Job Title: Social Accountability Coordinator

Location: Lagos

Role Purpose

  • The Social Accountability Coordinator in Lagos will take responsibility for facilitating the initiation, and complementary engagement of SDI related community structures on the 7 point plan of the Stop Diarrhoea Project in Shomolu LGA of Lagos State.
  • He/she will provide technical support and guidance on the various elements of social accountability framework that will improve the prospect of community ownership and sustainability of community actions and initiatives on diarrhoea prevention in the project communities.
  • He/She will provide technical leadership that will enhance the effective coordination and tracking of all key stakeholders including government institutions, community actors and peers partners (UNICEF, WHO, PATHS2 and CHAI on anticipated social accountability responsibilities related to SDI intervention mix.

Child Health Policy and Programming:

  • Provide sustained technical guidance in the establishment of required functional community structures with clear and complementary roles and responsibilities.
  • Facilitate the coordination and streamlining of all elements of SDI related social accountability and complaint response mechanism (CRM) to ensure standard and responsiveness of community structure around the 7 point plan.
  • Provide technical support that will enhance and sustain the quality standard of all community level service providers and ensure timely response to issues raised on the quality and propriety of services provided.
  • Liaise between State/LGA authorities, other partner’s stakeholders and community leaders on major accountability and CRM issues that are beyond community level capacity/resources for timely attention and closure.
  • Work with other staff to ensure all capacity gap and service quality issues are dealt with timely in coordination with community leaders.
  • Build the capacity of community leaders responsible for the coordination of CORPs and PLACO on social accountability for improved service delivery.
  • Track and prepare monthly, quarterly and bi-annual reports on progress and indicators related to social accountability and other community interventions; including documentation of key lessons learnt and successes.
  • To contribute to the development of publications for peer-reviewed journals.
  • Develop activity plans and budgets for technical support activities
  • Collaborate with State and other relevant stakeholders on social accountability roles and responsibilities related to the 7 point plan.
  • Participate in developing different levels of progress report and supporting PQA on SDI project interventions.
  • Support other colleagues with technical messaging on social accountability, external reports and publications
  • Work closely with other thematic teams in Nigeria Country office and the Lagos State offices.
  • Other ad hoc tasks as requested by Line Manager.

Skills and Experience

  • Minimum of a Postgraduate qualification in Sociology, Health Psychology, Rural Development or Development Studies with a minimum of 7 years demonstrable experience in community development or related programme is essential.
  • Essential: at least 3-4 yrs health programme experience with I/NGO in Nigeria
  • Essential: very good understanding of national health policies and strategies, programmes and stakeholders in Nigeria
  • Essential: Good M&E experience and very good understanding of child survival issues and common childhood illnesses in Nigeria
  • Essential: very good understanding of childhood immunizations and immunizations programming/ coverage issues in Nigeria
  • Desirable: Experience working with government institutions especially at the state level.
  • Desirable: Analytical & research skills, experience in conducting health systems research, ability to analyze data using SPSS/ EPInfo/ STATA etc

Job Title: Logistics Officer

Location: Lagos
Reports to: Logistics Coordinator
Staff directly reporting to this post: Drivers/Guards

Role Purpose

Communications:

  • Manage travel arrangements, including transport
  • Liaise with the HR/Admin unit to ensure coordination of functions when official visitors are expected

Transport and Fleet Management:

  • Manage drivers’ team.
  • Manage, maintain and repair vehicles.
  • Responsible for administering litigations and traffic offenses.
  • Managing and tracking of all vehicles on the fleet including movement planning and day-to-day allocation of vehicles
  • Ensure vehicles have current and lawful documents
  • Update the vehicle cost schedule and produce regular reports.
  • Monitor markets on vehicle rentals as per SCI security and safety standards.

TIM and Asset:

  • Enter all new items purchased in SCI TIM software and ensure reconciling with Assets register.
  • Manage and maintain Asset and Inventory list for SC Nigeria leased property.  Ensure assets are numbered correctly.
  • Ensure good condition of assets, and maintain Asset Condition reports.
  • Establish and maintain a list of contact details for preferred service providers including carpenters, electricians, plumbers, generator servicers and builders and make this list available to staff.

Warehouse Management:

  • Proper receipt of goods and issuance in TIM Warehouse package.
  • Safety & security of stores
  • Effective management of stock

Procurement and Supply:

  • Respond efficiently and quickly to purchase requisitions, and follow up and maintain record of supplies.  Ensure that the items bought match the request, are of good quality, reliable, appropriate and at a reasonable price.
  • Record all incoming goods, their dispatch and timely delivery to projects. Ensure complete documentation of procurement actions consistent with SC Nigeria policy is kept on file.
  • Ensure proper documentation that allows quick and efficient release of goods from the warehouse/s.
  • Maintain the procurement file and ensure that it is up to date with all documentation and information relating to any procurement under taken.
  • Produce monthly logistics site report, vehicle and generator cost performance report.

