Job Title: Chief Water Resources Management Officer, AHWS1

The Complex

  • The Vice Presidency for ‘Agriculture, Human, and Social Development’ is a Sector Complex focusing on the Bank’s Ten Years Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”. The complex objectives are:
    • To develop, policy and strategy;
    • Provide deep sector expertise to the Regions by gathering pool of experienced individuals who can be consulted to provide sector expertise on complex transactions;
    • Develop new financing instruments;
    • The Vice President will act as the spoke person to represent the Bank with external stakeholders on aspects of “Feed Africa” and “Improve Quality of  Life for the People of Africa”.

The Department

  • The Water Development and Sanitation Department is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life).
  • Through its two Divisions: Water Coordination and Partnerships, and Water Security and Sanitation, and the African Water Facility, the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation.

The Hiring Division:

  • The AHWS.1 Division, responsible for water coordination and partnerships, acts in concert with AHWS.2 Division and the AWF to fulfil the mandate of the Department.
  • Specifically, AHWS.1 leads the Bank’s work on integrated water resources management and development (including transboundary programs), fosters strategic partnerships with regional and global partners to leverage resources into the water and sanitation sectors.
  • It also directly contributes to the work of the various initiatives and trust funds hosted under AHWS; and provides expertise to support the AHVP Vice President’s role as the Bank’s spokesperson to external audiences.

The Position
The key job objectives:

  • Support the Bank’s integrated water resources management and development programs (including transboundary programs), taking account of the increasing demand for water, rising conflict among competing water uses, climate change, fragility, urban development, and other key global trends;
  • Facilitate cohesive approaches to guide the Bank on integrated water resources development to foster enhanced water security in Africa. Areas of responsibility will include project/program development, partnerships coordination, technical advice, identification of issues related to water resources management, policy development, and advocacy for sustainable transboundary water agreements and water conflict resolution;
  • Provide backstopping, technical guidance and expertise on development interventions involving integrated water resources development and management to regional hubs.

Duties and Responsibilities
Under the overall supervision of the Manager of AHWS.1 Division, the incumbent will deliver on:

Operations:

  • Identify, prepare, appraise, and implement integrated water resources development and management programs and projects;
  • Undertake or participate as a team member in project identification, preparation, and appraisal missions utilizing technical background and experience to recommend appropriate water resources management activities;
  • Compile relevant information that could be transformed into various knowledge products.

Policies and Strategies:

  • Monitor implementation of the Bank’s water policy and contribute to the review, preparation and updating of policies, strategies, business plans and guidelines related to water resources development and management;
  • Support dialogue and design of integrated water resources and development programs that incorporate best practice and leverage the comparative advantage of the Bank;
  • Support the Division’s contribution to the development and review of policies, strategies, business plans and guidelines prepared by other departments from water resources perspective;
  • Support regional hubs in mainstreaming integrated water resources management (IWRM) principles into Bank operations
  • Support RMCs, RBOs and RECs in mainstreaming IWRM principles in their policies, strategies and development plans; and
  • Review project proposals prepared by the regional hubs and contribute to all aspects that has bearing on water resources development and management.

Water Knowledge Generation and Sharing:

  • Lead the analytical work with focus on: (i) Emerging water resources challenges; (ii) promotion of Integrated Water Resource Management (IWRM); and (iii) Trans-boundary water resources development and management, and regional cooperation.
  • Provide strategic guidance and coordination in generating knowledge both in-house and externally, on water resources development and management, through research, studies and networking initiatives;
  • Provide strategic guidance in the conduct of country and/or sector studies to promote efficient and effective water resources management to assist economic transformation of RMCs;
  • Plan and implement capacity development programs for Bank staff and RMCs related to water resources development and management;
  • Support regional hubs in the efficient planning, development and sustainable use of water resources in Bank’s interventions.
  • Support the community of practice on water resources development and management to facilitate the knowledge exchange within the institution and to harmonize the service standard across the regional hubs.

