Role Purpose
- The Head of Food Security and Livelihoods provides strategic and technical support to Save the Children Nigeria’s Food Security and Livelihoods programming.
- The post-holder will ensure the quality and impact of the design and delivery of FSL programming across both humanitarian and development contexts, with a particular focus on ensuring innovative quality approaches in nexus programming.
- The post-holder will ensure sectoral representation and coordination with the government and fellow development and humanitarian actors, including donors and multi-lateral institutions.
- The post-holder will also play a leading role in identifying and developing private sector partnerships.
- The post-holder will lead on sectoral needs assessments, facilitate cross-sectoral programme design and budgeting, ensure linkages amongst FSL, education, adolescent development and nutrition programming and support fundraising, program kick-offs, recruitment and procurement processes.
- The post-holder will be expected to analyze capacity building needs of existing project teams and design and support capacity building plans and trainings for those staff.
Key Areas of Accountability
Programme Development and Quality Programming Support:
- Provide overall strategic leadership on Save the Children Nigeria’s Food Security and Livelihoods portfolio across the development and humanitarian context, including youth empowerment and employment, resilience, and social protection sub-themes.
- Lead, in close collaboration with other thematic/technical teams and the Operations team, to ensure that high quality, cost-effective, innovative, and sustainable private sector-oriented FSL programmes are developed and implemented in line with Country Annual Plans and the Country Strategic Plan.
- Lead on defining the strategic axis of interventions on resilience, early warning systems, social protection, and on youth and vulnerable population livelihood support, encompassing the preparation of situational and needs analyses, gathering and analysing primary and secondary data, producing policy formulations, as well as establishing indicators, across the FSL portfolio.
- Work with other thematic leads, the Head of Business Development, Operations, and field teams to develop sector response plans, new proposals, and master budgets.
- Lead on technical FSL assessments, including market and service provider assessments, ensuring assessment findings are thorough and documented and that all assessments include a specific analysis of children’s needs; work to ensure coordination and learning from multiple assessments led by other government, UN and NGO parnters
- Working closely with the PDQ, Ops and Field teams, support program development and resource mobilisation for FSL programming, including the development of high quality concept notes and proposals, and engagement with government, strategic partners and donor Technical Advisers in country.
- Support Operations and Field Teams to ensure timely and quality programme implementation to ensure impactful and timely delivery of programme activities, including monitoring against logframes, contributing to individual performance management and work plans.
- Lead on technical programme review processes and participate in integrated programming reviews.
- Work and support field teams to prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Work closely with the Operations and HR teams to identify FSL staffing needs (both national and international) for emergency programmes, and contribute to ensuring rapid and comprehensive recruitment, induction and training of new staff.
- Identify programme supply needs and coordinate with the logistics team to put in place a timely procurement plans.
- Work with procurement, operations, finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place.
- Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to put in place a sector M&E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- Work closely with the Head of MEAL to put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in programme design.
- To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct and the Core Humanitarian Standards.
Capacity Building:
- Identify learning and training opportunities for Save the Children staff and partners and work as a coach, mentor and role model for the FSL team.
Representation & Advocacy & Organisational Learning:
- Ensure that Save the Children’s work is coordinated with Government plans and the efforts of other agencies.
- Take a leadership role within interagency coordination fora, ensuring the specific needs of children are being addressed. This may involve acting as a co-lead in coordination working groups.
- Develop and oversee the technical components of Save the Children Nigeria’s FSL, youth empowerment and employment, and social protection research agenda in collaboration with the MEAL team, ensuring the publication of results and use of generated research and evidence.
- Work in close collaboration with the Advocacy and Campaign Department to advocate for relevant policy change, regulation and local ordinances with national and local government stakeholders and civil society
- In collaboration with senior programme staff and partners, assist in advocacy activities that target decision-makers at all levels.
- Contribute to learning, experiences and evidence relevant to global advocacy objectives.
- Contribute to communications and media work, acting as a spokesperson when required, identifying opportunities, material and information for communications work.

Role Purpose
- The Education in Emergency Working Group (EIE WG) approach ensures clear leadership, predictability and accountability of humanitarian response to multiple emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within Education sector of the response.
- It aims to make the humanitarian response is better organised and more accountable and professional, so that it can be a better partner for the affected people, civil society, host governments, local authorities and resourcing partners.
- The EIE Working Group co-lead is a core Working Group Coordination team member. The purpose of this post is to co-lead the Working Group team and ensure that the Working Group performs. The post holder will provide dedicated surge support for all categories of humanitarian response efforts, interim cover for critical roles and capacity building to country and regional office staff and SCI partners within humanitarian contexts around the country.
- The EIE WG Co-Lead is to ensure a coherent and effective response to education needs being addressed by agencies engaging in Education interventions, as required by the activation of the United Nations Cluster System. The Education Cluster Coordinator will lead this initiative by working closely with the education stakeholders (children, families, communities, authorities, education institutions and INGOs and UN agencies) to provide an effective, timely and strategic collective response to the current situation.
