Background

4Children will implement a two year project focused on providing technical assistance to PEPFAR OVC implementing partners (IPs), Government of Nigeria entities and networks to graduate and transition OVC households and children from care and support. To support these efforts, the project will strengthen programming around sustainability planning, case management and referral of OVC and vulnerable households to health facilities, household economic strengthening activities parenting, and youth/adolescent girl programming, as well as supporting the development of a HIV-sensitive social service system.

Job Summary

  • The Household Economic Strengthening Technical Specialist (HES TS) be will based in one of three 4Children zonal offices to provide technical assistance and accompaniment to PEPFAR OVC Implementing Partners (IPs).
  • In this role, s/he will support IPs to develop/enhance and implement a holistic HES strategy, appropriate to the local context that allows the IPs to strengthen the capacity of their partner CSOs to provide high quality HES services to enrolled beneficiaries.
  • Services will be aligned with household economic vulnerability level and designed to improve household resilience to shocks, reduce food insecurity (access and availability) and facilitate household graduation from the program.
  • S/he will work under the supervision of the 4Children Household Economic Strengthening Technical Director and, but work as part of a Zonal team consisting of a Senior Zonal State Coordinator, Zonal State Coordinator, Sustainability/Capacity Strengthening Technical Specialist and a Case Management/ Linkages Technical Specialist.
  • This position will support IPs to (1) develop and implement capacity strengthening plans informed by a HES technical capacity assessment; (2) provide tailored capacity building and mentorship to IPs based on assessed capacity (3) collaborate with the Agriculture Technical Advisor to strengthen farm-based livelihoods and improve food access and availability; (4) collaborate with Case Management/Linkages Technical Specialist to ensure household care plans incorporate economic and food security considerations and promote graduation.
  • This position will also support IPs within his/her zone to liaise with relevant government ministries and programs, other technical experts and agencies and the private sector to support household graduation and transition.
  • The HES TS will conduct joint monitoring and supportive supervision visits with IP counterparts to CSOs to support high quality HES intervention implementation and ensure household case plans are promotive of graduation.
  • This position reports to the HES Technical Director, but will be matrixed with the Senior Zonal State Coordinator.

Specific Responsibilities

  • Under the supervision of the HES Technical Director, carry out the 4Children HES/Food Security activities at the zonal level, working closely with IPs to ensure adherence to accepted technical standards, best practices and donor guidelines and regulations.
  • Support the implementation and analysis of an HES technical capacity assessment and improvement plan development; coordinate with the Sustainability/Capacity Strengthening Technical Specialist to ensure plans are integrated and harmonized with other capacity strengthening initiatives.
  • Provide capacity building and mentorship to OVC IPs with a focus on implementation and management of community-based savings groups, OVC-optimized financial education, market assessment and opportunity identification, value addition along identified value-chains based, entrepreneurship, and micro-enterprise management based on assessed IP capacity.
  • Lead and/or co-facilitate trainings of trainers/trainings in prioritized areas of HES and food security in collaboration with the HES Technical Director, Agriculture Technical Advisor, CRS Master Trainers, and IP counterparts.
  • Conduct joint supportive supervision with IP counterparts to CSOs to ensure adherence to guidelines and maintain program quality standards.
  • Collaborate with Case Management/Linkages Technical Specialist to ensure to ensure household care plans incorporate economic and food security considerations, motivate and promote household graduation.
  • Support IPs to develop linkages with relevant government, civil society/project and private sector actors in within their operational areas.
  • Collaborate with Advocacy Technical Advisor on issues pertaining to HES and food security e.g., domestication of social protection policies and programs.
  • For household not yet ready to graduate, support IPs and CSOs to transition households to other programs, especially emerging government social protection initiatives.
  • Identify promising practices in HES and food security to document and share across OVC IPs.
  • Collaborate with other sector leads, consortium partners and government ministries to ensure effective HES and food security programming and harmonization.
  • Ensure a culture of accountability and learning through regular monitoring to project sites, providing oversight of studies and assessments and proper documentation of tools and to contribute to learning and building the evidence around effective household economic strengthening and food security programming.
  • Document project results and impacts in various forms, including media stories, promising practices, lessons learned, case studies, client satisfaction, etc.
  • Support the Senior Zonal State Coordinator and HES Technical Director by provide timely inputs to 4Children Nigeria annual planning, monitoring, reporting and budgeting processes.

