Background
Under the guidance and direct supervision of the Representative, the Executive Assistant ensures effective and efficient functioning of the Representative’s office, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made. He/she also acts as the HR focal point ensuring high quality, accuracy and consistency of work outputs.

He/she is team- and client-oriented and acts in full compliance with applicable policies, rules and regulations. He/she works collaboratively with the programme support and operations team offices ensuring information exchange and consistent and timely service delivery. The Executive Assistant works in close collaboration UN Agencies and national authorities to ensure efficient flow of information, actions on instructions, agendas.

Duties and Responsibilities
Summary of key functions:

Ensures effective and efficient functioning of the Representatives’ Office office focusing on achievement of the following results:

Management of the Representatives office, ensuring an environment of professionalism and teamwork at all times, and setting exemplary standards of conduct for the CO team;
Efficient and discreet management of the Representatives schedules
Organization of regular and ad-hoc meetings; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points.

Draft routine correspondence, interoffice memos, general briefing notes, documents, reports, and minutes of meetings when requested, translations when required;
Administration of travel, meetings, appointments and briefings of Representative, including drafting of background notes, travel bookings, travel authorization, security clearance, rental subsidy and MORSS compliance documents
Support to organization of media/advocacy events if required

Human Resources Focal point
In close cooperation with and under the guidance of the Operations Manager ensures the implementation of HR actions in line with applicable policies, standards and rules:

Arranges and organises selection processes for UNODC personnel holding UNDP contracts
Drafts and prepare HR documents and correspondence including for contract extensions, recruitment requests and vacancy announcements,
Monitor and follow-up to HR related actions such as timely extension of contracts, filling of posts, leave plans, attendance records, compliance with performance evaluation systems and mandatory training using respective matrixes or monitoring tables
Maintains the official status files for all locally-recruited staff in the office as well as for all selection/recruitment processes
Prepare the Annual Learning Plan for the office in consultation with the Team
Act as Leave Manager for all internationally recruited staff.

Required Skills and Experience
Education:

Job Title: Project Coordinator – Support to the Justice Sector in Nigeria

Location: Abuja, Nigeria

Background

This position is with the United Nations Office on Drugs and Crime (UNODC) Country Office in Nigeria (CONIG).
The incumbent will be responsible for the overall implementation of the project “Support to the Justice Sector in Nigeria”.
S/he will be under the direct supervision and overall guidance of the Country Representative, who will be supported by the Programme Management Officer / Head of Programme.
S/he will maintain close consultation with UNODC HQ, in particular with the Regional Section for Africa and the Middle East, Integrated Programming and Oversight Branch and with relevant substantive sections.
Duties and Responsibilities

Coordinate the implementation, evaluation and overall management of the project according to approved project document/revisions, the Contribution Agreement with the European Union (EU), other donor funding agreements, if any, United Nations policies and financial rules and regulations, and costed work plans.
Provide specialized substantive expertise in the area of criminal justice, justice sector reform, coordination and policy development and support efforts of relevant stakeholders in Nigeria in these areas at federal and state level; coordinate legislation reviews, state of justice assessments, preparation of evaluations or research activities and studies, and direct project assistance to judicial bodies such as the Body of Attorney Generals and the National Association of Prosecutors; oversee the organization and conduct of workshops, seminars, dissemination of public information materials, on justice sector reform.
Carry out programmatic/administrative tasks necessary in the project logframe for the achievement of expected results based on the performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management.
Liaise effectively with counterparts, development partners and other stakeholders with a view to facilitating the delivery of technical cooperation inputs to Nigerian authorities while avoiding overlap and duplication with the actions of other assistance providers; make project achievements known and identify areas of new assistance.
Coordinate activities related to budget and funding; supervise project expenditures and utilization of funds related to the project; ensure compliance with United Nations financial rules and regulations and initiate project and/or budget revisions.
Identify procurement needs (goods and services) in coordination with the Operations Manager, responsible for procurement in CONIG and contribute to managing human resources allocated to the project by coordinating the work of and guiding subordinates in project development, implementation and assessment; participate in the selection and recruitment process of international and local staff as required.

