Job Title: Operations and Field Finance Manager
Overall Responsibilities
The Operations and Field Finance Manager oversees the overall field office accounting and office operations functions for all projects and programs operating in the office. This includes field accounting, procurement, inventory, travel and logistics, and general office management and administration.
He or she is responsible for ensuring the smooth operation of technical efforts and field activities by providing efficient and operations support in Abuja and financial and operational support to the field offices.
She/he ensures that the operations systems and field office accounting are conducted according to MSH regulations, standard operating procedures and good business practice.
The Operations and Field Finance Manager safeguards the financial and physical assets of MSH against fraud, loss or misuse by ensuring that sound internal controls are implemented and enforced. He/She ensures that any money expended is done in accordance with Generally Accepted Accounting Principles, MSH Policy, and any cost principles imposed by MSH or a donor agency. He/She ensures that procurement is conducted in accordance with all MSH and donor imposed policies and procedures. He/she ensures that the office facilities are efficient, functional and safe for all staff.
He or she must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and MSH’s mission.
Specific Responsibilities
Maintains oversight over finance and operations for all field offices. This includes supervising the FAOs, and assuring that accounting, procurement, inventory, fleet management, inventory and general office functions are performed according to high standards.
In Abuja office, supervise operations. Directly supervise procurement officer, inventory officer, receptionist, logistics assistant, transport officer and facilities manager (outsourced).
Ensure that office facilities are well maintained, furnished, and stocked and have adequate security and technical infrastructure in place.
Ensure with the Transportation Officer the proper use, maintenance and repair of facilities and equipment, such as generators, vehicles, communication, computer units and peripherals, video and audio equipment, other office equipment, and air conditioners and heaters.
Supervise the management of the motor pool and dispatch team, and of its international and domestic air travel arrangements and approvals.
Ensure that temporary duty visitors are received/accompanied at/to the airport, have safe and adequate transportation and accommodations during their stay.
Train field finance staff in finance and accounting policies and procedures, including donor cost principles, travel regulations and procurement principles.
Communicate office operations standards to MSH staff and consultants.
Ensure that all local and regional purchases are as per the defined threshold, and maintain tracking and documentation systems that will facilitate future processing, payment and audit requirements.
Maintain inventories and controls over central and regional offices fixed assets, such as vehicles, office furniture and equipment by all the projects, including those items provided to health facilities and other partners.
Maintain rigorous operations ensuring that systems are in place for the proper receipt, rotation and control of program’s materials.
Supervising of the grant unit and financial monitoring of subrecepients
Train, manage and supervise operations staff and FAOs under his/her charge.
Qualifications
Masters level degree in Accounting or Business Management.
10 or more years experience in finance and business management, with at least 3 years at a senior management level.
Experience in USAID project accounting and operations management.
Ability to work independently, take initiative and to meet deadlines with attention to detail and quality.
Demonstrated knowledge and experience in broad-based office management functions, especially financial management.
Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants, including Headquarters staff, upper management and clients.
Written and spoken English fluency mandatory.
Demonstrated computer skills in word processing, presentation, and spreadsheets (Microsoft Office preferred.)
Demonstrated experience in accounting software and statistical packages.
