Position Overview
- The Data Officer will support the MRM team in managing a database that will allow intervention teams to report on indicators of interest, improve the capture of Value for Money (VfM) and facilitate the provision of data to key stakeholders.
- The database will also allow the team to setup and manage studies for beneficiaries and trainers/master crafts persons.
Duration
- This is a full-time position, commencing as soon as possible with an anticipated 160 days of input until 31st March 2018, but with scope to increase this depending on budgetary constraints.
- The Specialist will be based in the Kano project office with some travel to focal states of Kaduna, Katsina and Jigawa.
Key Areas of Responsibility
- Support the Research team in facilitating electronic data collection during surveys, by programming and uploading the survey questionnaires unto an online server and the data collection tablets
- Lead the process of digitizing the process of data collection of attendance records from COSDECs and apprenticeship interventions
- Support the COSDEC Skills Development Specialist on capturing students attendance records, data cleaning and analysis
- Support the Apprenticeship Skills Development Specialist to capture apprentices attendance record from the Foundational Skills Training Centers and MCP Workshops, data cleaning and analysis
- Support the MRM team in compiling and analyzing apprentices’ performance (formative/ summative assessment results)
- Identify opportunities to develop forecasts, statistical models, segmentation schemes, and data-driven analyses to drive decisions around the program
- Support in the planning and implementation of the overall analytics and business intelligence strategy
- Support in the design and development of analytical projects designed to understand key business behaviors that drove beneficiaries/partners enrolment, retention, and engagement
- Manage timely flow of business intelligence information to various users within the different working units
- Wrangle data from multiple sources and databases to create integrated views to be used to drive decision making
- Analyse trends and deliver a stable and highly available reporting platform
- Oversee all aspects of analytics and business intelligence projects
- Develop and maintain reporting and analytical tools
Required Skills and Experience
- The Data Officer should preferably have a degree in Computer Science/Information Technology/Economics/Statistics, with at least 5 years’ experience in developing and maintaining relational databases and managing electronic data collection platforms.
- Previous experience in data cleaning and analysis, maintaining and updating business intelligence tools, databases, dashboard and systems is desired. Professional certification in Oracle database administration or CISCO networking will be an added advantage.

Responsibilities
- The Kaduna Cluster Development Specialist is expected to support the development of trade clusters within MAFITA and act as the key interface between functional groups/businesses, MCPs, cluster champions and trade associations identifying market linkages and capacity gaps.
- He/she will provide capacity building support to cluster development assistants and directly to cluster champions and MCPs to ensure quality delivery of relevant training and enterprise growth.
Specific responsibilities will include, but not be limited to:
- Liaising between MAFITA Apprenticeship and LED interventions and identifying areas of synergy and collaboration
- Supporting enterprise growth of clusters through the development of business development strategies plan and matching to BDS and A2F solutions
- Support the formalization of trade clusters through registration and adaptions of cooperative models
- Support periodic meetings between trade clusters and encourage good business practices
- Oversee the monitoring and reporting mechanisms between MCP clusters and MAFITA and identify innovative means to track progress
- Identify innovative and sustainable solutions that can support the apprenticeship model, encouraging sustained interest and motivation of MCPs and trade clusters
- Provide regular updates and reports to the apprenticeship and TVET units on the quality and relevance of apprenticeship training in line with the required standards
- Provide regular updates to the LED team on the effectiveness of BDS and A2F activities as well as other areas of need identified
Required Skills and Experience

- The Entrepreneurship Specialist will support the establishment of the MSE support center working with COSDECs, State Governments and local partners. The role will focus on the provision of MSE support, entrepreneurship training and job placement services.
Duration
- This is a full-time position, commencing as soon as possible with an anticipated 160 days of input until 31st March 2018, but with scope to increase this depending on budgetary constraints.
- The Specialist will be based in the Kano office and may require some travel to other project focal states in the North.
Responsibilities
The Entrepreneurship Specialist is expected to:
- Support the development of curriculum with Making Cents to support MSE start-up and growth and work with TVET unit to get the curriculum accredited by NBTE.
- Work with SMEDAN to ensure the effective integration of curriculum within their existing activities and support capacity building of SMEDAN employees
- Support the pilot of an enterprise hub in Kano working with SMEDAN to develop the hub model and establish standard operating procedures and sustainability plans
- Oversee training of MAFITA beneficiaries in the “Getting Ready for Business” and “Soft Skills” curricula (soon to be combined)
- Oversee the establishment of MSE support centres within the COSDECs and identify innovative partnerships for new hubs to support the apprenticeship programme
- Support state governments in formulation and implementation entrepreneurship and innovation funds
- Responsible for timely and effective delivery of MSE initiatives particularly those relating to entrepreneurship and enterprise start-up
- Support the timely delivery of LED quarterly milestones including contributing to written reports and monitoring activities
- Provide the communications team with appropriate communications pieces relating to LED activities

