Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promote long-term solutions to the problems of forced displacement.

Danish Demining Group (DDG) is a specialized unit within DRC which implements Mine action and Armed Violence Reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Since July 2015, DRC/DDG have started up emergency operations in Nigeria in order to respond to the ongoing humanitarian crisis in northeastern Nigeria. In 2016, DRC/DDG will commence an EU-funded programme that seeks to promote stability and socio-economic recovery in Borno and Adamawa states. One key component of this programme will focus on mine action, in particular mine/ERW risk education aimed at IDPs and humanitarian workers.

Title: EU Programme Manager

Position’s Overall Objective
The EU Programme Manager (PM) is responsible and accountable for overall management of this two-year EU-funded programme to be implemented in Yola, Mubi and Maiduguri. The PM’s role is to ensure that the programme is implemented in line with DRC/DDG values, technical standards and donor requirements. The EU PM represents both DRC and DDG, and is responsible for donor liaison and for liaison/representation with government authorities in the areas of implementation, as well as at national level, in coordination with the Country Director, Safety Advisor, Head of Bases (HoB) and Abuja Head of Office.

Reporting Lines
The EU PM has dual reporting lines, reporting to DRC’s Country Director for Nigeria, with regular information-sharing and collaboration with the DDG Regional Manager (based in Abidjan). The EU PM works in close collaboration with DRC’s CD, Heads of Base and the DRC/DDG support staff, and is a member of the Nigeria Senior Management Team (SMT).

Responsibilities
Key responsibilities include:

Plan, manage and monitor the quality and timely delivery of programme activities
Line manage DRC/DDG 4 expatriate managers responsible for livelihoods, armed violence reduction (AVR), mine action and M&E
Co-ordinate and work with relevant state-level government authorities, local government institutions, non-governmental organisations, community-based organisations and local communities in order to ensure the smooth execution of programme activities.
In coordination with the CD, act as representative for the DRC/DDG programme in Nigeria towards government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums.
Lead programme implementation and development
Mentor and line-manage project staff and field operations
Ensure effective collaboration with DRC and DDG management and related technical advisors
Promote organisational learning and collaboration
Develop and implement mechanisms to monitor project performance, in consultation with project stakeholders, against work plans and project targets.
Responsible for budget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
Participate in all project reviews and provide technical support for independent evaluations and audits.
Prepare regular and ad hoc reports, as needed
Specific responsibilities include:

Team Management

Provide strong leadership to the regional programme, with oversight and management of DRC/DDG expatriate and national programme staff in Nigeria
Ensure the ongoing formal and informal appraisal/evaluation of staff performance, including follow up on Results Contracts and annual written appraisals of the DRC/DDG programme staff
Strategic Programme development

Promote the integration of DRC and DDG programming in Nigeria
Monitor and advise field staff in programme delivery.
Maintain working relationships with DRC/DDG’s other programmes in the wider West Africa/Sahel region to exchange experience and ideas.
In association with DRC/DDG support staff, carry out budget monitoring on a regular basis, including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
Security

In close collaboration with Safety Advisor, reporting to the DRC CD for Nigeria, ensure adherence to security procedures, ensuring a minimum of 91% MOSS compliance of all field locations, monitoring developments in the security situation, developing contingency plans etc.
Reporting

Ensure proper and timely financial and narrative donor reporting in compliance with internal and external reporting requirements including procurement.
Regular reporting to DRC/DDG Regional Office and HQ as required
Fundraising and Representation

In consultation with the Country Director, liaison with relevant government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums.
Writing concept notes and proposals
Liaising with donor representatives in the region and in Abuja as required
Accountability

Guided by the DRC Programme Handbook, Operations Handbook, AVR Framework and handbooks, and DDG Mine Action SOPs, the PM must continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DRC/DDG’s activities.
Ensure compliance with the guidelines, policies, procedures and values of DRC/DDG.
Required Qualifications

Fluent English spoken and written skills are essential.
University degree relevant subject (post graduate degree required).
A minimum of 7 years of work experience in project formulation, implementation, coordination and/or management in complex environments.
At least 3 years’ experience in engaging with national authorities and donors. Capacity to advocate, liaise and coordinate with various actors.
At least 3-5 years’ experience working on livelihoods, stabilisation, security system reform/policing, conflict management and/or social cohesion
At least 5 years’ experience working in international NGOs
Direct operational experience in conflict-affected or post-conflict countries and/or broad knowledge of themes relevant to conflict and/or post-conflict is required.
Demonstrated ability to lead a multi-disciplinary team.
Self-motivated and able to work with a minimum of guidance.
Demonstrated ability to work and live in insecure environments

Title: DDG-DRC Nigeria – AVR Manager

Position’s Overall Objective

The Armed Violence Reduction (AVR) Manager is responsible and accountable for designing, managing, monitoring, and advising on DRC/DDG AVR activities in northeastern Nigeria – these include community safety planning, dialogue facilitation between IDPs and security providers, conflict mediation capacity development and capacity development for at risk youth.
The AVR Manager’s role is to ensure that AVR-related activities implemented within the DRC/DDG programme are in line with DRC/DDG’s objectives, strategies, donor requirements, and are compliant with DDG’s AVR methodology and tools.
Reporting Lines:

The AVR Manager reports to the EU Programme Manager, responsible for the overall implementation of the EU programme.
The AVR Manager also works in close collaboration with DDG’s Regional Manager, Global Specialist Lead for AVR and other DRC/DDG Managers based in Nigeria (e.g Mine Action, Livelihoods, M&E).
The AVR Manager monitors, advises and line manages national staff responsible for implementing AVR-related activities (ie AVR supervisors and facilitators).
Responsibilities
Key responsibilities include:

Provide overall leadership for DDG’s Armed Violence Reduction work in Nigeria
Recruit and help to induct and train national programme staff
Plan and lead the implementation of all project activities
Develop realistic workplans which focus on achieving tangible results within a short timeframe
Devise future AVR project plans and funding proposals
Collaborate with M&E staff to ensure rigorous monitoring and evaluation of mine action activities
Coordinate effectively with other sector managers as part of an integrated DRC/DDG programme
Draft interim and final project reports and provide briefings for donors and stakeholders as needed
Contribute to the management of safety and security by adhering to established protocols

Specific Tasks and Responsibilities include:
Operations:

Mentor, monitor, advise and supervise the national programme staff in the assigned sections, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions, the community safety operational guidelines and as tasked.
Ensure that all activities within the assigned sections are coordinated with and complementary to each other and all other programme sections and other relevant programming including both DRC-DDG and external partners
Make regular field visits to monitor and advise the national staff in programme delivery
In collaboration with the PM and Country Director, lead the development of DDG AVR programming.
Ensure that AVR staff are well trained and have the relevant skills and capacity to deliver the programme efficiently and effectively.
Maintain working relationships with other DDG AVR programmes within the West Africa Region to exchange experience and ideas and contribute to programme development
Stakeholder Relations:

Liaise with local authorities; external partners etc. within his/her assigned areas of responsibility and coordinate with the Country Director and senior national staff.
Reporting:

Assist the national staff in the timely and quality compilation of monthly, quarterly and annual reports for their specific sections.
Make regular field visits and reports
Support the Country Director to prepare annual reports to the host government, donors and DDG Regional and Head Offices as requested.
Admin/HR:

Work close with Head of Admin and Finance Manager and assist to monitor admin and HR aspects of his/her assigned sections; including monitoring the discipline and welfare of the programme staff and ensuring that the correct level of staff capacity is maintained.
Line-manage the assigned national staff. The AVR Manager will also coach and mentor the senior national staff in management skills in relation to their teams (AVR supervisors and officers).
Finance:

The AVR Manager is responsible for working with Head of Admin and Finance for monitoring of the financial aspects of the activities in his/her assigned sections.
Required Qualifications

A postgraduate qualification in Conflict Prevention, International Relations, African Studies, Peace Studies, Political Science or related field;
At least 5 years’ experience of working on issues related to stabilisation, security system reform/policing, conflict management, small arms control, community-based approaches, and awareness raising;
At least 3 years’ experience in engaging with national authorities and donors. Capacity to advocate, liaise and coordinate with various actors.
At least 3 years’ experience of project management including staff management and monitoring and evaluation;
At least 2 years’ experience working in international NGOs
Excellent drafting and communication skills in English. Strong knowledge of French an advantage;
Experience of management of project finances;
Experience of working in complex and politically-sensitive contexts, and excellent political judgement; prior experience working with security providers, e.g. military, police, etc an advantage
A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
Experience of working in insecure environments and of security management;

Title: DDG-DRC Nigeria – Mine Action Manager

The Mine Action Manager is responsible and accountable for designing, managing, monitoring, and advising on DRC/DDG mine action activities in northeastern Nigeria. The Mine Action Manager’s role is to ensure that Mine Action-related activities implemented within the DRC/DDG programme are in line with DRC/DDG’s objectives, strategies, donor requirements, and are compliant with DDG’s mine action Standard Operating Procedures.

Specific tasks and responsibilities include:

Operations

Assist the CD in carrying out operational planning for all Mine Action related activites, e.g Non-Technical Survey/Technical Survey, Explosive Ordnance Disposal (EOD), Battle Area Clearance (BAC), Community Liaison, and Risk Education. This should be done while keeping focus on national priorities and beneficiary needs.
Mentor, monitor, advise and supervise the national programme staff in Mine Action, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions and relevant DDG mine action SOPs and DRC/DDG and donor guidelines.
Ensure compliance with medical support SOPs, and ensure a proper level of medical training for all staff.
Make recommendations regarding new approaches and develop, implement and revise country-specific Standard Operations Procedures (SOPs) for relevant DRC/DDG activities.
Design an internal Quality Management (QM) structure that includes monitoring the
impact of DDG programming in terms of Mine Action as well as productivity (outputs).
Ensure that all mine action related activities are coordinated with and complementary to each other and all other programmes including both DRC-DDG and external partners
Make regular field visits to monitor and advise the national staff in programme delivery
Ensure the staff is well trained and have the relevant skills and capacity to deliver the programme efficiently and effectively.

