Job Title: Resource Management Officer

Context
  • Under the direct supervision of the Resource Management Officer in Abuja, Nigeria, and the overall supervision by the Chief of Mission (COM), the successful candidate will be responsible and accountable for coordinating the financial and/or budgetary functions of the Mission.
Core Functions / Responsibilities
  • Assist in monitoring the financial management for all activities in the Mission including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the Mission, monitor budget control, follow up implementation of effective internal control, design and functioning of the financial resources management system.
  • Provide support to project managers throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor specific requirements.
  • Ensure that accounting data are properly entered in PRISM, in accordance with IOM financial rules and practices, maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentation.
  • Assist in reviewing monthly accounting closure and returns to Panama for accuracy, ensure that these are submitted on timely manner and completed according to IOM Accounting Policies and Procedures.
  • Assist in preparation of annual budget for the mission and budgets for all new programs.
  • Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  • Coordinate the preparation of project financial reports in accordance with IOM and donor regulations and established procedures.
  • Liaise with relevant units at HQs, Administrative Centres and Regional office with regard to the accounting and financial activities if the mission; provide inputs for reports on the financial situation of the mission and provide other information as required.
  • Assist in forecasting cash flows according to the activities in the Mission and ensuring daily control of funds disbursed; verify that funding is received in accordance with donor agreements.
  • Make recommendations on procedural improvements and assist in training staff in the areas of accounting and finance; and compliance to financial procedures. Facilitate and support knowledge building and sharing in finance/accounting and budget.
  • Assist in facilitating financial audit of projects in accordance with the donor agreements.
  • Perform other duties as may be assigned.
Required Qualifications and Experience
Education:
  • Master’s degree in Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience:
  • Experience in finance, accounting, budgeting and business administration;
  • Knowledge of IPSAS and PRISM;
  • Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities;
  • High level of computer literacy, in particular experience in MS Excel and computerized accounting systems and software;
  • Knowledge of IOM accounting systems, software and procedures;
  • Previous working experience in emergency missions.
Languages:
  • Fluency in English is required.

Job Title: Rapid Assessment and Response Officer

Context
  • Under the overall supervision of the Chief of Mission (COM) in Abuja, the direct supervision of the Senior Programme Coordinator (Emergency Response) in Maiduguri, and in close coordination with relevant project managers as well as the Sector Coordination Officer (Shelter, NFI, CCCM), the successful candidate will be responsible for the management and coordination of IOM’s Rapid Assessment and Response activities related to the Emergency Response Programme in North East Nigeria.
Core Functions / Responsibilities
  • Develop and update IOM Nigeria’s rapid assessment and response Terms of Reference,
  • Standard Operational Procedures and minimum response packages, as well as working closely with the project managers to identify required personnel for a Rapid Assessment and Response Team (RART) for the North East Nigeria.
  • Manage, coordinate and ensure the implementation of RART’s Rapid Assessment activities.
  • Utilize information obtained as an input to corrective decision making and informed programming.
  • Manage RART’s Rapid Response operational activities. Provide financial, administrative and technical backstopping, and ensure quality control and adherence to IOM’s procedural standards and policies as well as donor requirements at field level.
  • Support the coordination of different projects’ activities at the field level to ensure a well-coordinated, efficient, timely and proper IOM response.
  • Represent IOM at the Shelter & CCCM Sectoral coordination mechanisms at field level and provide leadership support according to the strategy and tools implemented at national level.
  • Represent IOM at the Rapid Response Mechanism coordination forum and others as required.

Required Qualifications and Experience
Education:
  • Master’s degree in International Affairs, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
Experience:
  • At least five years’ experience in Emergency Response and Disaster Management, preferably in the African region;
  • Operational and extensive field experience in programme development, implementation and evaluation;
  • Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management;
  • Combination of training and experience in field of operations, preferably in natural disaster or post conflict situations;
  • Experience in liaising with governmental authorities and local communities, as well as national and international institutions preferably within the United Nations Common System and the International Humanitarian Field.

 Job Title: Project Development Officer

Context
  • Under the direct supervision of the Chief of Mission (CoM) in Nigeria, and in coordination with relevant units at the Headquarters (HQs) and the Regional Office (RO), the successful candidate will be responsible and accountable for contributing to the design and development of new programmes/projects as well as for participating in donor liaison and programme reporting for IOM in Nigeria.
Core Functions / Responsibilities
  • Contribute to the design and development of new programmes/projects in coordination with CoM, Programme Managers (PMs), Headquarters (HQs) Units, relevant IOM Missions, governmental authorities, international and regional institutions and public/private institutions.
  • Draft and coordinate concept notes/project documents to share with counterparts and donors, finalize them for internal endorsement with respective RTS/HQs/ACO/LEG in close cooperation with the Project Managers and all relevant Units.
  • Produce internal situation reports for the senior management and visibility materials, such as external situation reports and newsletters.
  • Assist the CoM with administrative, financial and management aspects of project development and donor liaison, including preparation of statistical analyses, regular narrative reports, communications, and presentations.
  • In close coordination with project managers, review current active projects in terms of stated objectives, outputs and impacts, and current monitoring and evaluation (M&E) strategies. Work with project and programme managers to establish a common M&E framework that incorporates regular reporting requirements and impact evaluation strategies.
  • Review existing datasets for each project and create or modify user-friendly databases that present data in an appropriate and accessible manner. Train staff in the use of data collection methods.
  • In collaboration with project managers, conduct retrospective impact evaluations for beneficiaries assisted through IOM’s programmes to assess subjective and objective impacts of IOM activities.
  • Document ongoing project activities through photography and multimedia presentations, in collaboration with the Media and Communications Unit and field staff. Prepare external communication products.
  • Pro-actively seek potential funding sources among government and non-government donors, in line with IOM’s overall strategy in the country
  • Liaise with diplomatic missions, national and international institutions, international and non-governmental organizations and other relevant partners and donors to discuss programme and project possibilities, coordinate and promote new activities and raise funds for new projects/ programmes.
  • Monitor compliance with donor regulations and obligations and follow up on meeting objectives within the agreed timeframe and budget; Coordinate contractual negotiations with donors and monitor the Mission’s compliance with the Organization’s related rules and policies.
  • Draft regular progress reports in line with IOM and donor formats for submission to donors and the HQs.
  • Represent IOM and participate at appropriate levels in seminars and other meetings aimed at developing new projects and programmes and promoting IOM’s image and activities.

  • Experience in liaising with donors, governmental authorities, other national/international institutions and NGOs;
  • Experience in preparing narrative and financial project reports, statements and/or projections;
  • Demonstrated knowledge of project formulation, administration and evaluation techniques and practices;
  • Strong skills in the development of log frames, result matrices and work plans;
  • Preferably within the International Humanitarian Field and within the organizations of the UN Common System
  • Demonstrated ability to communicate with a wide variety of audiences;
  • Good level of computer literacy, including database applications;
  • Ability to supervise staff and coordinate administrative activities;
  • Working experience in the region is an asset.
