Project Overview and Role
- Palladium seeks an IT Officer for the five-year, USAID-funded Nigeria Integrated Health Program (IHP) – Task Order 6 – Ebonyi State. The goal of IHP is to contribute to state-level reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality PHC services.
- The purpose of Task Order 6 is to implement priority primary health interventions in Ebonyi state to strengthen the state government area (LGA), and ward level health systems. The objectives of the program are a) strengthen systems supporting primary health care (PHC) services b) improve access to PHC services; and c) increase quality of PHC services. Strong engagement and collaboration with state government is expected throughout the program.
- Task Order 6 will coordinate closely with other USAID activities and other development partner programs in the state. USAID will intentionally overlay this activity with other Mission programming to increase Government of Nigeria (GON) resources for PHC services, increase demand for PHC services, and improve access to essential commodities. The activity is expected to collaborate closely with those other implementing partners and will not undertake any activities already implemented by other USAID programs.
- The IT Officer is the first point of contact and initial point of support for technical requests, assistance and advice to field staff for software, hardware and services utilized throughout the country. The IT Officer will be expected to ensure that IT&T infrastructure is fully operational, strategically appropriate and compliant.
Responsibilities
- Performs windows operating system deployments using existing Microsoft WDS to meet SOE (Standard Operating Equipment) procedures and internal policies
- Provides first-tier support for computer hardware. Hardware support to include, but not limited to, laptop computers, printers, switches, wireless access points
- Troubleshoots software applications such as Microsoft Office and operating systems including Windows 7 and Windows 10
- Provides audio/video support and familiar with boardroom equipment in a corporate setting
- Familiar with and able to manage wired LAN and WLAN network technologies, troubleshoot and resolve faults
- Able to setup and integrate wireless point to point radios into existing networks

Requirements
- Bachelor’s Degree in Computer Science, Information Technology, Computer Engineering or related discipline; Master’s Degree (preferred and possession of an MBA is added advantage.)

Job Title: Operations Officer
Location: Osun
Project Overview and Role
- Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium in August 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.
- HP+ provides technical assistance to governments, civil society, and the private sector to effectively engage in domestic resource mobilization (DRM), put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals.
- HP+ Nigeria is supporting state-level efforts to effectively capitalize on key health financing reforms, specifically the Basic Health Care Provision Fund (BHCPF), by strengthening systems and structures to operationalize the fund, while also meet, and potentially exceed or improve performance to meet, the requirements of Primary Health Care Under One Roof (PHCUOR). Working in Abia, Osun, Ebonyi and the FCT, as well as some national-level support, HP+ Nigeria is looking to advance the following key objectives: (1) strengthen state-level governance, coordination, and synchronization to sustain stewardship and ownership of key health financing reforms; (2) identify and mobilize predictable and sustainable revenues for state-level health reforms; (3) improve transparency, accountability and efficiency of mobilized resources.
Position Summary
- This position will be based in Osun, Nigeria and will be responsible in the areas of arranging staff movements (by road and air), responsible for meetings and workshop logistics.
- The position will be supervised by the Osun State Team Leader.
Key Responsibilities
Reporting to the Osun Finance Manager, the Operations Officer will:
- In consultation with the project team, explore market and collect price quotations from identified vendors and collect necessary documents and information to process procurement in line with HP+ policies and procedures;
- Conduct due diligence review of potential consultants/contractors and vendors prior to submission for approval;
- Draft consultancy, purchase order or other Palladium award instruments;
- Maintain appropriate and updated filing system for all project documents including procurement documents (Due Diligence forms, biodatas, hosting checklists; competitive quotations); approved budgets and purchase orders); and workshop/activity payments and attendance sheets;
- Ensure relevant authorization has been obtained before any purchase takes place;
- Ensure that HP+ procedures are adhered to and program staff are familiar with the procedures (this includes training staff on procurement mechanisms and new procurement procedures);
- Develop and maintain systems for tracking contractual documents, correspondence and reporting applying records management policy;
- Participate in workshop and event planning and budgeting;
- Make reservations for conferences/workshops venue and participants’ accommodation in line with company and project guidelines;
- Make reservations for air, train, or road travel as necessary;
- Provide timely and accurate logistical support for organizing conferences, workshops, and events. This includes arrangement of venue setup, catering, workshop supplies, and equipment;
- Coordinate with technical and finance team to confirm participants and workshop costs. Ensure the vendor invoices and participants expense reports are processed for payment on time;
- Administer travel authorizations, travel advance requests and travel expense reports including reviewing, ensuring authorized approval and processing for payments as per the corporate and project travel guidelines;
- Manage necessary vendor relationships to ensure smooth organization of workshops and programs. Maintain up-to-date list of vendors for accommodations, conference venues, travel logistics, workshop and stationery supplies, catering services, taxi/vehicle rentals, conference equipment and support services, interpreters, etc.;
- Potential travel to event venues to provide logistics support during activities;
- Ensure all HP+ assets are properly recorded, listed and tagged;
- Ensure all HP+ Assets and inventory list is updated periodically;

