GIZ International Services has submitted an expression of interest for the EU funded project “Support to Coordination of EU funded interventions in Borno State, Nigeria”.
Scope of the project
The overall objective of the project is to provide technical assistance to the European Union Delegation to the Federal Republic of Nigeria and the Borno State Government with the necessary managerial, technical and administrative capacity to ensure coordinated and efficient implementation; monitoring and evaluation of EU funded actions in Borno State.
The EU support actions for response, recovery and resilience in Borno State includes: i) Strengthen food security and livelihood opportunities for vulnerable rural communities through the development of small-scale and family farming and other activities to sustainably improve production and mitigate agro-pastoral risks; ii) Improve access to basic social services for the most vulnerable by restoring basic health, nutrition and WASH services; iii) Enhance social protection for women and youth and other at-risk groups through increased economic and employment opportunities in sectors of growth including agriculture.
The project team will also provide technical advice and support to Borno State government in addition to liaison efforts. Results to be achieved include (i) efficient implementation of all activities and achievement of expected targets for all components of the “EU support for response, recovery and resilience in Borno State”, as well as effective coordination with other EU funded humanitarian and development activities; (ii) successfully manage and implement the monitoring and evaluation systems put in place to ensure (a) smooth implementation aligned to planned programme results and objectives of the various EU-funded grantees and (b) minimising of delays and risks, (iii) EU’s representation in platforms of dialogue and response coordination at Borno State level is ensured and continuous coordination with DG ECHO field representatives and development actors working in Borno is enhanced; and (iv) the level of knowledge and understanding at the EU Delegation in Abuja of local challenges and problems related to the implementation of EU funded programs is enhanced through regular and timely reporting.
Your tasks
As Team leader you will provide the overall coordination, direction and leadership for the technical assistance team.
Your profile
Qualifications and skills:
Master’s Degree (academic degree), in areas related to nutrition, food security, social protection, humanitarian aid, war and conflict, rehabilitation and recovery or access to basic services. PhD degree or other specialist studies in these fields will be considered an asset.
Excellent command of English;
Proven track record of professional experience in managing multicultural teams of technical specialists with strong facilitation, leadership and communication skills;
Proficient in use of Microsoft Office® suite.
General professional experience:
At least 10 years of professional experience in managing technical assistance projects in the areas of food security, access to basic social services and/or social protection.
Specific professional experience:
Team Leader of at least one significant project related to food security, access to basic social services and/or social protection in challenging environments, including the drafting of terms of reference; selection, supervision and coordination of short-term experts/consultants;
At least five years of work experience in crisis zones;
Experience in EU funded projects, in EU European Development Fund financial and procurement procedures and/or previous work experience in Nigeria is considered an asset.
Assignment period
The provisional start date is April 2018. The period of implementation of the contract is 36 months.
