Job Purpose
- The Grow Coordinator is responsible for the strategic development and day-to-day coordination and communications of the GROW Campaign.
- The post works closely with members of the Oxfam International (OI) core campaign coordination team, GROW Campaign Management Team and staff from various Oxfam country teams working on various aspects of the campaign.
- The postholder will report to and support the Head of Public Engagement and Influencing and assist in running the campaign effectively.
Key Responsibilities and Accountabilities
Strategy and Fundraising:

- Lead the strategy, development and implementation of the GROW campaign across the Confederation and act as the main GROW decision making body
- Lead (or provide strategic support to) multi-affiliate influencing initiatives including inequality and GROW campaigns, manage complex set of internal relationships, including, Oxfam International, Regional Platform and sign off procedures on policy and advocacy products, to support humanitarian advocacy, inequality in the food system and GROW campaigning
- Review and shape organisational objectives, making sure the campaign is delivered to the requirements of the region and generating good media coverage of our work.
- Lead the external facing element of the GROW campaign
- Advise GROW delivery groups on the implementation of the campaign strategy and operational plan
- Identify and address arising issues and high-risk situations
- Lead monitoring, evaluation & learning across the whole campaign
- Draft and manage funding as needed; providing support to for fundraising efforts -e.g. write concept notes.
Coordination, Budget Monitoring, Financial Management and Operational Planning:
- Direct responsibility for budget management of up to 2- million EUR project per year including significant donor funds.
- Works with the Programme Quality and Development Manager on design and implementation of the programme’s monitoring, evaluation and knowledge management and participates in the annual audits and external evaluations
- Accountable for Grow Campaigns, through the Head of Public Engagement and Influencing
- Ensure cross-campaign linkages are made
- Keep key documents up to date, including cross-campaign calendar and contact list
- Collaborate with Economic Justice Campaign Management Team (EJCMT) and EJ Core, including taking notes; support other team calls where appropriate / possible
- Track current budget, record and administer invoices and be point person for finance team
- Help to publicize and socialize GROW’s work plans
Project Monitoring & Reporting:
- Reports project’s progress and quality level, signals problems, opportunities and exceptions, and provides for solutions
- Leads the technical aspects of programme implementation including drawing up of annual plans from a perspective of expected results and activities develops the country framework for the programme design (action research, scaling up, and gender framework).
- Integrates and provides strategic technical coherence with project opportunities by potential donors
- Directs and monitors the coherence and supervises content-related management of the GROW programme; provides highly specific content related and scientific direction; leads the write-ups of global policy briefs and publications and engages with relevant global actors and international policy arena; stimulates innovation within and among all relevant stakeholders.

- Manage MEALSA staff who provide technical support to Oxfam programme teams on implementing MEALSA in all programmes, within the established Oxfam standards
- Provide technical advice to strategic and operational program reviews. Ensures high quality programme planning, monitoring and evaluation including regular field visits, periodic reviews, communication of progress and results and knowledge management.
- Ensure evidence based programming, feeding MEALSA data analysis to the Programme Manager to ensure learning influences programme design and strategy
- Coordinate and produce key baselines, midlines, endlines, evaluations, surveys meeting the expected standards, in close collaboration with MEALSA Officers and programme teams
- Facilitate programme/project planning processes, particularly on logic of intervention

- Develop and implement M&E System, M&E Plan, Reporting Indicators, and M&E Tools; used for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts.
