Save the Children is a leading international organization helping children in need around the world. First established in the UK in 1919, separate national organizations have been set up in more than twenty-eight countries, sharing the aim of improving the lives of children through education, health care and economic opportunities, as well as emergency aid in cases of natural disasters, war and conflict.
In Nigeria, Save the Children has been working since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives. Today, Save the Children is working in seven federal states – Zamfara, Yobe, Jigawa, Katsina, Kano, Bauchi and Kaduna – focusing on providing basic healthcare and protecting children.
Food Security and Livelihood (FSL) E-Platform Officer
- The E Platform Officer will be based in SC Gombe Office to work with the partners, beneficiaries, technology service provider, equipment vendors and MFIs to coordinate the implementation of the E-Voucher system.
- The ideal candidate has deep experience in managing and working on IT projects in Nigeria, with good experience of mobile systems development or mobile apps.
The post holder will receive a context specific ToR for each deployment, which will draw upon the responsibilities outlined below.
Programme Support (typically will be at field level):
- Liaison: Key focal point for relations between SC and the technology service provider.
- Project planning: Support the development of a detailed implementation plan for each LGA where the e-voucher system will be implemented with clear activities, milestones and targets, in collaboration with the technology service provider and other stakeholders.
- Coordination: Ensure alignment between relevant stakeholders including arranging meetings as and when necessary.
- Technical support and capacity building: Provide technical support to stakeholders in developing implementation plans and solutions.
- IT procurement oversight and quality control: Work with stakeholders and technical service provider to develop specifications for technical equipment, oversee procurement and conduct quality control
- Training coordination: Support the coordination of initial training of staff and partners in use and maintenance of new system and put in place long-term training program.
- Data centre: Oversee establishment of central data server
- Reporting: Document and report project progress and associated risks to SC’s leadership.
- Monitoring, learning and evaluation: Support the tracking of project results and outputs in accordance with SC’s overall MEAL framework
- With the support of FSL Adviser, support project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
- Working closely with the lead FSL Adviser and/or other senior programme staff, support timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Work closely with partners and their staff to ensure project activities are implemented in time and within the stipulated quality.
- To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Minimum Bachelor’s degree in fields such as Project Management, Information Technology, Business Administration, or other closely related fields
- Preferably at least 5 years of work experience in IT or related positions.
- Practical experience in IT project management, preferably related to finance, including project design, performance management and vendor management
- Understanding and/or experience in use of mobile technology and mobile apps

- Work closely with some, SEMA, NEMA, UNICEF, local implementing partners, members of the Education sector working Group, UN-OCHA and other UN agencies, to ensure that the programme goals are achieved. Specific areas of concern are the provision of temporary learning opportunities in IDP camps and host community.
- He/She provides overall leadership at a strategic and programme level for the sector, and ensures that SC vision and overall program goals related to the sector are met.
- He/She provides managerial, technical, and administrative support to the project officers.
- He/She is responsible for designing programmes and writing proposals for new or ongoing projects in line with SC goals and strategic directions.
- For purposes of ensuring healthy collaboration between the sector’s work and other projects or initiatives in North Eastern region, the coordinator will actively participate in education-related activities and meetings, and will also seek active collaboration with other players working in the education sector.
Under the direct supervision of the Field Manager, and Humanitarian Program Manager:
Programe development and Implementation:
- With the support and guidance of FM and HPM, lead the implementation of Save the Children’s education project activities within the IDP camps and host communities through provision of EiE and ECCD services to the children
- Identify critical program gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps
- Ensure quality in the programme by building capacity of the local staff through trainings, and providing trainings in pedagogy, psychosocial support, life skills etc. to teachers.
- Provide guidance to field-based education team on common standards, innovative strategies and approaches which ensure a capacity to address SC Commitments for Children in Emergencies, and reflect good practice in emergency education responses
- Line management of the education project staff
- Prepare performance objectives together with program staffs and give the necessary feedback, follow up and support to improve staff performance.
- Contribute to the development of appropriate and effective program monitoring systems to enable assessment of both the emergency response process and impact and to ensure delivery of results for children
- Prepare implementation reports, weekly, monthly or other periodical reports for SCI and funding partners
- Reporting on progress and documentation of best practices
- Support in development of communication materials, case studies and blogs.
- Working closely with the FM and HPM, develop partnerships to leverage resources, ensure adequate coverage in the emergency response and early recovery phases, and ensure adequate funding consistent with SC resource mobilisation strategy and emergency response plans
- Advocate for, and support, the development of sustainable, child-friendly and hazard-resistant standards and designs for learning centres, the integration of life skills into both formal and non-formal education, with a particular focus on Disaster Risk Reduction( DRR)
- Represent SCI programme in the coordination at state levels; represent SC at the State Education Sector Working Group meetings , working closely with UNICEF, SEMA, UNOCHA among others, to address issues related to strategic planning, roles and responsibilities of sector partners, and joint advocacy
- University Degree in Education, Social Sciences or related technical field.
- Three year progressive experience in Education in Emergencies, programme design, administration, monitoring and evaluation or related field.
- Previous experience in working with capacity building/training facilitation is desirable.