Strategic Partnerships:

  • Support review and monitoring of ongoing regional and international discussions related to water resources development and management.
  • Contribute to the Bank’s engagement with key external stakeholders such as the African Ministers’ Council on Water (AMCOW), the African Ministerial Conference on the Environment (AMCEN), and Council of Ministers of Water, Agriculture, Livestock and Land, etc.
  • Contribute to global and regional sector discussions through water conferences and platforms such as Stockholm World Water Week, World Water Forum, World Water Council, and Sanitation and Water for All, etc.

Water Sector Coordination and Collaboration within the Bank:

  • Work closely with staff from Agriculture, Climate Change and the Africa Natural Resources Center to ensure synergies between water, agriculture, and environment programs.
  • Contribute to preparation of annual work plans and budgets of the Division’s activities related to water resources development and management.
  • Contribute to the Water Coordination Committee to promote integrated and transboundary water resources and management through coordinated planning and preparation of multi-purpose water resources programs.
  • Foster and contribute to the coordination and collaboration with other development partners and non-government institutions to advance the water agenda.

Selection Criteria

  • The work is intricate and varied. It requires in-depth and wide knowledge of the water sector, appreciation of allied disciplines; knowledge of integrated water resources development and management, nexus between water and food security, agriculture, energy, water supply and sanitation, and climate change adaptation.
  • The position will also involve working with other sector complexes/vice-presidencies and departments within the Bank to promote integrated approaches to water resources development and management.

The selection criteria:

  • At least a Master’s in Water Resources, Engineering, Ecology, Geo-science of any other relevant field with a focus on water resources management and climate change;
  • A minimum of seven (7) years of relevant experience in water resources management or related sector operations, project management, and policy formulation. The successful candidate will furthermore possess in-depth knowledge and practical experiences with integrated water resource management, and governance modalities;
  • Professional experience in international development institutions is preferred;
  • Recognized sector expert with deep knowledge of integrated water resources development in Africa, with a focus on research and policy, particularly related to water or sanitation; and ability to analyse and evaluate critical matters pertaining to a broad spectrum of environmental health, water and sanitation issues and provide policy advice;
  • Good knowledge of transboundary water issues, water resources development and management, and water sector issues in RMCs;
  • Proven ability to identify and articulate policy issues, tradeoffs and priorities to provide sound advice;
  • Demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written briefs);
  • Experience in delivering high-quality operational products and services (economic analyses, research advice, sector studies and reviews);
  • Ability to initiate innovative approaches and originality at work;
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other language;
  • Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint). Knowledge of SAP is desirable.

Job Title: Senior Financial Quantitative Risk Officer, FIFM.1

The Complex

  • The Vice Presidency for Finance oversees the financial management of the Bank Group. This encompasses the Bank Group’s treasury activities including borrowings from the capital markets and investment activities; controllership functions including financial reporting and loan administration; strategic resource mobilization and the strengthening of the non-statutory financial resources and instruments; the overall asset/liability management for the Bank Group.

The Hiring Department / Division

  • The role of the Financial Management Department is to develop and promulgate policies and guidelines relating to the financial management for the Bank Group. It also ensures internal consistency of all financial policies and guidelines, including those initiated and developed by the other departments in the Bank, as well as monitors and reports on compliance.
  • The Asset and Liability Management Division is responsible for developing and directing the Asset and Liability Management functions of the Bank Group entities, including financial policies, financial modelling and projections and balance sheet management activities involving risks related to changes in interest rates, exchange rates and the liquidity position

The Position
The responsibilities of the Financial Risk Officer are to:

  • Prepare and periodically update financial projections for the ADB, ADF and NTF.
  • Support the Bank Group’s resources mobilization efforts through the production of relevant data, projections, financial analyses and reports.
  • Design, upgrade, implement and maintain the ALM IT Analytics System/Processes and financial models used by the Division to maintain an adequate risk management infrastructure

Duties and Responsibilities
Under the supervision and guidance of the Division Manager, Asset and Liability Management, the Financial Risk Officer will perform the following:

