Core Functions / Responsibilities
- Assist in the timely implementation of awareness raising initiatives to combat irregular migration (including human trafficking), social cohesion and promote safe and informed migration in selected communities and ensure that information reaches the targeted audience;
- In coordination with the Awareness Raising Officer, support the implementation of the Social Behavioral Change Communication Strategy on Trafficking in Persons (TIP) for the Trusted Sources Project;
- Support development of training materials and activities to build capacity for participatory and behavior change communication aimed at addressing issues on human trafficking and irregular migration for both government and civil society organizations;
- Work closely with the Monitoring and Evaluation team to design and implement appropriate monitoring and evaluation tools;
- Assist in maintaining close liaison with community groups, local government authorities, CSOs, and other stakeholders to ensure due coordination of activities;
- Assist in coordinating the production and dissemination of Information Education and Communication (IEC) materials developed in the project;
- Assist in implementation of C4D activities and tools to discourage irregular migration and promote safe alternatives to irregular migration in target audiences;
- Assist senior project staff to devise communication channels through which information on awareness raising can be distributed;
- Undertake duty travel when necessary;
- Perform any other duties as may be assigned.
Required Qualifications and Experience
- University degree from an accredited institution in Media and Communications, Communication for Development, Journalism, Social Work, Law or related field with three years professional experience;
- An equivalent combination of related educational and professional experience;
- A minimum of three years of work experience (for candidates holding bachelor’s degrees) in the above specified fields, preferably in the West Africa Region.
- Experience in implementing projects using communication for development approach with an emphasis on migration related context
- Experience of working on humanitarian or development issues related to migration and/or human trafficking, preferably within the United Nations Common System and the International Humanitarian Field
- Experience in effectively designing and implementing social media and online campaigns for developmental issues
- Experience with designing monitoring and evaluation tools
- Excellent writing and strong analytical skills.

Context
- Under the overall supervision of the Migration Management Unit (MMU) Programme Coordinator in Lagos and the direct supervision of the MMU Programme Support Officer in Lagos, the successful candidate will support coordination and monitoring and evaluation (M&E) and reporting aspects of MMU projects in Nigeria and assist in their relevant and effective implementation, particularly in line with the expectations of IOM MMU’s donors on M&E requirements..
Core Functions / Responsibilities
Under the supervision of the MMU Programme Support Officer (PSO), the candidate will participate in the design, maintenance and implementation of the overall Monitoring and Evaluation activities for projects under MMU including:
- Plan for and support the undertaking of baseline surveys, scheduled evaluations and any other M&E data collection exercises; periodically review the project M&E Frameworks and plans to guide M&E activities;
- With guidance from the MMU PSO and regional M&E Officer, coordinate the development, testing, roll out and regular revision of standardized M&E and reporting tools, within the program strategy and donor’s requirements, respecting formats, deadlines and specific protocols, and engaging in cross‐fertilization of ideas implementing partners.
- Participate in the process for identifying the key performance questions, indicators and parameters for MMU project development, monitoring projects’ performance and achievements,
- 4. Monitor ongoing activities of the programme; periodically and consistently aggregate and analyse data on respective projects’ indicators and develop indicator status reports and statistics to inform project management of progress of results achievement and for other purposes such as periodic and final reports, project visibility and communications; and facilitate the exchange of monitoring information with external partners as necessary to maintain appropriate visibility with activities, as well as coordinate the collection of data and preliminary analysis (qualitative and quantitative) for drafting of various updates, reports and feedback.
- Consistently monitor workplan implementation and budget expenditure of respective projects and support the production of regular monitoring reports to be shared with relevant stakeholders such as donors and coordinate with the Public Information Officer with regards to utilization of the outputs of M&E findings in PI materials.
- Coordinate the development or review of donor reports by collaborating with MMU staff and implementing partners on both quantitative and qualitative monitoring aspects, compile inputs and provide M&E analyses to provide relevant information for performance management and evaluations of MMU activities for complying with regular reporting requirements,
- Carry out periodic field visits to create greater awareness and undertake regular travel to field locations using appropriate M&E tools to monitor the activities, beneficiaries, performance of implementing partners, promote adherence to agreed M&E standards and norms; undertake M&E data quality assurance and data verification; identify bottlenecks impeding project delivery and gather feedback about IOM’s work among others.
- Provide technical support on M&E matters to sub‐units such as in TOR development, review of baseline and evaluation tools & reports, review of M&E data collection tools, recruitment and management of external M&E consultancies among others as may be required; coordinate regular trainings for MMU programme staff, and provide capacity building support on M&E to implementing partners and governmental agencies through training, mentorship, coaching and sharing of information in order to facilitate adherence to agreed standards of implementation.
- Support or conduct when requested, internal or external evaluation of projects under MMU. Serve as focal point for the submission of the final evaluation reports, allowing the closure of project.
- Promote the inclusion and resourcing of M&E in projects to strengthen M&E matters in the unit in line with IOM Evaluation & Monitoring Policy among others.
- Support the development of communication protocols and information‐sharing tools, in coordination withprogramme management, field teams and programme partners, to facilitate improved information sharing between all programme participants and stakeholders.
- Provide technical recommendations to the Project Manager, based on rolling analysis of and reporting onprogramming.
- Promote the mainstreaming of protection and gender perspectives within the programme activities.
- Perform other duties as assigned.
Required Qualifications and Experience
- Master’s degree in Development, Economics, Management and, or related Social or Political Science fields from an accredited academic institution; or University degree in the above fields with two years of relevant professional experience.
- Experience in community/development service provision or programming, M&E design or implementation, or both;
- Experience in M&E system design, data processing, M/E tools and computers;
- Substantial experience in project implementation and management, preferably with experience in the field of research, monitoring and/or evaluation in insecure environments, planning and implementation of M/E systems;
- Ability to adapt M&E tools to work effectively with local authorities, stakeholders and beneficiaries;
- Strong reporting skills;
- Experience in migration management is an asset;
- Knowledge of EU programming, specifically in terms of pace and methodology preferred. ;
- Solid understanding of micro‐business implementation and community development, with a focus on participatory processes and joint management
