The Complex
- The Vice Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Years Strategy, High 5s priority of “Light up and Power Africa”.
- The complex’s objectives are (i) to develop policy and strategy; (ii) to provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) to develop new financing instruments; (iv) to act as spokesperson to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa”.
- The Complex will focus on areas of Power systems, policy and regulation, renewable energy; and, Climate and Green Growth.
The Hiring Department/ Division
- The Energy, Financial solution, policy and regulation department is responsible for advising Regional Member Countries in the establishment of relevant policies and regulations and to structure energy investments.
- The department is also responsible for coordinating relevant flagship programs. Under the department there are two divisions. They are Energy Policy, Regulations and Statistics Division and Financial Solutions Division.
- The Energy Policy, Regulations and Statistics Division provides leadership in the establishment of relevant energy policies and clear, predictable and transparent regulation framework to ensure financial stability of the sector and mobilization of private investments.
The Position
- The role of the Portfolio Data Analyst will be to provide research and analysis of information, data and statistics, and the maintenance and updating of related tools, methodologies, and/or databases to support the delivery of programme products, projects, publications, and services.
- The Data Analyst will support the PEVP complex in managing data related to the Bank’s operations (completed/under implementation/in the pipeline), ongoing or new initiatives, as well as to monitor progress towards the New Deal on Energy targets.
Duties and Responsibilities
Under the general guidance and overall supervision of the Division Manager, Energy Policy, Regulation and Statistics, the Portfolio Data Analyst will perform the following:

- Collect, provide and process structured data on the Bank’s energy operations (including outputs and outcomes, financing data, etc.) and energy-related initiatives;
- Design business intelligence tools and reports
- Develop and maintain projects database
- Track the Bank’s performance towards achieving the objectives of the New Deal on Energy;
- Coordinate responses to enquiries concerning the Bank’s activities in the energy sector;
- Carry out research and analytical tasks on a wide range of operational, country and sector issues;
- Prepare briefing material on country/sector and project issues;
- Support whenever needed the implementation of the New Deal’s 12 flagship programs;
- Coordinate and liaise with the Task Managers based in the 5 Regional Hubs and constantly keep up-to-date with the latest knowledge and data on energy operations;
- Provide technical assistance to staff of the department in the use of BANK IT systems (SAP-PS; BPPS, SRAS)
- Liaise regularly with other key units of the bank , including the following : Independent Evaluation; Delivery Performance Management and Results ; Resource Mobilization and Partnerships

- Hold at least a Master’s Degree in Economics with quantitative training, Statistics, Business administration, or a related field.
- Have a minimum of four (4) years’ experience in a combination of related fields such as portfolio management, sect
- Or analysis, economic analysis, energy project management, energy statistics, development or related fields.
- Having private sector experience will be an added advantage
- Good organizational skills and demonstrated ability to manage a variable workload in a team environment, including the ability to meet deadlines.
- Deep knowledge of the energy sector in the African context.
- Demonstrable familiarity with energy projects indicators.
- Extensive knowledge and understanding of AfDB administrative and operational procedures.

- Ability with the use of various tools available and applied by the Bank such as SAP.