Qualifications

  • Master’s degree in Development Studies, Agricultural Economics, Economics, Business Administration, International relations or a closely related field.
  • Three to five years professional field experience in urban and rural economic strengthening/livelihoods.
  • Experience in savings led microfinance and financial education programming.
  • Experience in market assessment and opportunity identification, using a value-chain approach for resourced constrained populations.
  • Experience in developing and implementing strategic plans with diverse teams.
  • Experience working in partnership with both international and local NGO partners.

Job Summary 
  • The Case Management and Referral System Technical Officer will support Case Management and Referral System Technical Advisor by providing training, accompaniment and technical support to PEPFAR OVC IPs focusing primarily on case management, but also referral networks.
  • S/he will support IPs, particularly during the improvement collaborative to refine their approaches to case management. S/he will liaise with relevant government ministries and programs, schools of social work, and other programs and facilitate learning among IPs pertaining to case management, but also referral networks.
  • The Case Management and Referral System Technical Officer will also undertake regular mentoring and visits to the field to review case files and provide supportive supervision of the CSOs with the IPs, documenting promising practices and promoting shared learnings across IPs and other actors.
  • The Case Management and Referral System Technical Officer will report to the Case Management and Referral System Technical Advisor.

Specific Responsibilities

  • Support the Case Management and Referral System Technical Advisor to identify successful case management and referral models within Nigeria, developing and providing training in relevant guidance, delivery mechanisms, and promising practices.
  • Support the Case Management and Referral Technical Advisor to roll out and disseminate updated guidance, standard operating procedures and other job-aids to facilitate case management and referral at the household and community levels to health and social services.
  • Conduct training needs and learning assessment for PEPFAR OVC IPs; co-facilitate trainings on case management and referrals.
  • Support and accompany OVC IPs to operationalize trainings related to case management and referral networks for sustained linkages among providers.

  • Minimum four years of professional experience working in both healthcare and community-based programming.
  • Demonstrated ability to plan and deliver trainings.
  • Familiarity with quality improvement science at the health facility and community levels.

Job Summary
 

  • The Knowledge Management and Learning Technical Advisor will be responsible for leading the development and implementation of a holistic knowledge management and learning approach for 4Children in Nigeria in order to systematically promote and capture learning.
  • This will include the storage, capture and management of programmatic information that supports learning around sustainability planning, graduation and transition across multiple levels and at scale using written, visual and online formats.
  • S/he will lead the development of the learning agenda in Nigeria for 4Children in collaboration with the CRS Nigeria MEAL Coordinator, MEAL Manager and liaise closely with 4Children core team members, especially as it relates to learning and documentation around graduation and transition, case management, linkages, household economic strengthening, parenting, early childhood development and adolescent programming.
  • S/he will work closely with 4Children technical staff as well as IPs to design and organize technical exchange visits, webinars and other learning events.
  • In addition, s/he will provide capacity strengthening to PEPFAR OVC IPs to appropriately package promising practices, develop and submit conference abstracts and prepare quality posters and oral presentations based on conference guidelines.

Specific Responsibilities
Knowledge Management and Learning: 

  • Collaborate with the MEAL Technical Advisor, Program Director, 4Children core team and donors to establish the learning agenda for 4Children in Nigeria.
  • With the support of the 4Children Technical Advisors assess, develop and implement strategies, platforms and forums to facilitate knowledge sharing through meetings, conferences, field exchange visits, webinars, social media and other online forums.
  • Support the identification, documentation and dissemination of promising practices across States and PEPFAR OVC IPs.
  • Ensure documentation of 4Children models including, but not limited to sustainability planning, graduation, case management, linkages, parenting, case management, psychosocial support, early childhood and adolescent programming.

Job Summary
 

  • The Sustainability and Capacity Strengthening Specialist will work as part of a team led by the 4Children Sustainability Director to support PEPFAR OVC IPs as they strengthen the capacity of government and civil society organizations (CSOs) partners to lead, coordinate, and sustain the OVC response in Nigeria. More specifically, the Sustainability and Capacity Strengthening Specialist will be based in one of three zonal offices.
  • S/he will provide technical assistance (TA) to IPs in organizational development and private sector engagement.
  • The position will focus on:
    • Support the development of novel funding mechanisms;
    • Strengthening key business functions and processes that enhance organizational sustainability of OVC-serving CSOs and networks;
    • Work in collaboration with IP and 4Children staff and technical advisors to ensure systems and processes are in place at the CSO and network levels to facilitate the graduation/transition of OVC and their households, including appropriate case file management;
    • Support planning, monitoring reporting and learning around sustainability, graduation and transition.

