Specific Objectives
- Collect, gather, and organize primary data from different location(s) and transmit it in such a systematic manner to the state office.
- The data include but not limited to HEA Data, Birth tracking, Enrolment, Registrations, CRM data and BCC/IYCF data, tracking of exited and expected graduating beneficiaries, etc.
- Support M&E and MIS officers in the verification and validation of data/analysis as well as coordinating the various stages of data generation and management at LGAs level.
- Identify patterns of noncompliant data (systemic or input errors) and bring these to the attention of MIS Officer and/or M&E Officer.
- Work with the MIS and M&E Officers to ensure the correction noncompliant data and ensuring accuracy, in the agreed timeline.
- Proactively support continuous improvement through proposing system and user led mitigation actions and data quality cleaning methodologies.
- Support MIS Officer and Manager in coordinating the implementation of agreed actions.
- Contribute to strategy formulation for progress of the programme in consultation with LGA Supervisor and the state team.
- Maintain and build relationships with Field Assistants, CVs, authorities, partners and relevant actors in the LGA on behalf of ACF.
Qualifications
- Minimum of OND in Computer Science, Information Management, Statistics or Other relevant qualifications.

Location:
Damaturu, YobePosition Overview
- Cash Officer will directly report to Cash Deputy Program Manager and will play a key role in implementing the PROTECT IDP response in in North-Eastern Nigeria.
- ACF will implement a multi-sectoral emergency response program to support IDPs in settlement and camps, and most vulnerable host households in a bid to contribute to the eradication of extreme hunger, malnutrition and poverty in Northern Nigeria.
Specific Objectives
- Oversee detailed planning and implementation of multi-sectoral cash transfer activities in collaboration with the Cash DPM and ECPM.
- Identify program implementation modalities that enhance partnership & coordination with government official and local communities, internal integration within sectors and other programs (Nutrition, WASH, FSL, NFIs, etc.)
- Identify areas of cross-program linkages with other ACF programs in Maiduguri State. Ensure program quality and adherence to program objectives, including respect of ACF technical guidelines, systems, and established deadlines.
- Coordinate closely with the Cash DPM to ensure that cross-LGA programs are being implemented. Work with the Cash team in different LGAs on cross-learning and beneficiary capacity building initiatives.
- Cash activities and M&E data with facilitate the revision and improving of approaches. Participate in and inform longer-term discussions with the Cash team regarding Cash Program implementation strategy.
- Support M&E team in development of M&E framework, and provide oversight to internal monitoring and evaluation systems to ensure high quality programming, track achievements against project indicators, and support evidenced-based decision making.
- Contribute to the development of project community mobilisation strategies for targeting and registration of beneficiaries for the program.
- Plan sensitisation activities or capacity building for targeted communities with focus on Extension workers, Traditional Volunteer, traditional leaders and other key stakeholders in feasible Cash/livelihood restoration activities.
- Ensure that targeting of beneficiaries to receive cash transfers is carried out in a transparent way and with active participation of women and minority members of communities.
- Contribute to strategy formulation for progress of the FSL programme in consultation with LGA team, FSL Deputy Program Manager and other stakeholders.
- Where appropriate, prepare regular reporting for submission to LGA authorities with validation of Cash Deputy Program Manager.
- Support development of communication mechanisms with key stakeholders at LGA level.
- Identify training and development needs in FSL team and propose and/or provide training, coaching and mentoring where necessary and relevant.
- Manage the program staff in order to ensure the smooth running of the FSL/Cash program, respecting all HR procedures and policies.
Qualifications
- Degree in Accountancy and Food Security related field e.g. Agronomics, Agriculture, Animal health, Agricultural engineering, Development Studies etc.

Job Title: Monitoring & Evaluation Officer
Location: Damaturu, Yobe

Position Overview
- The M&E Officer will be primarily responsible for leading data gathering, collation and reporting activities to ensure the quality and accountability of the programs implemented by ACF in Northern Nigeria.
- Under the direction of the M&E Deputy Program Manager and in collaboration with the Project Manager, the M&E Officer will develop and implement clear and practical M&E plans for the program by ensuring that program indicators, monitoring formats, databases, data analysis, and reporting are maintained and harmonized.
- He/she will also track progress of key indicators and provide timely report to his/her manager.
Specific Objectives
- Support the operationalization of M&E systems on ACF projects to ensure compliance with donor and ACF M&E standards.
- Ensure proper and timely implementation of ACF M&E tools, activities, and reporting. Document and promote good practice from planning, implementation, monitoring and evaluation of activities.
- Represent ACF externally in relevant forums and working groups at State level.
Qualifications
- Degree in Economics, International Development, Statistics, Public Health, Demography or related subject, with previous experience working in humanitarian projects
- At least 3 years of proven experience in the Monitoring, Evaluation and Accountability of humanitarian or development programs.
- Demonstrated knowledge of M&E concepts and international humanitarian quality standards
- Experience with mobile data collection (preferred)

