We are recruiting to fill the position below:

Job Title: WASH Sector Manager

Location: Damasak, Borno

Tasks and Responsibilities
Objective 1 – Monitor the implementation of integrated Action Against Hunger-USA WASH programs in Borno State:

  • Ensure appropriate design, electrification, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipments.
  • Implements, in the framework of projects, the mission’s WASH strategy taking into account the key internal and external documents: Action Against Hunger charter, 2015 strategic framework, policies  (WASH and other Action Against Hunger sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues.
  • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training(CLTS, PHAST and CHAST).
  • Ensure contractual activities are completed on time, within budget and with acceptable quality.
  • Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly.
  • Ensure post-implementation monitoring of Action Against Hunger WASH structures.
  • Plan and manage emergency responses; and priorities activities according to humanitarian needs including sustainability needs

Objective 2 – Analyze and develop reports on Action Against Hunger WASH activities in the North East:

  • Ensure that all data and information is updated, well organized and easily accessible; and that lessons learnt and best practice are capitalized.
  • Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions.
  • Carry out all needs assessments.
  • Participate in the definition of the WASH strategy for Action Against Hunger as well as identification and design of potential new intervention areas

Objective 3 – Performance management and supervision of WASH project staff at field bases:

  • Induction, follow up, evaluation, and promotion of positive team dynamics and motivation.
  • Participate in the recruitment and training of WASH staff when required.
  • Overseeing the work of WASH program staff in order to ensure good compliance of activities within the objectives of the mission and of proposals – this includes regular visits to the field sites in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs.
  • Evaluation of WASH program staff as per the defined schedule.
  • Capacity building of WASH staff and mentoring of WASH program officers.
  • Communicate Action Against Hunger performance standards and expectations to team members which includes ; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
  • Establish performance objectives, provide feedback, identify strengths and areas for professional improvement.
  • Contribute to the professional development and improvement of team members by providing support.

Objective 4 – Participate in external coordination within the WASH sector at the country and state level, as well as national level as required:

  • Participate in WASH Coordination meeting held at LGA and state levels.
  • Develop WASH contacts with other NGOs, agencies and technical bodies.
  • Assess feasibility of Action Against Hunger technical support and guidance to partner agencies and relevant governmental bodies, specifically the RUWASA.
  • Support capacity building of Action Against Hunger WASH partners in the area of intervention.
  • Participate in emergency WASH interventions in Nigeria as required.
  • Support WASH coordination efforts outside of Yobe as required

Objective 5 – Coordinate and collaborate with other departments:

  • Collaborate and communicate with Technical and Support Coordinators, Program Managers, CD, and any other Action Against Hunger resource people in order to ensure the coherence of activities and reports in terms of Action Against Hunger WASH strategy.
  • Informing/updating the Field Co and CD on WASH program implementation and any issues on a regular basis.
  • Participation in weekly base team meetings and any other general team or strategy meetings.
  • Follow up of WASH program budgets in liaison with the Admin coordinator and program managers, to ensure budget expenditure is in line with program objectives and timeline.
  • Follow up of logistics requirements for WASH programs in liaison with the Head of Base.
  • Participation in the overall mission and program strategy, narrative and financial project proposals and reporting, in collaboration with Log/Finance/CD and other program coordinators as necessary.

Objective 6 – Report and track the progress of WASH project activities:

  • Develop meeting reports or training or training to share with program managers, coordination team as necessary.
  • Track the progress of activities, ensure the collecting of program indicators.
  • Monthly Action Against Hunger WASH report to be sent to FieldCo (line manager) and copied to CD – which includes an overview of the WASH situation, external coordination update, achievements for the past month and objectives for the following month.
  • Preparing inputs for the mission weekly and monthly sitrep.
  • Draft contractual donor reports.
  • Prepare handover report as necessary to replacement.

Position Requirements
Qualifications:

  • Engineering Degree (Bachelor’s or equivalent / higher) in a field related to Water, Sanitation and Hygiene.
  • Additional training courses specific to WASH in development contexts (such as Bioforce Institute graduates), and/or Program Management professional certifications, strongly preferred.

Skills & Experience:
Essential:

  • Minimum 3 years of relevant working experience, in WASH management/supervisory capacity.
  • Strong computer literacy, organizational and planning skills, report writing, budget oversight.
  • Commitment to upholding Action Against Hunger’s values, excellent interpersonal and communication skills.

Preferred:

  • Experience in the INGO / NGO and humanitarian context.
  • Experience managing a team.

Minimum Basic Salary
NGN 308,589 per month

Job Title: Sector Manager – Nutrition and Health

Tasks and Responsibilities
Objective 1 – Provide support to the Project Manager and the HoD Nutrition and Health NorthEast to implement the program successfully:

  • Oversee detailed planning and implementation of nutrition-related activities in coordination with other sectors.
  • Identify program implementation modalities that enhance partnership & coordination with government official and local communities, internal integration within sectors and other programs (Nutrition, WASH, FSL, NFIs, etc.)
  • Identify areas of cross-program linkages with other AAH programs in Maiduguri. Ensure program quality and adherence to program objectives, including respect of AAH technical guidelines, systems, and established deadlines
  • Work directly with the cash transfer program staff and M&E team, reinforce and coordinate regular program monitoring activities as needed for the porridge Mums component.
  • Work closely with PM to contribute to organizational and sector-wide learning through good quality documentation of lessons learned, best practices, evaluations etc. for the Nutrition (porridge Mum)  component of the program
  • Assist the PM in preparing nutrition-related internal and external reports for AAH and the community, including case studies and success stories.

