Job Title: National Field Security Assistant
Location: Maiduguri
Organizational Setting/Background 

  • The post is located in FAO SubOffice in Maiduguri, Nigeria under the technical guidance of the Regional Security Adviser and the Field Security Services at HQs.
  • The Field Security Services aims to assure a safe and secure operating environment and ensure continuity of operations in FAO headquarters and in the field, by protecting the integrity of premises and assets and the security of staff members and other subjects present in the FAO premises from harmful acts and accidents or natural and technological hazards,
  • He/she operates in consultation with both the FAO Representation and FAO Deputy Representative, takes decisions on work priorities and exercises judgment on security related matters.
  • Supervision received is focused on the quality of work outputs.
  • The incumbent provides guidance, advice and coordination to other security support staff.
  • The National Field Security Assistant reports to the Regional Security Adviser under the overall guidance of the FAO representative in Abuja and direct supervision of FAO Deputy Representative also based in Maiduguri.
  • The National Field Security Assistant supports contacts with the local government security organizations/other appropriate national authorities, UN Agency and international and national NGOs on all matters relating to the security of FAO staff members and their eligible dependents and FAO property.

Key Functions/Results 

  • Respond to staff security emergencies and provide and/or organize immediate assistance; call emergency services outside working hours and perform first aid, if required;
  • Ensure appropriate assistance in cases of theft, acts of vandalism or other actions including natural disasters endangering staff members, visitors and FAO property; carry out enquiries and investigate incidents;
  • Support comprehensive review of country wide security situation on a daily basis through local media and other sources and advise/brief the Field Security Officer (FSO)/ FAO Rep on trends/situation that could affect FAO operations on a short/medium-term basis.
  • Ensure the security information/security advisories received are timely and clearly disseminated to concerned staff, in concurrence with the Field Security Officer.
  • Carry out security assessments upon the request of the Field Security Officer in FAO area of operations.
  • Support contacts with the local government security organizations/authorities, UNDSS and UN AFPS on all matters related to the security of FAO staff members and their eligible dependents and FAO property under the supervision of the FSO, and regularly updates the FSO/Rep/Regional Security Advisor on security developments.
  • Ensure that Fire Safety arrangements, plans for fire/building evacuation, relocation/evacuation of staff to a safe haven are updated and efficiently implemented.
  • Maintain Security Plan updated including updated staff list and detailed contacts for use in case of any security situation.
  • Keep record of all external and internal missions and staff movements inside and outside the country.
  • Provide close security support to FAO program operations in the field, in coordination with UNOSS. Assist FAO field missions on ground security arrangements, convoy planning and emergency procedures.
  • Enforce MOSS/SOP compliance for FAO vehicle movements and advise on necessary actions, equipment and accessories required to enhance the safety and well-being of staff in the field.
  • Observe staff compliance to Minimum Operational Security Standards (MOSS)/Standard Operating Procedures (SOP) and report infringements to Field Security Officer/FAO Representative.
  • Provide Security Briefing to newly arrived FAO staff members.
  • Assist FAD Staff in preparing security clearances and organize training courses on security issues/awareness and preparedness for staff members and their eligible family members as appropriate.
  • Perform driving services for the FAO Representative and occasionally for FAO Senior Management, other FAO officials, visitors and authorized person;
  • Perform other duties as required.

  • The incumbent’s work impacts directly on quality and consistency of technical, and administrative security support and on the smooth running of the Service. Actions reflect on the successful achievement of the Security Service’s mandate.

Minimum Requirements 
candidates will be assessed against the following: 

  • Education: Secondary School Certification plus University Education
  • Experience: Six years of experience with a national or international police force, armed forces, a private security organization, fire brigade or security service of a large organization.
  • Languages: Working knowledge (Level C) of English
  • IT Skills: Good knowledge of the MS Office applications, Internet and office technology equipment including radios, telephones, satellite telephones.

Technical Skills: 

  • Very good knowledge of the use of security and safety systems and of applying protective procedures and techniques
  • Very good knowledge of FAO’s organizational units, their functions and key personnel
  • Good supervisory skills
  • Ability to render First Aid
  • Ability to intervene on a Fire Incident