  • Develop, implement back-tests and monitor key financial models that drive the risk profile of the Bank Group’s balance sheet and income margin.
  • Liaise with the IT Department for the development or enhancement of the ALM IT infrastructure.
  • Contribute to the elaboration of the Bank’s annual medium-term financial performance outlook (MTFO) paper and the Programme Budget Document (PBD).
  • Accountable for the development and production of the quarterly financial projections report contained in the “ALCo pack”, which is the prime set of documents used to make strategic decisions pertaining to the ongoing management of the Bank Group’s balance sheet and the continuing development of margin enhancing operations.
  • Identify and explain variance in financial key indicators.
  • Model the structure of specific/ new products in order to reflect how their profiles would impact the Bank Group’s financial position and overall risk profile.
  • Responsible for the maintenance of the integrity of Risk Management Analytics System/Processes with consideration of data, assumptions, processes and reporting through automation, reconciliation, and documentation.
  • Prepare background working papers on the Bank’s and Fund’s resource mobilization initiatives such as general capital increases and ADF replenishments.
  • Provide diligent response to analytic requests from senior management, generated in the requested format or, in the absence of a suggestion, in a format that will be most useful to the senior manager’s purpose.
  • Keep abreast of all ALM risks -related regulatory developments, industry and major MDBs (Multilateral Development Bank) best practices.

Selection Criteria

  • Hold at least a Master’s degree or its equivalent in a quantitative field (Finance, Statistics, Mathematics, Economics, IT engineering and/or other relevant fields). CFA or FRM/PRM professional qualification is advantageous.
  • Have a minimum of five (5) years with proven track record in the financial field or a related consulting role, with at least 2 years’ experience in forecasting P&L and balance sheet of a financial services / banking entity.
  • Experience with an MDB with emphasis in quantitative risk, highly valuable
  • Detailed financial knowledge and a solid understanding of accounting theory, financial risks and complex financial instruments
  • Experience of forecasting P&L and balance sheet of a financial services / banking entity.
  • IT data computer experience, maintenance of information system and specialist knowledge of statistical modelling techniques
  • Problem Solving: Applies business knowledge to the resolution of problems and identifies solutions to the benefit of the client (internal and external) and the organization

Job Title: Principal Staff Integrity Investigation Officer, PIAC.2

The Complex

  • The President plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the African Development Bank and the African Development Fund.
  • The President supervises several Departments and Divisions including Office of the President; Independent Development Evaluation Department; Office of Integrity and Anti-Corruption; Compliance Review and Mediation Department; Secretariat to the Sanctions Appeals Board; Administrative Tribunal; Office of the Auditor General; Group Risk Management Function Directorate; General Counsel and Legal Services Department; Communication and External Relations Department; Ethics Office and Office of the Secretary General & General Secretariat.

The Hiring Department / Division

  • The Office of Integrity and Anti-Corruption (PIAC) plays an integral role in achieving this mandate by protecting the Bank’s corporate image and reputation, and improving the continent’s investment climate through the deterrence, prevention and reduction of fraud, corruption, staff misconduct and other harmful practices within the Bank Group.
  • The Investigations Division has the overriding mandate to undertake unhindered investigations into allegations of corruption, fraud and other malpractices in Bank Group Financed Operations and conduct investigations into allegations of misconduct involving staff members of the Bank.

The Position

  • The Principal Staff Integrity Investigation Officer will be responsible for conducting comprehensive investigations into allegations of misconduct committed by staff members of the Bank.