Specific Responsibilities
Develop novel funding mechanisms:

  • Assist the States, LGAs, CSOs and networks to identify and develop alternative funding sources to sustain, complement and expand the coverage of the OVC services.
  • Collaborate with IPs to conduct private sector mapping
  • Collaborate with the lead IP, Zonal Coordinator, OVC-serving network, government and the private sector to developed a State-level pooled fund to support vulnerable children
  • Support the lead IP, State, network and private sector to put in place a governance structure and accountability mechanisms to ensure transparent management of the pooled fund
  • Support IPs to work with CSOs to strengthen their business development skills and marketing
  • Support IPs to work with CSOs to diversify funding through social enterprises/cross subsidies; strengthen CSO financial systems and management procedures
  • Support IPs to work with CSOs to increase community engagement and mobilization to address the needs of OVC through by increasing transparency and accountability
  • Support IPs to work with CSOs to develop a value proposition and conduct value-for-money calculations
  • Identify opportunities for linkages with other USG-funded and donors supported projects and organizations to support 4Children Nigeria project objectives.
  • Generate novel approaches for fund generation from all sectors of society

Strengthen Business Processes and Systems:

  • Provide strategic leadership in the contextualization of standardized approaches to sustainability planning with a focus on strengthening OVC-serving CSOs and networks
  • Collaborate with 4Children technical staff and IPs to identify ways to incorporate sustainability planning, graduation/transition into on-going project activities such as social service and health system strengthening, case management and household economic strengthening.
  • Identify any gaps in understanding or application, by IP and CSO/network staff, of key sustainability related terms or principles, and address them through dialogue, provision of tools, etc.
  • Support IPs to conduct/update CSOs capacity assessments and capacity strengthening plans to align with sustainability plans; ensure that findings for any additional capacity assessments in the areas of sustainability, linkages, household economic strengthening, planning, quality improvement, knowledge management and learning are incorporated into capacity strengthening plans.
  • Support IPs to develop capacity strengthening approaches to address the needs of partner CSOs/networks based on assessed; approaches will include a mix of mentoring, on-the-job training, exchanged visits and limited targeted, outcome-focused training.
  • Collaborate with 4Children staff and technical advisors to develop/identify guidance, training and other resources to support IP CSO capacity strengthening efforts
  • Support IPs to develop tools to track and monitor improvement plans
  • Support IPs as they work with CSOs and networks to put in place the staffing, systems and structures to support high quality service delivery that supports graduation or transition of OVC and their households

Planning, Monitoring, Reporting & Learning:

  • Participate in annual sustainability planning workshop
  • Co-facilitate with 4Children zonal colleagues an annually sustainability planning/monitoring workshop with OVC stakeholders in order to take stock of progress made toward the transition of the OVC program and plan for the following year.
  • Prepare and submit monthly and quarterly progress reports on the transition activities to the 4Children national office for review and submission to USAID or CDC.
  • Support IPs to implement, monitor and review sustainability plans as needed, and report on progress made in plan implementation.
  • Conduct joint monitoring trips with IPs to monitor progress of CSO/network capacity strengthening plans; provide support supervisions as needed.
  • Monitor the development of pooled fund mechanism.
  • Liaise with OVC IPs to gather lessons learned and case studies around sustainability planning, graduation and transition from similar programs and share this information to inform 4Children Nigeria’s approach to sustainability planning.
  • Facilitate exchanges among IPs/CSOs within zones to encourage uptake of promising practices
  • Conduct regular monitoring of activities to ensure appropriate approaches to capacity strengthening are used.
  • Ensure project planning, reporting, budgeting and financial management pertaining to the sustainability components of the zone completed in a timely manner.
  • Liaise with 4Children Nigeria Knowledge Management Advisor to transfer strategy documents, tools, case studies and other relevant IP resources to the States, including the LGAs, Networks and CSOs.

Qualifications

Background

4Children will implement a two year project focused on providing technical assistance to PEPFAR OVC implementing partners (IPs), Government of Nigeria entities and networks to graduate and transition OVC households and children from care and support. To support these efforts, the project will strengthen programming around sustainability planning, case management and referral of OVC and vulnerable households to health facilities, household economic strengthening activities parenting, and youth/adolescent girl programming, as well as supporting the development of a HIV-sensitive social service system.
 
