Job Vacancy at Oyo State Agency for the Control of AIDS (OYSACA)

The Oyo State Agency for the Control of AIDS (OYSACA) has received a credit from the
International Development Association (IDA) towards financing the second HIV Programme Development Project in the State. The objective of the project is to reduce the risk of HIV infection by scaling up prevention interventions and to increase access to and utilization of HIV counseling, testing, care and support services in the State.

In realizing the above stated objectives, the Agency now invites application from interested individuals to fill the vacant post: Project Manager for effective and efficient project implementation in the State:

Requirements/Qualifications

    Master’s degree in Public Health, Health Sciences, Social Science, Business Administration. At least a minimum of 5 years cognate experience in World Bank project management and related health systems strengthening programs.
    Demonstrated competency in strategic planning, workplans and budgets, including periodic review and revision, building teams, critical analysis, advocacy and communication.
    English fluency; excellent written and oral communication skills; proven ability to present effectively at conferences, meetings, and through publications.
    Strong technical capacity in HIV/AIDS programming; previous relevant experience in achieving program results through strengthening the capacity of government staff and collaboration with non govermental organizations, partners and stakeholders.

Responsibilities

    Leads implementation and monitoring of the HIV/AIDS Program to achieve programmatic, financial, and administrative goals while ensuring that project resources are utilized in accordance with donor policies and procedures.
    Provides Team leadership. Effectively supervises assigned staff in the field to achieve project and organizational goals and objectives. Defines and delegates tasks, participates in staffing planning, conducts performance reviews and motivates staff to improve the quality of work performance, as well as employee satisfaction.
    Provides leadership in assessing and improving the Agency’s internal work processes to ensure flexibility and responsiveness to the needs of participating, grantees, institutional partners and stakeholders as well as the achievement of programmatic objectives.
    Oversees the planning, implementation and evaluation of programmes and activities towards achieving the project development objectives.
    Works with relevant ‘Line Ministries, Agencies and Civil Society Organizations (including departments; Administration, Finance, Procurement, Monitoring and Evaluation and Community Mobilization) to ensure achievement of the project development goals and objectives.
    Provides leadership and technical expertise in HIV/AIDS and related system strengthening and human resource capacity building; identifies developmental opportunities and shapes the strategic direction of the Agency. Organizes and loads related strategic program and project planning and development.
    Oversees the development and management of project monitoring and evaluation activities ensuring that quality data is available for documenting and reporting successes, strategic decision making and future program development.
