Job Title: Consultant – Management of the Urban WASH Community of Practice Online Learning Website

Detailed Description
- E-WASH is a four (4) year program funded by the US Agency for International Development (USAID), with the goal of improving urban water service delivery by strengthening the governance, financial, and technical viability of six (6) State Water Boards (SWBs) in Nigeria. This is part of the United States GovernmentТs (USG) efforts toward working with the Federal Government of Nigeria to address some of the key challenges faced by the urban Water, Sanitation, and Hygiene (WASH) services. USAID E-WASH will work toward achieving the following mutually reinforcing objectives:
- Creating professionally managed and commercially oriented SWBs.
- Improving the financial and operational viability of SWBs.
- Strengthening policy, institutional and regulatory frameworks for improved WASH services (including establishing accountability mechanisms).
- Building national and state WASH advocacy, coordination, and communications for reform.
- The E-WASH program will concentrate on solidifying State, municipal, and utility level governance gains, manifested in improved water supply services, and improved capacity to regulate, manage, and expand sanitation services.
- The project is part of USAIDТs wider efforts to build closer coordination with the Government of Nigeria (GoN), through the Federal Ministry of Water Resources (FMWR), select SWBs, and allied stakeholders, to advance broad-based economic growth and resilience through improved WASH services in urban areas.
- Management of the Urban WASH Community of Practice Online Learning Website Consultant
- E-WASH is seeking to recruit a Consultant to manage the online leaning website of the Urban WASH Community of Practice.
The Assignment:
- The Consultant will conduct an audit of the Urban WASH Community of Practice website to identify obsolete information, broken links and website errors and will subsequently develop and manage features on the website to ensure compatibility with the i-Capacity Building contents.
Objectives of the Assignment
- Renew the annual website domain hosting
- Conduct audit of the urban WASH community of practice website to identify obsolete information, broken links, and website errors.
- Update website data, platform security, source code and documentation.
- Backup website files and database.
- Improve user interface/experience in compliance with USAID-financed third-party website guidelines.
- Manage database of users registered on the platform.
- Develop and manage features on the website to ensure compatibility with the i-Capacity Building contents.
- Ensure website performance – Troubleshooting
Scope of Work and Deliverables
- Renew the annual website domain hosting:
- 12 months hosting subscription that can host database-driven content management systems, and custom applications
- Ensure SSL encrypted services
- Maximum uptime
- Conducting a website audit to identify obsolete information, broken links, and site bugs:
- This involves scanning through the website for errors and outdated information. Such errors will be documented.
- Update website data, platform security, source code and documentation:
- This involves updating the files and database of the website to improve security and uptime.
- The source code will be scanned for code-level bugs. Such errors will be fixed if any is found.
- The website functionality, backup, code, repair, and management documentation will be updated to reflect changes made.
- Back up website files and database:
- This involves regular and periodic backup of website files and database for maximum recovery in events of disaster.
- Backups are done when major changes occur on website. They are also done weekly and stored both online and offline.
- User interface/experience improvements in compliance with USAID-financed third-party web site guidelines:
- User interface improvement involves making the website look better, making it more visually appealing.
- User experience improvement involves making the interactions with users easier and more intuitive.
- All improvements will follow USAID-financed third-party web site guidelines.
- Developing and managing features on the website to deliver the i-Capacity Building contents for CSOs and other relevant WASH community:
- Flexibility for customization and personalization should be integrated to ensure that the COP website can adapt to the multiple types of interface that will come with the planned i-CAP contents.
- Flexible reporting and analytics
- Data security protocols
- Compatibility with third-party resources. This includes the online training materials and software. For example, third-party eLearning authoring tools that will be used to create interactive scenarios or simulations.
- Ensure collaboration with other relevant eLearning platforms.
Level of Effort (LoE):
- The Level of Effort (LOE) is 41 Days.
Duration:
- The proposed performance period for this assignment is July to December 2020 (6 months).
- Note: Engagement days may not run concurrently
Qualifications and Experience
If you meet the following minimum qualifications and experience, then do kindly apply:
- At least a Masters (M.Sc). in Computer Science, Information Technology or related fields
- At least 5 years’ experience as a Web Designer/Administrator
- Working knowledge of PHP, HTML and other web design programs
- Certifications and Membership of Professional Organizations are added advantages
- Excellent knowledge of written and spoken English language.
