan the MEAL assistant tasks on daily basis
- Ensure that coaching and performance plans are completed on time and with adherence to PUI standards.
Qualifications
Mandatory Requirements:
- Language skills: Fluent in Kanuri, Hausa and English
- Education degree: At least a Diploma or Degree in Social Sciences, Statistics, Demography, Sociology
- Work experience: At least two years similar experience in an NGOs/On-site training in social or monitoring work
- Knowledge and skills: Good analytical and writing skills/ /Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities,

Job Title: Health Deputy Program Manager
Location: Monguno, Borno
Starting Date: Beginning of November, 2019

General Objective
- Under the supervision of the Health Project manager (PM), the Health Deputy Project Manager (DPM) shall ensure the overall support and direct supervision of the teams working in PUI facilities and enrolled in PUI health project in Monguno LGA.
- S/he should assist the health PM in planning, organizing, implementing and monitoring of agreed health activities and planned capacity building.
Responsibilities and Tasks
Activities Implementation:
- Support in the good implementation and monitoring of the health projects in collaboration with the Health Project Manager
- Ensure that agreed activities and procedures are regularly and timely performed by Health teams
- Participate actively in the supervision of health activities through checklists, observations, and reports to the Health Program Manager
- Supervise monthly planning and action plan within the Health facilities
- Ensure that the team is following up proper medical protocols, and applying them according to international and national recommendations and guidelines
- Ensure the rational use of medicines and the proper administration of treatments in step with national international protocols.
- Collaborate with other departments (MHPSS, Nutrition, Protection, and Food Security) as needed to ensure smooth implementation and integration of services
- Ensure that members of the teams and daily paid workers as the case may be, are provided with safety gear adapted to their activities (for example PEP kits [post-exposure treatment kits], gloves…)
- Ensure that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
- Assist the Health Project Manager in the development of new interventions and/or adjustment of current interventions.
Team Management:
- Manage the supervisors/team leader with effective guidance and adequate support
- Ensure the implementation of good team management practices with supervisors/team leader
- Follow up on staff schedules, annual leave and attendance sheets in accordance with HR procedures
- Manage the recruitment of new staff in collaboration with supervisors and Health Program Manager
- Draw up Job descriptions as needed, in collaboration with the Health Program Manager
- Participate in the regular evaluation of team medical and non-medical staff in collaboration with HPM Assess training needs, develop training plans, facilitate and perform training for medical and nonmedical staff, and follow up the impact after training
- Ensure that the Health team is respecting PUI rules and inform the Health Project Manager of any disrespect of the rules
- Ensure the security rules in the field are respected, the safety of the field officers is guaranteed and the regular communication with the security focal person is maintained.
Monitoring, Follow-Up & Reporting:
- Supervise data collection on all medical and non-medical activities
- Analyse epidemiological indicators and ensure that they are followed properly
- Participate in the budget follow-up with the Health Project Manager and make sure budget lines are spent properly
- Draft the internal and external reports to Health PM or/and the Medical Coordinator or other PMs
- Report to the Health Project Manager any problem in the projects, especially any gap/loss/robbery/damage of medical equipment or drugs or any patient and organizational issue
- Provide essential preventative assistance services and follow up on identified beneficiaries with NCDs and other diseases/morbidities of Public Health relevance.
Logistics & Administrative Support:
- Ensure proper needs analysis from the projects, addressing both medical (pharmaceuticals, consumables, and equipment) and non-medical requirements
- Support logistics and pharmacy department by analysing supplier bids with highly technical specifications
- Communicate to logistics for fleet needs, logistical components of the projects (delivery, distribution, onsite storage)
- Ensure appropriate supply plan, with central pharmacy, on weekly/monthly base principle for the facility
- Ensure, in coordination with the logistics and pharmacy department, appropriate storage of medications, medical consumables, equipment, and medical waste.
- Ensure that HR documents (attendance sheet, leave request, etc) are communicated to the HR Manager on time, with validation of Health Project Manager
- Ensure the archiving the documents, tools and training materials in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.
Internal and External Representation:
- Participate in meetings, strategy workshops, training and other, as required.
- Participate in any other activities such as surveys, assessments, among others.
- In coordination with the Health Project Manager, conduct health assessments related to other sectors (psychological support, prevalence of water-borne diseases, sexual and reproductive health, etc.).
- Participate actively in the preparation and the smooth organization of the visit from Donors
- Represent the organization before local actors involved in the implementation of the medical program, and contribute to good relations within project partners (consistent with the principles of neutrality and independence of PUI).
Qualifications and Requirements
- Language Skills: Fluent in English, Hausa and Kanuri
- Education Degree: Preferably MD Graduate or related Medical Degree, Nursing Degree and Public Health Degree
- Work Experience: At least 3 years of experience in Clinical Management, staff supervision and experience with NGO’s