Other Activities:

  • Monitor generator maintenance/repairs and ensure at any given time, the tracker is up to date.
  • Ensure monthly reports shared with Logistics coordinator and as well produce monthly Logistics KPIs.
  • To train the drivers, guards and other logistics staff on all SCI procurement processes, assets management
  • transport systems.
  • Supervise and ensure all Logistics protocols are followed on NFIs, Food distributions etc

Scope of Role
To manage and support logistics, including the office vehicle fleet, assets, properties and an efficient procurement system to ensure transparency and accountability for SCI Nigeria.

Job Title: Consultancy to Conduct Gender Analysis in Lagos, Cross River and Kano States

Locations: Lagos, Cross River and Kano States

Background
Gender inequality and gender norms are closely linked to the epidemic control of HIV/AIDS. They also have impact on access to community HIV prevention and care and support. Therefore, it is imperative for community Orphan and Vulnerable Children (OVC) program to evaluate the impact of gender norms and gender inequality in the community by conducting gender analysis.

Gender analysis in the context of PEPFAR focuses on the socio-cultural gender norms, inequities, and inequalities that put people at risk of acquiring or transmitting HIV, their ability to access HIV services, and efforts to achieve epidemic control. This includes: (a) access to and control over resources; (b) access to and utilization of HIV prevention, treatment, care, and support; and (c) differences in power among and between women, men, girls, boys, and gender and sexual minorities, as well as subgroups of these populations.

Purpose

  • The purpose of the gender analysis is to review key gender issues and gender-based constraints in Lagos, Cross – River and Kano State, and offer conclusions and recommendations to strengthen the PEPFAR response in the States.
  • The STEER team will work with a consultant as well as CSOs in those States to conduct the analysis and develop the required deliverables.

The analysis will address the following objectives:

  • To identify the gender-based constraints to, and opportunities for, equitable access and participation in STEER programs and services.
  • To identify strategies and approaches that STEER can use to improve its programs to promote gender equality and improve the well-being of women, men, girls and boys.
  • To provide key recommendations that identifies and prioritizes how STEER can integrate the PEPFAR gender strategies into existing programs and strategies.
  • To conduct gender training for STEER staff, CSOs and project community volunteer.

In order to reduce vulnerabilities that put people at risk of HIV infection, as well as mitigating factors of the disease, PEPFAR has outlined five key gender strategies:

  • Increasing gender equity in HIV/AIDS programs and services, including reproductive health
  • Preventing and responding to gender-based violence (GBV)
  • Engaging men and boys
  • Increasing women and girls’ legal rights and protection
  • Increasing women and girls’ access to income and productive resources, including education

Approaches and Tasks
The various approaches that will be utilized for tasks to be completed during the gender analysis are as follows:

  • Conduct a comprehensive literature review of pertinent documents, analysis, assessments, studies and reports including those conducted by the Government of Nigeria, PEPFAR (USAID, CDC, Peace Corps, and DOD), academic institutions, non-governmental organizations (NGOs) and community-based organizations (CBOs).
  • A formative meeting of STEER team will be held to:
    • Share background, experience, and expectations for the assignment
    • Formulate a common understanding of the assignment, clarifying team members’ roles and responsibilities
    • Agree on the objectives and desired outcomes of the assignment
    • Establish a team atmosphere, share individual work styles, and agree on procedures for resolving differences of opinion
    • Discuss initial findings from literature review
    • Review and finalize data collection tools and methodology
    • Finalize work plan and schedule, and strategy for achieving deliverables
    • Review and finalize draft report outline
  • Hold in-brief meetings with STEER State team and CSOs to review the objectives of the gender analysis, scope of work, work plan and calendar, and finalize logistics.
  • Visit STEER project sites and community-based organizations in order to gain insight into project activities.
  • Collate and analyse data collected during key informant interviews, program site visits, and literature review.
  • Debrief STEER team on key findings and recommendations of the gender analysis.
  • Prepare draft and final reports.

Deliverables
The following deliverables are expected from this SOW:

  • Written methodology, work plan, schedule and draft report outline.
  • List of documents consulted for the literature review.
  • A list of sites/organizations/institutions visited and individuals and groups interviewed.
  • A debrief meeting for the STEER team and prior to the submission of the draft report. A PowerPoint presentation will be prepared for the meeting.
  • A draft report addressing key findings, conclusions, recommendations shall be submitted within one week of the completion of the analysis.
  • A final report shall be submitted by the consultant 5 (five) days from the date of receipt of STEER team feedback on the draft report.

Logistics
The STEER State team will:

  • Arrange in-state transportation logistics and set up meetings with Government representatives, implementing partners, and civil society.

Documentation
The STEER team will supply the following documents to the consultant once the SOW is approved:

  • PEPFAR Country Strategy
  • Recent (i.e. within the past five years) DHS or other epidemiological data or assessments of the HIV/AIDS epidemic
  • National laws, regulations, and policies on women, gender and/or gender-based violence
  • Any other recommended reports that look at issues of gender (in)equality, women’s and girl’s empowerment, and MARPS (female sex workers, transgender, and MSM)
  • Summary of other donor-funded report of gender analysis done in Nigeria