Required Skills and Experience
Education:

Advanced university Degree (Master’s Degree or equivalent) in Law, Criminology, Political or Social science, Criminal Justice, International Relations, Public Administration, or related field.
A first level-university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:

A minimum of 10 years of relevant experience in the field of criminal justice or justice sector reform processes in a national, international organization or civil society organization in a multi-cultural setting.
Three or more of these years should be at managerial level with responsibilities of similar size and complexity.
UN operational experience, experience in implementing projects funded by the European Union and working or living experience in challenging and diverse environments are an asset.
Working experience with financial databases and electronic reporting facilities and managerial tools and in complex developing countries is an asset.
Languages:

Job Title: Project Analyst Livelihoods and Social CohesionLocation:

Background
The United Nations Development Programme (UNDP) Nigeria has embarked on a new Japanese-Funded Project on Early Recovery and Social Cohesion in the North Eastern part of the country. The Project will contribute to the realization of the UNDAF Outcome 4.2 which states that ‘by 2017 the occurrence and effects of conflicts and violence are reduced through institutionalized and coordinated prevention and management by the establishment of a peace architecture supporting negotiated solutions at federal, state and community level in partnership with civil society, informed by gender sensitive conflict analysis and other evidence based EW/EA methodologies and tolerant, peace loving and resilient communities’.The specific Outputs of the Project are to ensure that: Disrupted livelihoods, loss of income and productive capacity of at least 1,500 persons are restored and stabilized; Damaged community infrastructures rehabilitated and short-term employment opportunities created in Borno State; Capacity for dialogue, mediation and peace building established and strengthened; Citizens sensitized to embrace core cultural and moral values and promote spirit of peaceful coexistence; Capacity of security personnel agencies in civilian protection and peacekeeping enhanced.

Under the guidance and direct supervision of the Team Leader, Sustainable Development, the Project Analyst is responsible for management of UNDP programme within the thematic/sectorial areas relating to Livelihoods and Social Cohesion. The Project Analyst analyzes political, social and economic trends, provides technical backstopping and quality assurances to programme activities, support formulation, management and evaluation of programme activities within his/her portfolio and facilitates knowledge management activities.

The Project Analyst works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs Staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society organizations in ensuring successful UNDP Programme implementation.

Background
The United Nations Development Programme (UNDP) Nigeria has embarked on a new Japanese-Funded Project on Deradicalization, Counter-Terrorism and Migration (DCM) in the North Eastern part of the country. The Project will contribute to ensuring that Nigeria is on a peaceful, secure and sustainable development path where disaster, environmental, climate and conflict risks and threats are mitigated by policies, laws and plans that are participatory, gender responsive, funded, monitored and enforced systematically at all levels of the federation with high levels of political will; relevant government institutions respond timely, effectively, efficiently and are well coordinated (vertically and horizontally) in effective partnership with empowered civil society and utilize evidence-based early warning systems; and where the population is rights-assertive and increasingly resilient through awareness and ability to participate in preparedness and mitigation and response to threats, crises and change’.The Project will therefore aimed at enhancing the capacity of security agencies in investigation and prosecution of acts of terrorism, as well as in preventing and tackling irregular migration; strengthening the capacity of local religious communities in proffering counter-narratives to extremist views and perspectives towards the prevention and countering of radical views capable of breeding terrorism; and enhancing community engagements in De-Radicalization.

Required Skills and Experience

Master’s Degree or equivalent in the Social Sciences, Law, Peace and Conflict Studies, Development or related field.
3 yea’s of relevant experience at the national or international level in providing management advisory services in the design, monitoring and evaluation of governance and conflict prevention support.
Familiarity with international norms and national legal frameworks and emerging policies on rule of law, counter-terrorism and development initiatives in the North-East.

