Background
- We are currently seeking qualified candidates for the USAID-funded MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health Services to Scale) Round 3B, known as MOMENTUM-Routine Immunization Transformation and Equity (M-RITE).
- M-RITE’s overarching goal is to sustainably strengthen routine immunization programs to: 1) overcome the entrenched obstacles contributing to stagnating and declining immunization rates in USAID-supported countries, and 2) address the barriers to reaching zero-dose and under-immunized children with life-saving vaccines and other health services. In light of the COVID-19 pandemic, and the disruption of immunization services, M-RITE will also support countries with the maintenance, adaptation, and/or reinstatement of immunization and support countries as they roll out the COVID-19 vaccine.
- In Nigeria, M-RITE will bring its expertise to strengthen national COVID-19 vaccination efforts through participation in national-level COVID-19 technical working groups and work in 5 states to support the national SCALES 3.0 strategy.
- M-RITE will support microplanning and work to build demand and acceptance for the vaccine in partnership with states to mitigate the risk of misinformation and hesitancy among health workers and other priority populations, support the design and implementation of communications and community engagement strategies to promote uptake of the vaccine and help develop and review monitoring tools.
- In addition, M-RITE will provide technical assistance to support routine immunization strengthening in 5 states, applying a co-creation approach to improve equitable coverage with a focus on identifying, understanding, and reaching zero dose and under-immunized children and communities.
Summary
- The Operations Officer will provide overall coordination of administrative and support services to all the JSI Projects and ensures the provision of full range of services covering to the state offices
- This person will report to the Senior Finance and Administration Advisor in Abuja office.
Responsibilities
- Support in overseeing the day-to-day operations of the Abuja Office and provides operations guidance and oversight for the state offices.
- Monitors adherence to project and JSI policies and procures throughout the project’s transactional processes.
- Ensuresfree flow of communications between partners, stakeholders and vendor relationships.
- Provide direct supervision to the Administration Officer.
- Collate, review all vendor, staff and consultant payment documents for further review and processing by finance.
- Provide logistics support to staff by coordinating all logistical arrangements for project-related events, travels, workshops, seminars, and other training activities.
- Ensures adequate functionality of the office environment by conducting routine maintenance and repairs.
- Supports the finance and administrationunit to create and maintain transactional/activity files and records and ensuresthose files are archived for easy tracking electronic and hard copies.
- Ensure all project assets are tagged, maintain inventory records and carry out bi-annual spot check and submit report to F&A management.
- Assists with regular reviews of operations practices, develops, and optimizes internal operations policies, and provides feedback on risk mitigation strategies.
- Performs project procurements as per the procurement policies and donor regulations including maintaining vendor lists, solicitation of quotations/proposals, and documentation of procurement decisions and contracts, and managing vendor relationships.
- Populate and update the invoice payment tracker on daily basis on the google drive to ensure timely payments of vendor, staff and consultants.
- Ensures timely receipt of quality and quantity services/goods and best value for money.
- Manages office facilities, equipment, assets, vehicles, IT, etc.
- Coordinate staff travels at National, and State levels.
- Coordinates with operations teams in States to initiate vetting processes for vendors, consultants, new hires, etc.
- Ensures the safety of project’s assets and reasonability in its consumption and distribution.
- Review and submit report on project vehicle, office generators at National and state levels.
- Track and provide reports for fueling of project generator and vehicle on monthly basis.
Qualifications, Experience and Skills
- A Degree in Business Administration, Economics, Financial Management or related field.
- University degree or it’s equivalence in a relevant field will be an added advantage.
- 3-5 years of professional experience with an emphasis on programme management, Human Resources Management, Procurement and/or Travel in NGO environment.
- Exceptional leadership and Project management skills.
- Sound knowledge of the Organization’s policies and practices.
- Ability to act independently and exercise sound judgement.
- High level of organizational and analytical ability, combined with good oral and written communication skills.
- Proven ability to maintain and establish excellent interpersonal working relations and to work with competing priorities under pressure.
- Excellent knowledge of Microsoft applications (e.g. Excel, Word, PowerPoint, etc).