Responsibilities
The Jigawa MSE Support Specialist is expected to:
- Support MSE growth through training and capacity building of key partners such as SMEDAN
- Develop and implement effective business development services for MSEs and new start-up entrepreneurs
- Develop and implement effective and affordable financial services for MSEs and new entrepreneurs
- Establish an effective broker system at selected trade associations for provision of BDS and financial services to members and new start-ups
- Engage with private sector to develop relationships that result in work placement and job opportunities and identify areas of support for enterprise growth
- Support state governments in formulation and implementation of MSE support and job creation policies and strategies
- Responsible for timely and effective delivery of MSE support initiatives

Position Overview
- The Jigawa Sate Coordinator is responsible for managing and providing strategic direction for all stakeholder engagements, research and interventions in Jigawa Sate.
Duration
- This is a full-time position, commencing as soon as possible with 160 days of input until 31st March 2018. The candidate will be based in the Jigawa office with some travel in and around focal states of Kano, Kaduna and Katsina.
Responsibilities
- Identify, develop and maintain relationships with stakeholders in government, private sector, academia and in civil society in order to promote Mafita and its approach both in-state and in other states, as opportunities arise
- Working with the intervention managers (TVET and COSDEC) to ensure successful execution of pilots at Zaria and Site 2 (TBC)
- Support the research team to manage research and design during pilot interventions
- Work with the MRM team to assess the impact, demand and feasibility of the pilot interventions
- Continually manage, monitor and evaluate Jigawa interventions, taking actions to correct course as necessary, and ensure the production of project completion reports that well-inform decisions about future interventions

- The Curriculum Development Specialist is responsible for coordinating the design, development and validation of relevant occupational standards, learning materials and workplace guidelines based on competency based training (CBT) approach to ensure quality and relevant technical and vocational skills development for MAFITA beneficiaries.

- This is a part-time (50%) position, commencing on the 1st of November 2017 with anticipated 77 days of input until 30th of April 2018.
- The candidate will be based in the Kano office with some travel in and around focal states of Kano, Kaduna, Katsina and Jigawa.
Key Areas of Responsibilities
The primary responsibilities of the Curriculum Development Specialist will include development of:
- Occupational Standards at level 1 & 2 in selected trades developed and validated on schedule, in the correct format and required quality for submission to NBTE
- Learning materials at level 1 & 2 in selected trades developed and validated on schedule, in the correct format and required quality for submission to NBTE
- Workplace guidelines at levels 1 & 2 in selected trades developed and validated on schedule, in correct format and required quality.
- Occupational standards, learning materials and workplace guidelines adopted for training in MAFITA skills development systems
- Detailed qualifications level descriptors for levels 1 & 2 of the NVQF implemented in MAFITA skills development systems.
- Timetables for development and adoption of standards, learning materials and workplace guidelines achieved.
- Trades/programmes accredited for training delivery in MAFITA skills development systems
- Workplan for successful implementation of all the above
He or she will also perform but not be limited to the following activities:
- Review and comment on occupational standards, learning materials and workplace guidelines already developed.
- Develop a detailed work plan to achieve consultancy objective based on the approved MAFITA 2017/18 work plan.
- Facilitate the development and validation of occupational standards, learning materials and workplace guidelines for selected trades at levels 1 & 2 of the NVQF.
- Facilitate the development of schemes of work to support quality and relevant training delivery in MAFITA skills development system.
- Facilitate the effectiveness and internalisation of curriculum in COSDECs and apprenticeship
- Facilitate the accreditation of trades/programmes with NBTE.
- Support other intervention units in the successful implementation of the new and existing curriculums.
- Additionally, for the already developed curriculums, the consultant will:
- Analyze student test data
- Review and recommend textbooks and other educational materials
- Observe work of teaching staff to evaluate performance, and to recommend changes that could strengthen teaching skills
- Recommend teaching techniques and the use of different or new technologies
- Develop procedures for teachers to implement curriculum
- Train teachers and other instructional staff in new content or programs
- Mentor or coach teachers to improve their skills
Requirements

- Strong research and analysis skills using various methods including databases, internet, survey/evaluation, tools, library and university reference materials
- Demonstrated experience in developing curriculum and public education and relations materials

The preferred level of experience for this role is:
- Minimum: Five years, including a minimum of three years in program/curriculum development; at least two years’ experience managing or supervising others
- Preferred: 7-10+ years of teaching experience, preferably as a Master teacher
