New Vacancy at Danish Refugee Council (DRC)

The Danish Refugee Council (DRC) is the process of scaling up and emergency programme in Nigeria focusing on responding to the huge humanitarian needs and challenges in the North East of Nigeria. Nigeria’s northeast is currently experiencing a significant humanitarian crisis, which has 
been the result of the ongoing-armed conflict between Boko Haram, the Nigerian military and the Multi-National Task Force in the north-east. 
DRC operations will initially focus on Borno and Adamawa States where DRC focus on meeting the basic needs (protection, WASH, food security and shelter) of urban caseloads and displacement camps, as well as establishing access to affected areas that have opened in recent months.

We are recruiting to fill the position below:

 


Job Title: Proposal Development Consultant
Location: 
Maiduguri
Overall purpose of the Role 

  • The consultant will take the lead, in conjunction with DRC/DDG’s Nigeria Heads of Programmes, Regional Programme Development and Quality Manager and relevant Technical Managers, in developing a compelling, evidence-based proposal for submission to the EU mission to Nigeria/ECOWAS.
  • He/she will also have a background of demonstrated success in designing proposals for Europe Aid and or other EU funding instructments.
  • The consultancy is for one (1) month; a minimum two (2) weeks stay within Nigeria is required. The post holder will require some travel within Borno and Adamawa states of Northeast Nigeria, as well as at Abuja level to gather information from stakeholders that is relevant to the project design.
  • The consultant will bring to the project design process a thorough understanding of and prior experience in Early Recovery with focus on WASH, educational infrastructure development, food security and mediation/community dialogue programmes to build community-level resilience.

Responsibilities 

  • The consultant will explore the range of options for building community resilience and recovery initiatives in accordance with the Government of Nigeria’s national development plan.
  • The consultant will develop, in consultation with DRC/DDG Nigeria programme team, a detailed budget, logframe, work plan and M&E plan for the project.
  • The consultant shall also explore potential for developing a join project with other actors (IRC, NRC, Oxfam, Mercy Corps, Save the Children, GIZ and etc.) through consortium mechanism.
  • Scoping, reviewing, analysing, and integrating existing plans into project design.
  • The consultant will organise a series of consultations to facilitate design of outcomes, outputs and activities of the project.

Outcomes of the Consultancy: 

  • A high quality narrative proposal with a budget, M&E Plan, Implementation plan and other relevant annexes

Reporting Arrangements: 

  • The Proposal Development Consultant reports to the DRC Head of Programme, but, is answerable to the DRC/DDG Country Director for Nigeria.

The responsibilities listed in the ToR are not exhaustive and may be readjusted per operational needs but will remain in line with the overall purpose of the role.
Experience and Technical Competencies
Essential: 

  • University degree in International Development, DRR related Studies, Social Science, Grants Management or relevant field;
  • Minimum 10 years experience developing and implementing early recovery and development projects/programmes at international level;
  • Experience in early recovery/development policy works in conflict affected countries;
  • Excellent analytical skills, commitment to gender equality/equity;
  • Fluency in English (written and spoken) is essential;
  • Working experience of EU recovery and development initiatives;
  • Willing to live in shared accommodation with basic living conditions;
  • Ability to work well in unstable security environments, and under significant administrative and programming pressures.
  • Minimum 5 years working experience with refugees, IDPs, returnees in complex conflict context;
  • Experience in one or more of the following areas; WASH, infrastructure development, Food Security and conflcit mediation/dialog;

Desirable: 

  • Previous experience in Nigeria or similar conflict context

Education: (include certificates, licenses etc.) 

  • A University level degree and advanced training/courses in relevant subject
