Job Description
- RTI International is seeking a Monitoring and Evaluation Coordinator for a U.S. Centers for Disease Control and Prevention (CDC)-funded project to strengthen International Health Regulations (2005) capacities of the Nigeria Center for Disease Control (NCDC) and support NCDC to address priority areas stipulated in the National Action Plan for Health Security.
The M&E Coordinator has a dual role as follows:
- Lead the design, implementation, and effective use of the project M&E system to help the project team, NCDC and CDC document and achieve the project objectives; and
- Provide technical assistance, training, and mentoring to strengthen capacity of government counterparts to analyze, visualize, and use disease surveillance data.
- This is full-time position in Abuja, Nigeria. The M&E Coordinator reports directly to the RTI Project Director.
- This position has an anticipated initial term of employment of one year, with the potential to extend employment for an additional period of 4 years, based on receiving additional funding from CDC and approval from RTI International.
Responsibilities
- Manages the development and implementation of the project monitoring and evaluation plan, including collecting indicator data, managing data collection and flow, analyzing results, and reporting results internally.
- Produces monitoring and evaluation presentations, reports and success stories and shares information/feedback with project management to inform decision-making.
- Leads evaluations, assessments and surveys – including survey design, sampling approach, questionnaire design, data collection training and field testing, and data entry.
- Develops methods for ensuring data quality and consistent and timely data collection for the project.
- Stays abreast of CDC Global Health Security (GHS) and Joint External Evaluation and WHO Benchmarks for monitoring and evaluation
- Supports the program by carefully documenting lessons learned
- Builds capacity of counterparts in M&E and data collection and analysis related to disease surveillance.
Qualifications
- MS + 3 years or B.Sc + 6 years of experience in the Social Sciences, Health Sciences or other field technically related to monitoring and evaluation and information management
- Demonstrated experience in M&E design, implementation, and analysis.
- Experience implementing M&E for US government agency programs, health sector preferred.
- Demonstrated knowledge and skills in evaluation research design and analysis methods.
- Demonstrated knowledge in performance management, including developing indicators (outcome/impact), data collection methods and tools, and data quality assurance.
- Demonstrated experience in data analysis and presentation of M&E data
- Experience in disease surveillance strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/or performance monitoring plans in the context of Global Health Security Agenda and International Health Regulations preferred
- Ability to work with project team members, partners, NCDC and government counterparts to gather M&E data.
- Demonstrated ability to transfer technical skills through mentoring.
- Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
- Demonstrated experience in health data analysis using Excel, Epi-Info, DHIS2, and/or similar tools. Experience using SORMAS preferred
- Strong oral and written communication skills in English required, including evidence of quality report writing and presentations.

- The Health Informatics Advisor will provide technical support to NCDC concerning information systems used for disease surveillance. The NCDC uses a variety of software systems to collect and analyze data used in disease surveillance. The Health Informatics Advisor will provide technical assistance and lead activities to improve integration and develop interoperability of systems according to NCDC priorities.
- This is a full-time position at national level, reporting directly to the RTI Project Director

Responsibilities
The Health Informatics Advisor will:
- Support and strengthen the capacity of NCDC to develop and maintain information systems used for disease surveillance
- Interface frequently with NCDC and partners to solicit system requirements, build support and buy-in for systems, and advocate project goals.
- Assist as needed with the deployment and maintenance of SORMAS and other Integrated Disease Surveillance systems at the national, State and Local government levels
- Work with NCDC and States and LGAs to develop and institutionalize policies and procedures to support use and maintenance of disease surveillance information systems.
- Train and mentor NCDC, State and LGA personnel
- Assist in the development of data standards and protocols necessary for the integration of disparate systems
- Assist NCDC to ensure data accuracy and security, legal, and regulatory compliance with national standards.
Qualifications and Experience
Qualifications:
- Master’s Degree in Computer Science or related field + 3 years of experience or Bachelor’s Degree in Computer Science or related field + 5 years of experience.
- Knowledge / understanding of SORMAS, DHIS 2, SITAware, Tatofo laboratory information management software, data standards and interoperability
- Knowledge of one or more software development methodologies
- Strong knowledge and experience with data extract, transform, and load (ETL) principles, methods, and technology, and the use of application programming interfaces (APIs) for electronic data transfer.
- Knowledge of DHIS 2 data structures, data export capabilities, and API desired.
Experience:
- Experience in project management of digital health projects
- Experience working with health sector information systems is preferred
- Experience with business process analysis, workflow, requirements specification development, and data modeling.
- Experience with software quality assurance and software development methodologies.

- This is a full-time position in Abuja, Nigeria, and has an anticipated initial term of one year with the potential to extend employment for an additional period of four years subject to additional project funding and RTI approval.

Responsibilities
The Finance Manager will:
- Preparing and submitting monthly financial statements, expenditure reports, and pipeline estimates.
- Ensuring timely submission of expense reports.
- Supporting documentation of bank reconciliations and wire in transfer requests to corporate headquarters.
- Preparing biweekly cash requirements, monitoring cash flow and reconciling cash accounts to maintain appropriate cash balances, including managing and monitoring the petty cash system.
- Ensuring contractual and financial integrity of project’s procurements.
- Administering payroll and filing appropriate statutory payments and reports.
- Coordinating with project staff in Nigeria and RTI Regional and Home Office support services to ensure all RTI Home Office needs (reporting, financial, administrative, etc. are met.
- Reviewing and ensuring that all expense (consultant, travel, etc.) activities meet the policies and practices of RTI and CDC.
Qualifications and Experience
Qualifications:
- M.Sc + 6 years or B.Sc + 8 years of experience in Finance, Management, Economics, Public Accounting / Administration, or Certified Public Accounting
- At least 3 years serving in a senior management capacity with Finance and Operations.
Experience:
- Demonstrated experience working with donor-funded projects in finance, operations and / or administration preferred.
- Experience working on USG-funded projects (CDC, USAID, PEPFAR, MCC) is strongly preferred.
- Must have strong management experience including budget development and oversight, and financial reporting
- Experience with QuickBooks preferred.
