Job Title: Monitoring & Evaluation Assistant
Location: Maiduguri, Borno
Commencement: February 2017
Contract period: 11 months (Till 31st December 2017)
Reports to: The Monitoring & Evaluation Officer – Maiduguri.
Tasks and General Responsibilities
- Adhere to NRC policies, tools, handbooks, guidelines and procedure
- Assist with the implementation of the support function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
- Managing the Global Outputs Reporting System (GORS) for Maiduguri
- 5/4/3Ws & NRC Nigerian Dashboard
- Introducing and managing a complaints handling mechanism
- Carry out regular project monitoring, spot checks and reports
Specific responsibilities:
- Assists program staff develop baseline and end line data for each project site in the Program
- Monitor and quality assurance spot checks on each project site
- Monitoring visits to program areas
- Initiation and implementation of a complaints handling mechanism
- Development of case studies to capture qualitative outputs of the project
- Work with program staff to design and adopt reporting formats required by the NRC system (GORS).
- Supervise data input into the GORS and processes for checking data quality with program staff
- Prepare periodic progress reports and other documents as required.
- Ensure monthly update of NRC Nigeria Dashboard and timely completion of task assigned by his/her line manager
- Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities.
Qualifications
- Relevant university degree, diploma or other relevant field such as Statistics, Development studies, educational background combined with relevant professional experience.
- Minimum 2-year experience from working as Monitoring & Evaluation Assistant in a humanitarian/recovery context
- Experience with surveys, studies, data entry & analysis, management and analysis a must.
- High-level competency in computer skills (data analysis software e.g. Excel, Epi Info, SPSS, or similar)
- Previous experience from working in complex and volatile contexts
- Documented results related to the positions responsibilities
- Good communication in English and Hausa Languages
- Compliance with NRC and donor policies, procedures and systems which are related to Monitoring & Evaluation
Job Title: Logistics Officer
Location: Abuja – FCT
Summary
- The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. - The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
- In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.
- In the coming months, the main focus for NRC would be conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC will initially be starting activities in the area of food security, water and sanitation and shelter/NFI sectors. NRC is therefore seeking a Logistics Officer to support programme implementation for NRC Country Office in Abuja – Nigeria. The Logistics Officer reports to the Logistics Manager – Maiduguri.
Tasks and General Responsibilities
- Supervision and capacities building of logistics team under his supervision
- Implement NRC’s logistics policies and procedures at office level
- Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes
- Ensure anti-corruption, transparency and cost efficiency principles in all processes (e.g. in procurement, vehicle management, asset management, warehousing)
- Ensure safe and efficient transport of staff and materials/goods
- Prepare and share plans, records and reports as required (e.g. status reports, inventory lists
- Implement a filing system/archives according to local requirements
- Conduct spot checks, and regular stock counts
- Ensure NRC stocks/assets management system are in place and followed at field level
- Ensure all NRC assets/premises are in good conditions and monitor maintenance/repairs if required.
Specific Responsibilities
- Identify suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of programme implementation in accordance with NRC logistics Guidelines.
- Receive purchase requisitions and source bids & quotations for the purchases of goods and services in accordance with NRC procurement procedures and tools.
- Assess, negotiate and issue purchase orders & contracts to suppliers, vendors, providers and contractors of goods and services in accordance with NRC value for money principles.
- Liaise with suppliers to ensure prompt and accurate delivery of goods and services as per purchase order & contracts, invoices, delivery notes and packing lists.
- Maintain proper files of procurement documents (Purchase requisitions, quotations, bid analysis, purchase orders and other relevant documents).
- Ensure accurate procurement tracker is in place and shared on a weekly basis with relevant staff.
- Maintain a proper vendor database with accurate evaluation reports etc…..
Qualifications

Tasks and General Responsibilities
Warehouse:
- Oversee the receiving, storage and dispatching of supplies and project materials to the respective project sites
- Ensure that all records including inventory lists, stock cards
& bin cards of NRC items and equipment are updated and easily
available to authorized users - Check that proper documentation (export docs, waybills, packing
lists, etc.) are completed and accompanying all consignments dispatched
to the field. - Maintain accurate stock control and records at all times, conduct monthly physical stock
- Make sure all facilities used for warehousing are secure, properly organised.
- Ensure that at all times the warehouse is tidy and clean
- Update and submit the weekly stock report to the Logistics Coordinator
Assets:
- Ensure that equipment such as cameras, projector, radios, satphones not in use are securely locked down when not in use.
- Ensure proper handover, including signatures, for all equipment allocated to NRC employees.
- Ensure the compilation of all relatives document of Assets
management as per NRC policy (Loss and damage report, Asset transfer
form, Donation certificate, Sale of equipment form, etc.) - Assist the Logistics Coordinator in ensuring that all records are tracked in the NRC asset register.
- Ensure the NRC Asset number tagging of each new asset in collaboration with Logistics Coordinator
Fleet:
- Responsible for vehicles and generators fleet management, including daily management of drivers.
- Ensure Fleet Management is done in accordance with NRC standard practices.
- Submit monthly Car Pool Report to supervisor
- Follow up fuel supply for NRC automotive and make sure all NRC automotive end/start each month with full tank.
- Make sure all vehicles have and use logbooks, collect logbooks
end of each month and compile information to the Logistics Coordinator. - Monitor the movement board; follow up with drivers the use of the movement board.
- Prepare and share plans, records and reports as required (e.g. status reports, inventory lists
- Implement a filing system/archives according to local requirements

Tasks and General Responsibilities
- Responsible for the effective management of the procurement process with focus on country and NRC regulations
- Provide anti-corruption, transparency and cost-efficiency focus in all procurement processes
- Prepare procurement documents in line with NRC procurement procedures
- Conduct market surveys and assessment and maintain a clean vendor database system
- Prepare weekly and monthly reports and sent to Logistics Coordinator
- Ensure proper filing of documents
Specific Responsibilities
- Ensure that all procurements are done in accordance with NRC logistics policies, procedures and donor regulations
- Check and receive purchase requisitions and initiate the procurement process according to NRC procurement regulations.
- Ensure RFQs, are prepare and send out within the agreed lead time
- Complete and issue purchase orders in accordance with NRC regulations.
- Check procurement documents (Bid analysis, Purchase orders and
Payment documents etc…) and submit to signatories for verifications
and approvals. - Check payment documents as per procurement checklist before submission to finance f
- Follow up with supplies and organize for delivery of materials.
- Conduct regular market surveys to identify suitable and reliable suppliers and service providers
- Maintain updated vendor data base at area level
- Update and share the procurement tracker on regular basis
- Submit invoices from suppliers and the relevant procurement documents to finance
- Train and supervise the procurement assistants
Qualifications
- Relevant university degree, or other relevant educational background combined with relevant professional experience.
- Minimum 1-year experience from working with Procurement Officer in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