Job Title: ICT Officer
Location:
Damaturu, YobePosition Overview
- The overall objective of this position is to ensure that ACF Nigeria mission has well maintained, up-to-standard IT, HF/VHF radio, satellite, internet, mobile phone and GPS equipment.
Specific Objectives
- Focal point for all technical ITC issues for office and field staff.
- Solve or repair minor computer problems: on-site and remote troubleshooting in capital and field offices.
- Carry out regular maintenance for IT hardware.
- Regular field visits to bases to resolve ITC issues and make recommendations for improvement and equipment replacement.
- Ensure that the printers function properly (ink and toner cartridges and networking, etc.).
- Install or update software necessary for the work of the teams and check the validity of licences.
- Labelling and registering new ITC equipment, create equipment ID cards and equipment folders for them, issue equipment to users using ACF standard forms.
- Update equipment with new ITC equipment and every time there is a change in user.
- Maintain a laptop maintenance log and ensure that all staff have well-functioning ITC equipment, and report to line manager whenever re-ordering is necessary.
- Maintain mobile phone account list and liaise with Finance regarding opening and closing phone accounts.
- Track and report on monthly mobile and satellite phone bills to ensure that there is no unauthorized usage.
- Ensure that ACF staff are using their equipment in line with ACF ITC policy.
- Ensure the standard ACF communication procedures are respected in the capital and on the bases.
- Conduct computer, radio, satphone and other equipment training as and when required.
Qualifications
- Bachelor’s degree in Information Technology/ Engineering.
Essential Skills and Experience:
- Min 2 years’ experience in the IT sector, in IT support.
- Strong verbal, written and communication skills; approachable, diplomatic, able to maintain confidentiality ; able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment.
- Computer literacy including all Microsoft Office programs (Word, Excel, PowerPoint).
- Fluency in English.

Position Overview
- Under the supervision of the Deputy Nutrition Program Manager (N – DPM) the incumbent will be part of the LGA team implementing Community Management of Acute Malnutrition (CMAM) and Infant and Young Child Feeding (IYCF) activities at facility and community level.
- The support will be focusing on all facilities, mobile clinics and communities AAH will be supporting in the state through DFID funding. The overall goal will be to set up and operationalize care group activities, strengthen coordination and ensure scale up and integration of nutrition activities in mainstream health activities in the assigned LGA.
Specific Objectives
- Participate in the development of joint activity work plans with key stakeholders in the state and within ACF.
- Ensure that all services are fully integrated, scaled-up and implemented as per national protocols.
- Establish and foster linkage between the health facility and the community in the respective catchment areas.
- Coordinate the LGA census for PLW and Neighbour Women (NW) grouping at LGA level.
- Orientation and training of community based health promoters.
- Responsible for the performance and professional development of nutrition assistants and community based health promoters that report to him/her.
- Contact the key leaders, community groups and community members and identify health and nutrition needs in each community based on sensitization sessions and community dialogues conducted.
- In collaboration with the DPM, develop messages to pass to the community members and other target groups according to the needs identified from the dialogues and sensitization sessions.
- Identify key liaison persons for the building of case-finding and referral network, communication channels for sensitization.
- Contact the key leaders, community groups and community members and identify health and nutrition needs in each community based on sensitization sessions and community dialogues conducted.
- In collaboration with the DPM, develop messages to pass to the community members and other target groups according to the needs identified from the dialogues and sensitization sessions.
- Identify key liaison persons for the building of case-finding and referral network, communication channels for sensitization.
- Collaborate with all other AAH departments and sectors to ensure the project activities are integrated.
- Collaboration with other partners including MOH, INGOs, NGOs, CBOs and the UN working in this area.
- In collaboration with the DPM plan the activities to be carried out by ACF at facility or community level in advance and provide weekly and monthly reports on the same in a timely manner.
- Ensures close collaboration with the facility staff, Nutrition Focal Person (NFP), health promoters, community mobilizers, hygiene promoters, CGVs, CVs and other community actors to ensure that the community activities are linked to the activities at the health facility.
- Support the health facility staff through OJT in doing nutrition reports (beneficiary statistics, stock report and requests among others).
- Prepare care group monthly report using the information provided by nutrition assistants and health promoters.
Qualifications
- Bachelor’s Degree in Health, Nutrition, Nursing or related field. Higher level Degree preferred.
