Context, Duties and Responsibilities
- Under the supervision of the Representative, the Senior Secretary shall be responsible for office management, secretarial and administrative support to the country office.

- Subject to the nature of the task/assignment, he/she will work independently on routine tasks, while S/He will follow instructions of the supervisor for more complex issues.

The incumbent shall carry out the following responsibilities;
- Arrange appointments and maintains supervisor’s calendar. Receive visitors; places and screens telephone calls and answers queries with discretion.

- Prepare correspondence, documents and reports, some of which are highly confidential.
- Receive, screen, log and route correspondence, attach necessary background information and maintain follow-up system.

Context, Duties and Responsibilities
The incumbent normally receives guidance from the Senior Programme Officer in the Maiduguri Sub-Office. He/she may receive indirect guidance from other sections and units relevant to the Sub-Office programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.
Under the direct supervision of the Senior Programme Officer the incumbent shall carry out the responsibilities below:
- Assist in negotiating agreements with implementing partners and ensure that IP agreements are established in conformity with UNHCR’s financial rules and the latest Headquarters’ instructions.
- Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze Programme performance, trends and target interventions.
- Review the implementation and performance of IPs agreements through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits as required.
- Use UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.

Context, Duties and Responsibilities
- The Protection Associate reports to the Associate Protection Officer. He/she will monitor protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
- The incumbent will be expected to coordinate quality, timely and effective protection responses to the needs of populations of concern and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors.
- He/she will contribute to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.
- The Protection Associate will also ensure that persons of concern are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems.
- To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
The incumbent will have the following responsibilities:
- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
- Assist in providing comments on existing and draft legislation related to persons of concern.
- Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
- Assist in conducting eligibility and status determination for persons of concern.
- Contribute to measures to identify, prevent and reduce statelessness.
- Contribute to a country-level child protection plan as part of the protection strategy.