Minimum 5 years’ previous experience in humanitarian mine action and full understanding of its technical requirements.
IMAS EOD 3 qualifications and previous work experience as an Operations Manager.
Minimum two years previous experience working with a mine action INGO
Proven management experience, gained in a range of settings.
Experience with accreditation to IMAS standard
Proven record of training, mentoring and developing the capacity of national staff
Experience of working in challenging and insecure environments
Diplomatic, patient and persistent.
Fluency in written and spoken English.
Experience working in diverse and cross-cultural context
Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.

Title: DRC/DDG Monitoring and Evaluation Manager

Position Overall Objectives
The DRC-DDG M&E Advisor for Nigeria is responsible for coordinating, improving and implementing Monitoring & Evaluation (M&E) systems within DRC/DDG programme funded through EU Trust Fund. In addition, the position holder is responsible for M & E capacity building of national team.

Reporting Lines
The M&E Manager is responsible and accountable for designing, managing, monitoring, and advising on DRC/DDG M&E activities in northeastern Nigeria. The M&E Manager’s role is to ensure that DRC/DDG have a rigorous M&E system in place through which we are able to monitor progress, document lessons learned and adapt and improve programme design/implementation where needed. The M&E Manager reports to EU Programme Manager and the Country Director for Nigeria. The M&E Manager works in close collaboration with Regional M&E coordinator (based in Abidjan), the Global Risk Education Advisor and Global Armed Violence Reduction Representative, and liaises with other Managers (e.g livelihoods, armed violence reduction and mine action) and their teams. The M&E Manager supervises and line manages the M&E officers in Yola, Mubi and Maidguri.

Responsibilities
To achieve the position’s objectives the M&E Manager will perform the following tasks and responsibilities:

Provide technical support to field based M&E Monitors with a view to ensure coherence in data collection and analysis to support program development and quality.
Coordination and oversight of all aspects of the M&E processes from the development of an M&E framework for Nigeria to institutionalization of the same at field level.
Oversee the process of needs assessments, baseline studies and impact assessments for Nigeria
Conduct periodic activity monitoring and site visits to the field to monitor data collection / implementation
Analyse the data gathered and write baseline and impact assessment reports
Capacity building through training, feedback, coaching of the M&E and programme staff in data collection, monitoring and analysis
Seek technical support from Global MRE Advisor and Global Armed Violence Reduction Representative for all components of needs assessments, baseline studies and impact assessments.
Enhance M&E capacity among staff to ensure accountability, facilitate planning and strengthen service delivery
Alongside Nigeria Country Director, EU PM and other managers, lead the development of M&E strategies, tools and ensuring coordination of the M&E teams input to the country strategy, proposals and reports.
Roll out of DRC-DDG’s new M&E Framework in Nigeria
Continuously improve and update data collection tools, so they can be used in the particular context
Review and implement DRC-DDG’s M&E and Impact Assessment Framework
Provide technical support to programme staff during development of funding proposals particularly logframes and M&E frameworks and plans
Develop an M&E System for DRC/DDG Nigeria

Develop and maintain an M&E system, to measure achievement and progress towards program goals and results, which easily can be used in reports.
Assure quality of data collection and data entry processes
Manage the various databases and summary sheets to oversee measurement of achievement and progress toward program goals and results through the M&E system.
Disseminate results in varied ways to enhance use in reports and in decision making
Support continuous learning and knowledge management

Provide technical support to ensure that DRC/DDG is able to articulate and document relevant best practices and assess performance regularly against agreed program objectives and indicators.
Ensure successful roll out and sound management of databases and information systems in all program areas.
Assist in management of external evaluation processes from start to finish.
Humanitarian Accountability Partnerships (HAP)

Support the development of an organisational culture that reflects DRC/DDG’s mandate and values as a humanitarian organisation.
Work with programme staff and senior management to promote accountability and transparency towards stakeholders and beneficiaries
Act as HAP focal point for Nigeria and together with senior management, ensure that the programme has functioning measures in place to receive and handle beneficiary complaints
Required Qualifications

At least Master’s level degree in development studies, social policy or a related subject.
Minimum of three years’ experience in monitoring and evaluation of humanitarian and development programmes and strong understanding of M&E principles and processes, including database management, reporting etc.
Minimum of two years working in countries responding to humanitarian crises in monitoring and evaluation, or programme design.
Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives.
Experience of working with or providing support to partners and/or a partnership model of working.
Demonstrable experience in the nurturing of organisational learning in programmes.
Strong facilitation and training skills with diverse audiences of NGO practitioners
A strong understanding of the management of knowledge within NGOs or development organisations and an ability to link this to system development
Strong understanding of research methodologies and the nature of evidence which will influence key decision makers in the area.
Capacity to work in and manage a multidisciplinary team, and understand and communicate the importance of multidisciplinary activities.
A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
Experience of working in insecure environments and of security management;
