Background
Nigeria was ruled by the military for 30 out of the 52 years of her independence and this has had a considerable effect on elections and good governance, eroding constitutional federalism through massive centralisation of power and resources at the centre, violation of the rights of citizens and wearing away of the rule of law. This situation is worsened by a culture of arbitrariness and impunity that has resulted in high levels of corruption and an upsurge in crimes and criminalities which encouraged militancy in the Niger Delta, kidnapping in the South east and climaxed in the emergence of the dreaded Islamist insurgents – Boko Haram – in northern Nigeria particularly the north east since 2009. Also compounding this is the growing Fulani-herdsmen and communal clashes in the North Central states.
The various crises in Nigeria have had cumulative impact of catastrophic proportion particularly on the citizens residing in these areas. As a matter of fact, numerous people have been killed (and continue to be killed), infrastructures have been destroyed (and continue to be destroyed), livelihoods and socioeconomic activities have been largely disrupted a huge number of people displaced. A number of youths, women and men have fallen victims – losing their loved ones, means of livelihoods and shelters. These victims of violence are currently homeless and live with host communities and not being engaged in economically benefiting activities, and could be potential targets for political manipulation and participation in violent conflict, especially the youths.
It Is Against This Background That The UNDP Has Been Engaging With Relevant Stakeholders In Nigeria To Proffer Lasting Solutions To The Perennial Crisis And The Suffering Of The Victims Of The Violence Especially Women And Female-headed Households.To Reduce The Number, Level And Intensity Of Violent Conflict In Nigeria, Particularly The North East And North Central, UNDP, Under The UN Development Assistance Framework (UNDAF III), Formulated Series Of Programme Of Intervention To Support The Government Of Nigeria To Deepen The Culture Of Peace And Strengthen National Capacity For Resilience And Empowerment.In 2015, a Number Of Project Will Be Implemented Under The Conflict Prevention And Peace Building Programme And The National Infrastructure For Peace Project.Specifically, In 2015, Intervention Will Focus On The Following Broad Areas
Capacities for mediation and conflict transformation in government institutions, security agencies, media, CSOs and communities;
Integrated early warning and early response systems (EW/ER), as well as, grievance redress mechanisms strengthened at community level;
Livelihoods support for victims of conflict/violence in the north east and Plateau state;
Credible, independent, inclusive national platform, established to support dialogue at national and state levels on issues of identity and its management.
Rationale
The technical expertise and administrative capacity within UNDP to manage and implement planned programme for 2015 under the conflict prevention and peace building programme is limited.Therefore, there is the need to outsource for competent experts to provide technical and administrative services for all aspects of the planned activities.This consultancy, therefore, is required to enlist persons with requisite expertise, knowledge and competences to provide technical support services, on need basis, to complement UNDP’s capacity for the implementation of the 2015 Annual Work Plan under the Conflict Prevention and Peace Building Programme.
Duties and Responsibilities
Scope of Work
Required
The consultants will be required to provide technical support to trainings, workshops, dialogue fora and meetings.Specifically, the consultants will, among others, be required to perform the following tasks:
Develop workshop/training programmes/modules/manuals;
Facilitate dialogues/workshops/trainings;
Prepare comprehensive activity reports.
The Expertise Areas Required Are
Conflict Prevention and Management;
Business Management;
ICT with expertise in setting up ICT-based early warning and early response system.
Outcome/Deliverables
At The End Of Each Programme/event, Consultants Will Be Expected To Deliver The Following Outcomes/results
Workshop/training modules/manuals;
Effective delivery of programme as prescribed; and
Comprehensive activity report.

Education
Second degree in social sciences, conflict prevention and resolution, psychology, political science, law, business management, computer science and humanities;
Applicants with first degree and not less than 15 years experience in academic, training and cognate experience in any of the areas will be considered.
Experience
At least 10 years cognate experience in the areas of workshop/training/dialogue facilitation with focus on any of the broad areas mentioned above;
A mixture of academic experience, facilitation and workshop skills will be an asset.
Language
Fluent in English.
