Job Title: HIV Clinical Services Consultant

Objectives

  • The key objective for the short-term technical assistance is to support the delivery of sustainable HIV/AID care, and treatment services in supported hospital facilities. This include but not limited to strengthening leadership and management capacity of the hospital management committee (HMC)/Quality improvement team (QIT) with a focus on the facility leadership taking on more active role in the delivery of  services to PLHIV.

Specific Responsibilities

  • Support the Hospital management committee (HMC) to develop a monthly meeting  schedule for hospital program review
  • Support the use of SIMS tools for the conduct of unit specific supportive supervision
  • In collaboration with hospital management committee conduct periodic  orientation on the use of  SIMS tool
  • Support capacity building of facility staff  through  CMEs to enhance knowledge based of service provision  with emphasis on Institutionalizing QIT and conduct of monthly meetings in the facility 
  • Develop capacity of champions (retention, tracking and quality improvement) in the facility targeting the CMD or his designate to sustain these service delivery initiative
  • Identify and build capacity of QI lead to mentor on continuous process improvement (client flow, treatment initiations, adherence counselling, TB/HIV collaboration and treatment failure review etcetera) to enhance service delivery in the facility
  • Empower ART focal and M&E focal person to constantly review data with facility staff during QIT meeting including the use of data for decision making
  • Empower and transfer reporting and sharing of weekly, monthly and quarterly program activities  to the ART focal person
  • Sustain the use of site monitoring through improvement tools (SIMS)  in supported facility including mentoring facility staff on its use for periodic self-assessment
  • Support the HTC hospital designate to ensure HTC transition activities are in line with PEPFAR-MSH plans of keeping enrolment into care and treatment at maintenance level. Where applicable
  • Promote targeted testing at the GOPD or Designate facility Heart to Heart centre
  • Promote the use of testing eligibility checklist for  assessing patients eligibility for testing
  • Support transitioning of established and functional provider initiated testing and counselling points to hospital management (Staff)
  • Provide TA for the documentation of testing and counselling of patients in the facility from non MSH supported testing points (PITC points  excluding ANC, TB, Paediatric ward, GOPD or facility H to H centre)
  • Support the documentation of positive clients PITC points transitioned to the hospital facility
  • Ensure regular supply of test kits and testing of patients at the ANC, TB units and paediatric ward
  • Work closely with ART focal persons to improve facility  treatment retention with emphasis on treatment cohort  to be reported at end of MSH current physical year
  • Provide TA for the tracking of patients who commenced treatment among this cohort and ensure they are returned to care
  • Provide TA for setting up of a functional adherence and PHDP unit in the facility
  • Provide TA for refining of clinic flow to ensure patients receive adherence counselling at each hospital encounter before collection of prescribed medication at the pharmacy unit
  • Provide TA for the use of treatment calendar at the adherence counselling and records unit for the purpose of tracking of treatment cohort specified above
  • Monitor the implementation of Isoniazid Preventive Therapy (IPT) in the facility
  • Build capacity of ART focal person to lead periodic chart reviews in collaboration with the QIT members for all enrolled patients with a view of assessing quality of care- treatment eligibility evaluation, treatment failure assessment, treatment adherence for patients, patients staging etcetera
  • Build capacity of ART focal person to support TB screen of HIV positive patients (new and old clients) in congregate settings (PICT points, Adherence counselling rooms and triage units, consulting rooms, PMTCT setting) and documented in the appropriate tools
  • Build capacity of PMTCT focal person to continue to support decentralization of ART services to PMTCT service delivery  points  (ensuring continuous supply of ARVs to ANC service points)
  • Build capacity of thematic focal leads to Organize periodic CME to support capacity building of  HCWs on HIV/AIDs care and support PMTCT and Collaborative TB/HIV activities

Deliverables
Bi- weekly update report to the STL, Clinical Care Specialist on assigned tasks using outlined format below:

Qualitative Reporting:

  • QI meeting hosting (funding) transited to the facility leadership  within the next one month
  • Establish functional adherence unit in supported facility
  • Refined clinic flow to optimize clinic adherence intervention in supported facilties within the next one month
  • Transition of support group activity to the facility leadership through engagement of NEPWAN
  • Compile bi-weekly narrative report in line with conducted activities as specified in the TOR including the Quality improvement team meetings  with supportive data
  • Compile report  monthly  on achievements  to supervising technical staff
  • Provide a comprehensive report at the end of the period reflecting task that were assigned and carried out including findings and recommendations.

Qualifications
Required Qualifications:

  • The clinical officer will be a highly skilled clinician with at least 2 years of clinical work experience in a busy ART treatment centre.
  • S/he will have thorough knowledge of HIV/AIDS prevention, care and treatment programs in Nigeria including current Knowledge in the field of HIV programming.
  • Registered with the relevant professional bodies (Nigeria Medical and Dental Council).

Job Summary

  • Management Sciences for Health (MSH) is seeking a Team Leader for a potential multiyear performance-based program in Nigeria that rewards federal and state governments based on their performance in increasing utilization of maternal and child health interventions with the goal of saving the lives of women and children in Nigeria.
  • MSH would provide an independent, credible, and coherent analysis of state and federal performance on the coverage indicators and monitor the disbursement of cash awards based on results.
  • The Team Leader will have primary responsibility for planning, oversight, and coordination of all project activities and personnel supporting the verification and payment authorization for performance-based elements of the program in Nigeria.
  • S/he will work closely with all stakeholders to ensure coordination of verification analysis and reporting with the overall roll-out of the performance-based initiative.
  • S/he will coordinate verification activities with other initiatives and elements to ensure accurate and timely analysis, reporting, and payment authorizations across all relevant states in Nigeria.
  • S/he will supervise the Technical Group Leader, M&E Specialist, and Director of Finance and Operations.
  • This position is contingent upon project award and funding.