- The EIE WG Co-Lead will work impartially, serving the needs of all members of the Education Working Group, and should work closely with coordination staff from our lead (UNICEF), UN OCHA, and co-leads in other states of Nigeria. The education in emergency working group is accountable to the Humanitarian Country Team and Humanitarian Coordinators through the lead agencies (Save the Children and UNICEF).
- Depending on the scale of the emergency it may be necessary to facilitate the set-up of clusters at sub-national level and to work with/supervise dedicated information management staff in other States like Yobe, Adamawa, Ogoja and Abuja level.
Main Responsibilities
Programme Support (typically will be for large / complex emergencies working with limited support):
Cluster / Working group Coordination:
- Assume overall responsibility for (co-)leadership of the Education in Emergencies (EiE) Working Group (Cluster).
- Ensure the EIE WG is guided by a coherent and needs-based strategy updated with emerging needs through consultation with relevant Working Group partners.
- Coordinate partners (through meetings and other communications channels) in the implementation of the EIE WG strategy to ensure response activities are harmonized and that overlap and duplication are prevented.
- Ensure a continuity plan is in place for the maintenance of EIE WG functions following the end of the deployment.
- Facilitate key activities within the Humanitarian Programme Cycle including the development of the Humanitarian Needs Overview (HNO), development and revision of the Humanitarian Response Plan (HRP) and, peer review processes for pooled-funding opportunities including Common Humanitarian Fund (CHF) and Central Emergency Response Fund (CERF).
- Track and monitor cluster members fundraising for Education specific interventions.
- Ensure that inter-agency response strategy for Education reflects key findings from needs assessments, identifying gaps, and formulating a sector-wide interagency response plan, taking into account the cross-cutting areas from other sectors or clusters.
- Ensure that information is shared amongst cluster members, and that information from other sectors and clusters is made available to cluster members in order to improve planning, integration and implementation.
- Support multi-sector and coordinate education specific needs assessments and utilise existing secondary data to inform sector response planning including consideration for inclusion of children with disabilities and gender-equal access to education. Upcoming and ongoing assessments include:
- Joint Education Needs Assessments(JENA)
- Humanitarian Response Plan
- Ensure clear and effective communication occurs between sub-national clusters and the national cluster.
- Ensure education is explicitly included and prioritized in all multi-sector assessments and reports, including OCHA Sitreps and take an active part in OCHA coordination meetings.

Introduction
- This Terms of Reference describes the role and activities to be carried out by the Research Assistants supporting national researcher for the Research for Change -assessing the needs of survivors of sexual violence in humanitarian settings. This is a fixed term role on volunteer basis.
- The focus of this research is on sexual violence, which is defined by WHO as: “any sexual act, attempt to obtain a sexual act, unwanted sexual comments or advances, or acts to traffic, or otherwise directed, against a person’s sexuality using coercion, by any person regardless of their relationship to the victim, in any setting, including but not limited to home and work. Coercion can cover a whole spectrum of degrees of force”. One major cause of this violence is founded in gender-based inequalities and discrimination.
- The TOR also provides a background on the purpose and aim of the research and the specific objectives.
Aim of the Research:
- The aim of this project is to provide evidence-informed recommendations to contribute towards increasing the capacity of humanitarian actors, for them to adequately identify and respond to the needs and rights of groups affected by sexual violence and to ensure the availability of services for sexual violence survivors through community-owned interventions and the public system.
- This research has the overall objective to explore the needs, and experiences of survivors of sexual violence, and assess the availability, quality and accessibility of health, psychosocial and protection services and the functioning of referral systems with regard to sexual violence in humanitarian settings located in North-Eastern Nigeria to inform service providers, humanitarian actors and policymakers.
- This study will have a particular focus on sexual violence, but will also include references to SGBV where relevant.
The specific objectives of this study include:
- To explore how sexual violence in humanitarian settings affect women, girls, boys and men;
- To assess what medical and psychosocial assistance survivors have access to, and identify gaps in protection, in particular with regards to gender;
- To assess whether relevant international standards on medical and psychosocial services, international World Health Organization protocols, as well as international humanitarian law (where applicable) and international human rights law, are adhered to;
- To explore existing good practices in the context of Nigeria which should be reproduced. You are part of the Research Team for the “Research for Change, assessing the needs of survivors of sexual violence in humanitarian settings study”. This means that you will be conducting interviews with young people, women and men aged 16 years and older through in-depth, semi-structured interviews and focus group discussions with a variety of participants, including survivors of sexual violence, people at risk of sexual violence and key informants. The research will take place for a period of 20 days in North-Eastern Nigeria.
Qualification and Experience
Education (minimum):
- Completed a Bachelor’s Degree (BA or BSc) at an accredited University (Relevant degrees: Science, Political Science, Social Work, International Development, Sociology, Anthropology, History)
- MA, MSc (currently completing or completed) or higher an asset.
Essential:
- Previous research experience in field data collection, telephone-based interviews an asset
- Experience in survey and qualitative interviewing
- Fluent in [Kanuri, Hausa, Shuwa] and English