Job Title: Child Protection Information Management Assistants
- Under the supervision of the Child Protection coordinator and with technical support from the, CPIMS Officer and CP Advisor, the post-holder will ensure efficient and effective day to day collection of field data by case workers in Borno state and inputting data into CP IMS.
- The role of the CP IMS Assistant for Maiduguri is to support the collection of child protection data in Borno state and support data management from the field level.
- S/he will enter case management field data collected by the child protection team (case workers), conduct spot checks to ensure quality and detailed data is provided and entered into the database, and oversee the day-to-day management of the inter-agency child protection information management system (IA CP IMS) in Borno State.
- Compile the case management data and ensure timely entry into the CPIMS
- Cleaning of the data regularly to ensure accuracy of data.
- Daily back-up and synchronization of data.
- Generate weekly reports that are shared with the Case management team to enable better management and prioritization of cases.
- Manage data from individual cases, which includes security of the data and flagging errors

Job Title: Consultant – Facilitation of The Adoption of The Child Right Act in Northern Nigeria
- The Purpose of this consultancy is to facilitate the review and acceptance and ownership of the child right act in the 12 Northern states that are yet to pass the law.
- The specific aim of the work for the consultant is to be able to identify and harmonise all critical issues resolved by some of the states who have already reviewed the act but were unable to pass it due to contentious resistance.
- The consultant will work with other identified facilitators and come up with a reviewed draft law that will further be presented to the northern states for adoption and passage.
- He will provide leadership in key meetings including a proposed conference for critical stakeholders in the country.
- Desk review – Analyse selected reviewed acts from some selected states and agree on a harmonised copy for discussion.
- Facilitate an internal meeting of selected stakeholders to review the harmonised draft law and agree on key strategies of taking it forward including documentation.
- Facilitate a stakeholders forum with key Islamic groups and activists from all the Northern states to present the reviewed draft law.
- To collate feedback from the forum and feed it into the final agreed draft proposal.

Job Title: Consultant – Development of Advocacy Materials on Infant and Young Child Feeding for Islamic Clerics in Northern Nigeria
- Working to Improve Nutrition in Northern Nigeria (WINNN) is a 6-year project funded by DFID, which started in September 2011 and is currently in its fourth year of implementation.
- The aim of the project is to reduce under-5 mortality through decreasing the incidence and prevalence of under nutrition in Nigeria with focus on Jigawa, Katsina, Kebbi, Yobe and Zamfara States.
- The programme is implemented as a partnership that includes UNICEF, Save the Children and Action against Hunger (ACF). Save the Children contributes technical assistance in identification and mobilization of community stakeholders and leaders at the local level to affect socio-behavioural change to popularize CMAM, IYCF and nutrition at the local level.
- Technical assistance from Save the Children and ACF is also be rendered to facilitate the local and state management of nutrition programmes to ensure sustainability and effectiveness, train local health care workers and facilities on best international practice in malnutrition prevention and treatment and establish local level monitoring and surveillance systems for community capacity to assess, address and prevent future malnutrition crisis.
- Since over 4 years of the implementation of the WINNN programme, advocacy activities have been targeting institutional policy makers.
- However, one group of individuals who are uniquely positioned to promote behaviour change and influence IYCF practices but have been virtually ignored is the Islamic Clerics.
- These individuals possess extraordinary credibility and influence in nutrition in Northern Nigeria by virtue of their association with time-honoured religious traditions and the status which this affords them-as well as their communication skills, powers of persuasion, a target audience, mastery over religious texts that espouse the virtues of nutrition, and the ability to anchor healthy feeding and rituals in their audiences’ values and spirituality.
- This was also a gap identified by ORIE and recommendations made for targeted advocacy to religious leaders. Indeed, the research reviewed that, “many mothers highlighted that cleanliness (i.e. hand-washing) is encouraged in the Qur’an, as is the promotion of breastfeeding until 2 years (Qur’an 2:223).
- They explained that consumption of a diversified and balanced diet, for physical and spiritual health, is only implicitly recommended for infants.
- Therefore, reinforcing the link between early infant feeding and later adult diet would help strengthen the relationship with religion to help promote improved complementary feeding practices.”
- nder the overall supervision of WINNN Deputy Country Manager, the consultant will be responsible for formulating and facilitating the development of advocacy messages for Islamic Clerics in Northern Nigeria. The consultant will work in close collaboration with the WINNN project team, Government counterparts i.e State Nutrition Officer, the State Committee for Food/Nutrition and Federal/State Government agencies as well.
- Conduct desk review and Key Informal Interviews (KII) to identify the key texts relating to IYCF from the Quran
- Develop messages that will inspire religious leaders to promote IYCF in the community
- Facilitate a 2 day meeting with selected Islamic clerics for validation of the messages.
- Pre-test developed messages with a representation of the target audience
- Finalize advocacy messages on IYCF
- Detailed report on the process, documented findings of relevant Islamic texts and injunctions that could be used to promote nutrition in Northern Nigeria
- Finalised validated and pre-tested messages suitable for the promotion of nutrition in Northern Nigeria
- The consultant will identify available Islamic texts/injunctions supporting IYCF and develop messages that promote IYCF. He will also engage key Islamic clerics from the 5 WINNN implementing states for the validation of the messages. The messages would then be pre-tested and finalized.
- The methodology for accomplishing this task includes desk review of relevant text and injunctions from the Holy Quran and key informant interview.
- Advocacy messages would be developed referencing the Quranic texts and injunctions. Selected Islamic Clerics would validate and finalize the draft messages in a training workshop.
- At least 6 years working experience in International development
- Degree in Health, Nutrition or Social Sciences.
- Familiarity with Islamic injunctions that support nutrition
- Good understanding of Hausa Language.
