Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 100 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS re-established presence in Nigeria in 2000 and currently focuses on vulnerable children, agriculture, health and HIV, extractives and governance, and peace building programming.

Job Summary

  • Under the direction of the Emergency Coordinator, the Emergency PM II will ensure high quality implementation of CRS food assistance programs in Northeast (NE) Nigeria.
  • The Emergency PM II will be responsible for all aspects of program implementation including planning and budgeting, internal and external coordination, management and reporting of project activities, staff supervision and team-building.

 

Qualifications

  • Master’s Degree in Humanitarian Assistance, International Development or similar field required. Additional experience may substitute for some education.
  • Minimum of 5 years of relevant field-based project management experience required, with preferably at least 2-3 years working with international NGOs.
  • Experience in complex emergency and insecure environment.
  • Experience implementing food assistance and cash and voucher programing desired
  • Experience conducting detailed market, food security, livelihood, and protection needs assessments.
  • Proven experience with staff supervision and management and abilities that are conducive to a learning environment.
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience engaging with partner organizations
  • MEAL skills and experience required.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint) Web Conferencing Applications, information management systems.
  • Working understanding of Cash and Asset Transfer Platforms, especially those built on the RedRose System and OneSystem Platform appreciated.
  • Ability to represent CRS at high level coordination meetings with donors, local government, UN, and other international NGOs.

Job Responsibilities

  • Provide management, guidance, and technical oversight of all new and existing projects within the food assistance portfolio of NE Nigeria throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Supervise the performance of 1 international staff and 1 senior national staff. Effectively manage his/her team’s talent for emergency response. Supervise and manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Lead the development of program learning – identify opportunities for learning, research and publications in food assistance and cash-based programming and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices. Ensure that market studies and feasibility assessments are carried out in all program areas, and that results are incorporated in program design and strategy.
  • Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
  • Manage and mitigate risk. Ensure compliance in donors grants including oversight of partner budgets, finance and administration, and reporting to donors.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the NE food assistance portfolio in line with agency, regional, and NE strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in emergency response per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Oversee technical assistance and capacity strengthening activities in food assistance and emergency response for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships relevant to food assistance, including the appropriate application of partnership concepts, tools and approaches and capacity strengthening and required interventions to support quality project implementation.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. Responsible for budget management of the projects.
  • Ensure timely and appropriate project reporting in line with donor guidance.
  • Represent CRS in key coordination forums such as the Food Security Working Group or the Cash Working Group.

  • External: Appropriate cluster leads, UN-OCHA, state and local government offices, local and international NGOs, UN agencies, Caritas partners, and donors.
