Purpose of Job

  • To provide technical support in Monitoring, tracking, and Reporting on progress of APRM programmes, National programme of Actions and National Governance Plans.

Main Functions

  • Assists the Senior M&E Officer in drafting the framework and templates for monitoring, tracking, and reporting on the progress made in the implementation of the APRM programmes, National Governance Plans (NGP) and the National Plan of Actions (NPoAs).
  • Assists the Senior M&E Officer in effectively Monitoring, tracking, and reporting on the progress made in the implementation of the APRM programmes, National Governance Plans (NGP) and the National Plan of actions (NPoAs).
  • Assists the Senior M&E Officer in organising workshop for knowledge sharing.
  • Assists Senior M&E officer in organising technical training workshops for Member States on the validated continental ME&R Framework.

Specific Responsibilities

  • Assists in reviewing the current indicators for Monitoring and reporting on Member States performance against NPoA performance targets,
  • Assists in identifying potential bottlenecks and recommend reliable measures.
  • Assists in drafting progress report, documenting best practices and lessons learned in implementing NPoA and NGP at country level.
  • Assists in conducting technical capacity building workshops for member states on the continental ME&R Framework
  • Assists in conducting technical finalization, harmonization, integration, and M&E of APRM NPoAS into the National Development Programs for Member states
  • Supports the Senior M&E officer in drafting funding proposals, drawing up logical, conceptual and result based frameworks adapting to the needs of various development partners.

Academic Requirements and Relevant Experience

  • Bachelor’s Degree in Monitoring and Evaluation, Development Studies, Statistics, Economics, Project Management, Public Administration, or a related field with 5 years’ experience of relevant professional experience in the field of Monitoring and evaluation, project/programme management, development planning or a related field.

Or

  • Master’s Degree in Monitoring and Evaluation, Development studies, Statistics, Economics, Project Management, Public Administration, or a related field with 2 years’ of relevant professional experience in the field of Monitoring and evaluation, project/programme management, development planning or a related field.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans is mandatory.

Tenure of Appointment

  • The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Remuneration
Indicative basic salary of US$ 31,073.00 (P2 Step1) per annum plus other related entitlements e.g. Post adjustment (57% of basic salary), a Housing allowance of US$ 21,832.68 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