Duties and Responsibilities
Under the supervision and guidance of the Division Manager, the Principal Staff Integrity Investigation Officer will:

  • Undertake and / or lead investigations into all allegations of misconduct involving staff members of the Bank which are not related to fraud and corruption, coercion, collusion obstructive practices, or the offering receiving or soliciting of bribes, kickbacks or other personal benefits either in kind or otherwise in connection with Bank Group Financed or supported activities.
  • Maintain appropriate processes and investigation tools including a case management system and ensure compliance with chain of custody procedures, maintain case records, archives, testimonies and evidence;
  • Contribute to regular updating of the internal manual of investigations procedures which sets out how to investigate misconduct in the Bank.
  • Operate procedures and mechanisms for ensuring confidentiality of the hotline facility, protection of the whistle-blowers and anonymous reporting of staff misconduct in the Bank.
  • Receive, screen and investigate allegations or whistle-blowing on staff misconduct, assigned by the Division Manager PIAC2.
  • Employ surveillance measures deemed necessary and reasonable for the furtherance of staff misconduct investigations.
  • Monitor and report regularly to the Manager PIAC2 on the allegations received and screened and their investigation status and implementation of recommendations, as well as performance of any other tasks as instructed by the Manager;
  • Monitor compliance with Bank Group’s policies, procedures and guidelines, relating to integrity and ethics and use of surveillance measures for the furtherance of investigations;
  • Contribute to the development and maintenance of the case management system, investigative tools, procedures, and mechanisms for staff misconduct investigations to enhance transparency and accountability;
  • Participate in the preparation of work plans, progress reports and key performance indicators in consultation with PIAC.1;
  • Monitor the implementation of investigation recommendations and report the status to the Division Manager PIAC 2.
  • Contribute in Capacity Building & Awareness Raising in Staff Misconduct related matters.
  • Make appropriate recommendations against Bank staff found to have engaged in misconduct and corrective measures where controls or existing procedures are found to be weak.
  • Plan staff misconduct investigations and determine investigation objectives, scope, criteria, methodology to be used as well as staff and budget resources required to accomplish the assignment.
  • Conduct field work, controlling evidence and data collection and reviewing documents and information gathered in the course of an investigation to ensure that investigation objectives are achieved; evidence protected and adequately support the findings, conclusions and recommendations of the investigation.
  • Contribute in the processing of allegations of staff misconduct and providing regular tracking to the Division Manager PIAC2.
  • Prepare and review required written outputs of the highest quality with logical and clear presentations of staff investigative findings.
  • Contribute in conjunction with the Division Manager PIAC1 in the prevention efforts in the Bank including staff awareness in staff misconduct related matters.
  • Review the results of preliminary inquiries to determine availability of sufficient evidence of wrongful conduct or irregularity to warrant comprehensive staff misconduct investigation.
  • Conduct specially sensitive and complex interviews and staff misconduct investigations.
  • Monitor the implementation of investigations recommendations to prevent reoccurrence of such irregularities and safeguard the assets and image of the Bank.
  • Prepare Quarterly Activity Reports containing the status of allegations, preliminary reviews and assignment progress for the attention of the Manager.
  • Contribute to the preparation of the Annual Reports of the Department and other internal and external reports.
  • Contribute to special initiatives/projects and undertake other ad hoc assignments upon demand.

Selection Criteria

  • Hold at least a Master’s Degree or equivalent in Law, Criminology, Finance, Forensic Auditing or related field.
  • Professional Qualifications in staff misconduct examination would be an added advantage.
  • Have a minimum of six (6) years extensive and progressive experience in investigation work, preferably investigations relating to professional misconduct in a corporate or governmental setting.
  • Experience in working and living in Africa;
  • Substantial experience in investigative work, preferably investigations relating to professional misconduct in public or private sector, such experience may include extensive knowledge in business ethics and compliance, internal fraud and abuse and/or investigations into alleged professional unethical behaviors in a corporate or government setting.
  • Excellent knowledge of international standards of Rights and Obligations of employees under administrative investigation for Misconduct.
  • Excellent communications and presentation skills, both oral and written; proven ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.
  • Excellent interpersonal skills, including the ability to work effectively in a team/task force as participant or team leader and with senior officials internally and externally.
  • Strong interviewing skills, including ability to focus discussions and to elicit critical information from uncooperative witnesses.
  • Strong organizational and analytical ability with attention to detail.
  • Ability to work independently and manage challenges.