Job Descriptions

  • The Team Leader leads and manages the project and is accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including vision and technical strategy; project management; documentation and communication; client(s) stakeholder(s) relationships; and coordination and synergy with other MSH projects and collaboration with MSH Country Representative and the Country Operations Management Unit (COMU) where applicable.
  • This accountability includes effective contribution to business and resource development activities – including positioning, intelligence gathering, and proposal development – that contribute to fueling MSH’s mission.

Specific Responsibilities
Project Results:

  • Oversees implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project.
  • Serves as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met. Assure that all research or data collection activities under the program are undertaken in collaboration and/or consultation with the appropriate Ministries.
  • Support the FMOF to make timely and accurate payments to (states) working under the program based on validated performance in relation to targeted indicators.
  • Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

Technical Strategy and Vision:

  • Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards, and RMS guidelines.
  • Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.

Project and People Management:

  • Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).
  • Coordinate all project activities with national structures, and assure timely validation support to national implementation within national and state structures to implement performance-based approaches to expand access to and use of primary health care services on a national scale.
  • Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources. Approve and supervise all short-term personnel.
  • Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

Client and other Stakeholder Relationships:

  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

Coordination and Synergy:

  • Maintain effective communication with all stakeholders to assure that the verification function is providing the accurate and timely analysis and guidance essential to the initiative.
  • Collaborate with the MSH Country Representative and participate as required in activities organized in the context of MSH Representation in country.
  • Ensure harmonious collaboration with and cost-effective use of the Country Operations Management Unit.

Qualifications

  • Master’s degree in Health Management or Administration from an accredited university program, or a combination of health professional experience and a Master’s degree in management, business, or public administration.
  • Significant experience and progressively increasing responsibility in the areas of health systems and management, with an emphasis on experience in a developing country environment.
  • Substantive experience in development of resource allocation-related information systems (such as health management information systems, financial management systems, pharmaceutical logistics systems, human resource management systems) is required.
  • Prior experience and success directing similar or larger international donor-funded projects.
  • Familiarity with international donor regulations and administrative procedures in the implementation of donor assisted projects.
  • Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Strong interpersonal skills, including a history of diplomatic interaction with government officials at all levels in a developing country setting
  • Significant involvement in health reform activities preferred.

  • Management Sciences for Health (MSH) is seeking six (6) Technical Specialists to work in harmony as a team for a potential multiyear performance-based program in Nigeria that rewards federal and state governments based on their performance in increasing utilization of maternal and child health interventions with the goal of saving the lives of women and children in Nigeria. MSH would provide an independent, credible, and coherent analysis of state and federal performance on the coverage indicators and monitor the disbursement of cash awards based on results.
  • Team members will collaborate with the Monitoring and Evaluation Officer and other members of the verification team as well as with the Finance and Operations staff to verify the basis for warranted payments under the performance based financing program.

Specific Responsibilities
Team members are required to have skills and successful experience in two (2) or more of the following areas:

  • Monitoring & Evaluation
  • Financial Management Systems (experience with audit functions preferred)
  • Performance Based Financing
  • Human Resource Management and Supervision systems
  • Health Service Delivery systems
  • Service Quality Assurance
  • Implement the site visit protocol across selected states to verify progress of program indicators.
  • Duties include managing schedules, ensuring timely data collection, and filing timely and accurate site visit reports.

  • Collaborate with M&E Specialist to provide input for regularly updated reports on the status of implementation against the project goals and objectives to the Team Leader, stakeholders, donors, and various program managers as required.

  • Advanced degree in Management, Public Health, Policy & Program Evaluation, or other related field (or equivalent experience).
  • Well-developed capacity to provide evaluation overview to a range of technical areas
  • Knowledge of data collection protocols to ensure accurate data collection, verification, and analysis is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
  • Fluency in English required.

  • MSH would provide an independent, credible, and coherent analysis of state and federal performance on the coverage indicators and monitor the disbursement of cash awards based on results.
  • The Technical Verification Group Leader works in close collaboration with the PBF Verification Team Leader and supervises the verification field team.
  • This team will be responsible for reviewing program elements related to Primary Health Care (PHC) service provision, operational structures, and financial accountability using a range of M&E approaches for validation and verification.
  • S/he determines the scopes of work and protocols for the verification team site visits across relevant states to verify the performance of indicators and targets to assure that expectations and required results are fully met (and validated) prior to authorization of payment.
  • S/he will work with the Director of Monitoring and Evaluation and members of the Verification Team to compile and analyze performance results reported in facility surveys and performance reports and in collaboration with the Director of Finance and Operations to calculate warranted payments for submission to the Team Leader for authorization.
  • S/he will work closely with the Finance Manager to provide supervision and guidance to field operations support staff and will serve as a key part of the Monitoring and Evaluation team to analyze and document results and impact, compile reports, and assure transparency in the performance data system.
  • This position is contingent upon project award and funding.

Specific Responsibilities

  • Design and implement the Project’s reporting system, including managing project progress, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.
  • Provide technical inputs to the technical verification team in order to assist in reaching program goals and objectives as well as to strategically inform the decisions on project performance and future direction to the project.
  • Collaborate with M&E Specialist to provide regularly updated reports on the status of implementation against the project goals and objectives to stakeholders as required.
  • Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices.