Job Summary
 

  • ThePsychosocial Support Technical Advisor (PSSTA) will provide technical leadership for the project on strengthening interventions related to the psychosocial wellbeing of children.
  • This will include but not be limited to strengthening approaches, knowledge, skills and abilities of the PEPFAR OVC IPs to build the capacity of their community based/facility based partners.
  • S/he will work with short-term technical assistance (STTA) from 4Children resource partners, including REPPSI to conduct a review of existing interventions and approaches to identify promising practices and existing gaps.
  • Based on the findings, interventions will be strengthened, adapted and eventually adopted through a validation process.  The PSSTA will work very closely with and will benefit from the engagement of REPSSI, leaders in the field of PSS.
  • The PSSTA will report to the Case Management and Referral System TA and will also engage with and coordinate efforts with the STTA for social service workforce strengthening, the Parenting and Youth TA, and the Government System Strengthening (GSSTA) to help to ensure proper linkages and integration of PSS interventions to the workforce training, within parenting and within facility based activities where possible (e.g., support groups for children, adolescents and adults living with HIV).

Specific Responsibilities

  • Provide technical leadership and guidance in the assessment, planning and implementation of capacity strengthening activities to support PEPFAR OVC IPs as they work with CSOs/CBOs, both community and facility-based, to strengthen psychosocial support for children affected and infected by HIV.
  • Lead the development and implementation of strategies, approaches and tools to strengthen PSS among PEPFAR OVC IPs, health facilities and their partner CSO/CBOs.
  • Develop ascope of work for remote and in-person STTA from REPSSIto develop an evidence-basedassessment framework for PSS interventions in Nigeria; support the development of other PPS-focused SOWs as needed.
  • Collaborate with REPSSI to conduct a rapid assessment of PSS-focused services used by 16 OVC IPs to support the PSS needs of children and adolescents affected by or living with HIV with special focus on issues related to disclosure, stigma, trauma and grief.
  • Identify promising practices related to adolescent and kids’club activities, including those for CLHIV and ALHIV from within and outside of Nigeria.
  • In collaboration with the Case Management and Referral Network Technical Advisor and Parenting and Youth Technical Advisor ensure that PSS principles and concepts are integrated into case management/referral procedures as well as parenting curricula and trainings.
  • Collaborate with the Government System Strengthening Technical Advisor, relevant GON entities and schools of social work to ensure PSS activities supported by 4Children are aligned with relevant national guidance and tools when possible.
  • Collaborate with the Government System Strengthening Technical Advisor to ensure social service workforce initiatives reflect any existing competency frameworks used by GoN or social work curricula pertaining to PSS.
  • Convene an advisory group of ALHIV to provide feedback on proposed PSS materials identified that will be adopted/developed for the Nigerian context and how they would like to be engaged in the process (e.g., being trained as mentors, trainers, or peer counselors).
  • Support the roll-out and dissemination of updated guidance, standard operating procedures and other job-aids to facilitate PSS at the household and community levels as well as among health and social services providers.
  • Conduct monitoring field visits to PEPFAR OVC IPs/CSOs to provide in person mentoring technical assistance pertaining to PSS.
  • Provide timely inputs to 4Children Nigeria annual planning, monitoring, reporting and budgeting processes.
  • Ensure a culture of accountability and learning through regular monitoring to project sites, providing oversight of studies and assessments and proper documentation of tools and to contribute to learning and building the evidence around effective psychosocial support.
  • Document project results and impacts in various forms, including media stories, promising practices, lessons learned, case studies, client satisfaction, etc.

Qualifications

  • Advanced university degree required, preferably in Psychology or Social Work.
  • Minimum five years’ experience in an advisory role in relation to HIV care and treatment and/or OVCprogramming, including expertise in psychosocial support, counseling, technical capacity assessment, training, implementation, monitoring and evaluation.
  • Experience working in both healthcare and community settings, familiarity with HIV specific issues is preferred.
  • Experience using quality improvement science at the health facility and community levels.
  • Demonstrated ability to design and conduct trainings of trainers.
  • Demonstrated ability to develop user-friendly guidance, tools and standard operating procedures for use at the health facility, CSO/CBO and community levels and the ability to provide training, technical assistance and mentoring in their use.
  • Knowledge of GON and PEPFAR programming, process, guidance and frameworks is strongly preferred.
  • Comfort with and knowledge of approaches and techniques for working with children and adolescents.
  • Supervisory experience preferred.
  • Experience coordinating assessments, data collection and similar activities preferred.
  • Capacity to work closely with, understand, and support diverse partners including but not limited to State and LGA government actors, PEPFAR OVC IPs, civil society and faith-based organizations as well as healthcare providers and social service providers.