Objective 2 – To establish and supervise the Nutrition (OTP, IYCF and Stabilization Centre) and Health sites:

  • Supervise the technical work of the nutrition & health team at all the locations of the project activities in Damasak, Borno state.
  • Ensure coordination and proper linkages are established between AAH Infant and Young Child Feeding (IYCF) through the group and community sensitization, cooking demonstration and complementary feeding sensitization and hygiene promotion.
  • Participate in the implementation of the nutrition surveillance activities in the state in collaboration with the other departments within the organization
  • Assist the Project Manager and Nutrition specialist to manage the implementation of capacity building activities through on the job training (OJT), mentorship and continuous nutrition education for the Damask base nutrition & health team
  • Lead monthly planning meetings with the nutrition staff to review program implementation progress
  • Conduct frequent field visits to monitor the porridge mum activities and general running of the nutrition interventions
  • In collaboration with the Project Manager, propose and initiate improvements according to the lessons learnt during programming and the findings from assessments conducted in the program period
  • In collaboration with the PM adjust the program to any change in the context
  • Participate in nutrition coordination meetings and other sector coordination meetings as requested
  • Oversee nutrition related trainings organized by Action Against Hunger and ensure continued mentoring of agency staff and related activities.
  • In collaboration with state nutrition department, LGA nutrition focal persons and other stakeholders, ensure smooth delivery and conduct of all MUAC screening and referral are done in accordance to the AAH defined procedure.

Objective 3 – To coordinate activities within AAH, SMOH and between partners in the project area:

  • In collaboration with the LGA nutrition focal (MMC and Jere) oversee monthly nutrition coordination meetings and assist in the implementation and follow up of action points from the meetings
  • Coordinates with the other nutrition partners e.g. UNICEF and other stakeholders at the State and community level
  • Oversees the coordination of all the components of the nutrition program in collaboration with the PM
  • Create viable linkages with nutrition teams in different grants within the base. In addition, ensure linkages within sectors – WASH and FSL
  • Collaborate with the  other sector manager  by sharing of updates and planning joint movement plans and implementation of activities where feasible
  • Collaborate with Sector Manager from other sectors within AAH by sharing updates and exploring integration opportunities in program implementation
  • Coordinate the nutrition program needs in collaboration with the logistics, human resources department and Finance.
  • Support the team to supervise community promotion of EBF, BF and appropriate complementary feeding in liaison with the state nutrition office and other health and nutrition agencies
  • Plan field movement on a weekly basis and assist RRE in coordinating with logistics and finance department on purchase requests, treasury cash forecast and BFU/PFU as required
  • Support integration of behaviour change in health and nutrition activities to promote program sustainability in the state

Objective 4 – To ensure adequate reporting and documentation of all related nutrition & health activities:

  • In collaboration with the Project Manager, prepare progress reports, donor reports, proposals, project procurement plan and contribute to assessment reports
  • Compile weekly updates, monthly and training reports and ensure timely submission of such written reports   to the Project manager
  • Validate activity reports from nutrition officers  and IYCF officer nutrition activities at the community level
  • Review activity reports of nutrition officers and nutrition assistants and  provide necessary feedback
  • Compile the program quantitative APR on monthly basis and ensure timely validation from the M&E department and Area Manager before submission.
  • Ensure continuity of program learning through documentation of lessons learnt, best practices and success stories
  • Compile supervision and monitoring reports during field visits and share with the team to allow for follow up of recommendations and action points

Objective 5 – Training and managing the program team in collaboration with Project Manager:

  • Organizing and leading meetings with the nutrition team and individual staff members
  • Create and supervise the implementation of action plans for individual team members
  • Lead and support officers and nutrition assistants in the organization and coordination of their work
  • Institute technical knowledge to nutrition officers and nutrition assistants in form of updates and discussions to keep abreast with current nutrition recommendations
  • Represent Action Against Hunger and the program within the community
  • Conduct performance appraisals for direct reports
  • Lead in resolving problems arising in the nutrition teams with the support of Area Manager and when necessary, in consultation with the HR

Position Requirements
Qualification:

  • MBBS, B.Sc in Nursing Science Degree in Nutrition, or Public Health Degree or equivalent in a field related to Nutrition & Health and or training/courses specific to Nutrition and Health in emergency contexts  + minimum 3 years of work experiences, Sound knowledge of inpatient management, CMAM, GBV & Reproductive Health are added advantages.

Skills and Experience:
Essential:

  • Fluent English and Hausa, Kanuri is an added advantage but not compulsory.
  • Willing to stay in Damasak, Mobbar, Borno State
  • Ability to analyse and synthesize information
  • Professional, motivated, open, creative, mature, responsible, flexible, culturally sensitive
  • Human resource management experience, leadership and motivation/training skills
  • Excellent organization, attention to detail, and time management
  • Must be disciplined, able to work autonomously
  • Strong capacity to represent AAH and sustain relations with state and local stakeholders.
  • Interpersonal skills (team management, communication, reporting, autonomy, pedagogy, planning and organizational skills.
  • Experience in Primary Health Care.iCCM, IMCI, SRH, GBV
  • Experience in working with CMAM and IYCF Complementary feeding programming..

Preferred:

  • Experience in the International Non-Governmental Organization (INGO) and Humanitarian context
  • Experience with Social Behaviour Change Programming

Minimum Basic Salary
NGN 308,589 per month
