SPARC is a joint Nigerian and UK Government initiative working in the country since 2008 to improve governance and reduce poverty in Nigeria, supporting governance reforms in ten Nigerian states, with an estimated combined population of over 51 million people. SPARC is all about supporting governance reforms already underway in three key areas: 1) Improving the way strategies and policies are prepared in Nigeria 2) Supporting steps forward in the way that financial resources are managed and 3) Strengthening public service management.
Scope of Work:
The Senior Knowledge Management Advisor will have overall responsibility for the development and implementation of the programme’s Knowledge Management strategy and the delivery of identified outcomes.
Duties and Responsibilities:
Provide coherent and consistent programme-wide technical guidance in the area of Knowledge Management
Coordinate Knowledge Management activities with other relevant DFID / donor-funded programmes
Responsible for the development and implementation of the programme’s Knowledge Management strategy and the delivery of identified and agreed outcomes
Identify needs, develop appropriate Terms of Reference (ToRs) and manage the scheduling short-term inputs by Knowledge Management specialists
Assist State Team Leaders with the development of state specific Knowledge Management plans and ensure these are integrated with the programme wide-strategy
Liaise with the SPARC Monitoring and Evaluation (M&E) Unit, ensuring all information required for DFID reports and reviews is collated and presented in SPARC format
Assist the State Team Leaders in the recruitment and development of new members of the Knowledge Management team
Maintain quality assurance standards for all SPARC products (including reports, booklets, manuals, resource centres, leaflets, posters, banners, the fountain, website and social media newsletters)
Responsible for the recruitment, development and management of the team supporting the Knowledge Management work stream
Ensure SPARC communication products adhere to DFID guidelines
Requirements:
More than 10 years of previous experience in managing multi-cultural teams and complex projects in developing countries
Previous management experience of DFID-funded or other donor projects including familiarity with donor management tools, mechanisms and procedures
Demonstrated programme implementation capability
An advanced Degree in Political Science, International Development, Public / Business Administration or related area
Excellent networking experience and relationship management skills
Experience of working in Nigeria would be an advantage
Demonstrated experience working with senior host-country counterparts
Fluency in English is required