Job Title: Consultant – HIV/AIDS and TB Resource Tracking Technical Assistance
Locations: Lagos and Kano

- HP+ has been engaged by the USAID Nigeria Office to conceptualize and design activities to improve sustainable financing for Human Immunodeficiency Virus / Acquired Immune Deficiency Syndrome (HIV/AIDS) and tuberculosis (TB) programs at the national level and in two USAID priority states – Lagos and Kano.
- These activities will span an initial period of 2 years, will continue efforts started by the Health Finance and Governance (HFG) project and complement current Strengthening Integrated Delivery of HIV and AIDS Services (SIDHAS) and Sustaining Health Outcomes through the Private Sector (SHOPS) Plus projects’ activities.
Responsibilities
- Resource tracking is an important component to enable evidence-based decision making towards closing HIV/AIDS and TB programing resource gaps through domestic financing in Lagos and Kano states.
- The resource tracking consultant will work with HP+ staff, SACA, State Ministry of Health and other relevant stakeholders to provide technical support towards the design and implementation of resource tracking component of HP+ Nigeria project.
- The budget tracking will build on real time resource tracking exercise the project has embarked on in order to have a more elaborate information on sources, magnitude and flow of resources for HIV/AIDS and Tuberculosis at the states level. Beyond tracking funds from the public sector budget, the consultant will also track funding from the private sectors, health insurance and external funding.
- The information will be useful in making a case for Public investment in the disease areas and also target other sources and ensure synergy among funding mechanisms.
- Methodology; the tool for tracking will be the System of Health Account tool adopted by the Federal Ministry of Health as the methodology for National Health Account and Subaccount.
The following range of activities are anticipated:
- Participate in the design/review of a tracking tool appropriate for HIV/AIDS and TB Resource/expenditure tracking
- Facilitate training workshop on resource tracking and its uses for state government staff
- Collect high quality resource tracking data
- Analyze resource tracking data and draw inferences and recommendations
- Write detailed resource tracking report based on agreed upon format
- Present preliminary findings to stakeholders and facilitate discussion
- Revise/refine the report based on comments from relevant stakeholders
- Facilitate dissemination of resource tracking report at the state level
Deliverables:
- Developed/revised resource tracking tool for both states.
- Facilitate stakeholders’ orientation in Lagos and Kano states.
- Analyzed resource tracking data, preliminary output tables and power point presentation of results
- Comprehensive resource tracking draft report upon agreed format.
- Final report after incorporation of comments from all relevant stakeholders
- Detailed consultancy report
Requirements
Required Qualifications/Experience:
- Degree in relevant field including International Development, Public Health, Finance, Economics and any other relevant courses.
- Sound understanding of TB, HIV epidemic and programs in Nigeria
- Familiarity with the Nigerian health system
- Good understanding of HIV/AIDS and TB resource mobilization and resource tracking
- At least 3 years’ experience in health financing/public financial management
- Experience in similar exercises such as NASA/SASA, NHA and/or any other health resource tracking is an added advantage
- Knowledge of the System of Health Account adopted by Federal Ministry of Health
- Excellent written and oral communication skills
Reporting/technical approvals:
- Although it is anticipated that the HIV/AIDS Resource Tracking Technical Assistance Consultant will be able to work independently and with the Lagos and Kano States Coordinator for the HP+ HIV and TB Activity, to ensure quality assurance and timeliness, the Consultant will report to and share draft deliverables and reports with the technical lead for TB and HIV team in Abuja to obtain technical approvals.
Tentative timeline and duration of the consultancy:
- 60 days LOE shared equally for both states over the period of January 2020 to March 2020