Background
This position is with the United Nations Office on Drugs and Crime (UNODC) Country Office in Nigeria (CONIG). The incumbent will work under the direct supervision of the Programme Management Officer/Head of Programme, Programme Support Team (PMO/HPST) and the overall guidance of the UNODC Representative. The Research Officer (Coordinator) will work under the technical supervision of the Chief of the Statistics and Surveys Section (SASS), Headquarters Vienna. S/he will work also in close collaboration with the Core Project Teams in CONIG and UNODC HQs staff

Duties and Responsibilities
The incumbent will be responsible for the implementation of drug use, criminal justice and corruption surveys, the development of a system to monitor cannabis production, and the collection of drug and crime, including criminal justice related, administrative statistics.  S/he will be responsible for the daily management and central coordination of data collection activities. Within delegated authority, the incumbent will be responsible for the following duties:Lead, coordinate and monitor the implementation of surveys through all projects, and, in particular, design and implement population-based surveys on drug use, corruption, criminal justice and remote sensing surveys to monitor current trends in these areas with national partners;
Interact with senior managers from national counterparts to ensure their cooperation in the implementation of the surveys and their smooth operations;
Coordinate and participate in the designing of technical assistance programmes/projects for the development or strengthening of national monitoring systems for drug use, corruption and criminal justice, including the implementation of surveys;
Prepare and manage a consolidated plan of activities related to data collection in the field of crime and drugs, including illicit crop monitoring as well population-based surveys, in close collaboration with relevant national counterparts;
Plan, coordinate, supervise and provide expertise for the conduct and implementation of data collection activities and surveys including  corruption, drug use, criminal justice and cannabis surveys in collaboration with national counterparts;
In coordination with the Project Coordinators, plan and supervise all baseline studies foreseen under the three projects;
Monitor and analyse the development and implementation of activities under all projects related to data collection and reporting; coordinate and review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; and ensure follow-up actions;
Coordinate and supervise activities related to budget funding as related to data collection through all three projects (programme/project preparation and submission, progress reports, financial statements, etc) and prepare related documents/reports (pledging, work programme, programme budget, etc);
Ensure the conformity of data collection activities related to criminal justice, corruption and drugs  with methodological guidelines established by UNODC;
Identify and help to introduce survey methodological improvements;
Ensure quality control in the implementation of data collection activities and reporting;
Undertake field missions, with a view to assist government/relevant institutions to conduct assessments and identify measures required to monitor the evolution of the drug and crime situation;
Coordinate the contribution to the reporting of data/information on illicit crops (cannabis), drugs and crime (particularly corruption) and criminal justice to UNODC Headquarters;
Manage, supervise and provide training and technical guidance to national and international research officers working in the country office or beneficiary institutions;
Liaise effectively with substantial units at UNODC headquarters, in particular with the Drug Prevention and Health Branch, the Corruption and Economic Crime Branch and the Justice Section as well as with counterparts, development partners and other stakeholders in Nigeria to avoid overlap and duplication of efforts and ensure UN wide coordination;

Required Skills and Experience
Education:

Advanced university degree (Master’s degree or equivalent) in Social Sciences, Statistics, Public Health, Geography, or related fields.
A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree
Experience:

A minimum of seven years of relevant professional experience in the development and/or implementation of large-scale surveys and programme management: agricultural, environmental, drug use, corruption, crime, or other socio-economic surveys required.
Practical experience in the design and implementation of technical assistance and training programmes in at least one of the subject area (crops, drugs or corruption) is required.
Experience with the design implementation of surveys in West Africa is a strong asset. Experience in the use of geographic information technologies such as remote sensing, geographic information systems and satellite-based position systems for land and environmental resources planning and management is an advantage. Previous work experience with the United Nations an asset.
Knowledge of EU funded projects an advantage.
Fully proficient in computer skills and use of relevant software and other applications.
Languages:

English and French are the working languages of the United Nations Secretariat.
