Solidarites International (SI) is a French humanitarian organisation operating for over 35 years who is committed to providing aid in the event of conflict and natural disasters. Our mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs:  water, food and shelter.
SI has started activities in North-eastern Nigeria in August 2016 in the fields of Wash and is now intervening in 4 areas of the state for Wash and Shelter activities.
We are recruiting to fill the position below:
Job Title: Logistics/Admin Assistant
Location: 
Ngala, (Borno State) with movements inside the state
Probationary Period: 1 month
Delocalized Status & Benefits: N/A
Contract Duration: 3 months, subject to renewal upon available donor funding.
Mission/Objectives
  • At his/her assigned base level, the log-admin assistant supports his/her line-manager in processing accounting operations, following-up Human Resources issues, implementing and supervising all logistical activities.
  • In particular, he/she lends support to carrying out urgent activities and the filing and archiving of official and/or internal documents.
  • He/she temporarily takes on the basic tasks of the line-manager in his/her absence.
Main Task
  • Team management
  • Train and support team members under his or her supervision
  • Ensure the minimal replacement of members of the admin/log services in case of absence
  • Assist in the recruitment process
  • Evaluate the team members under his or her supervision
  • Prepare shift planning for watchmen
  • Reporting / communication:
  • Participate in supervision of regulations in effect
  • Support his/her line-manager in relations with local administrative authorities
Activities related to Administration
Administrative management of personnel:
  • Follow-up of visa and air ticket of expatriate team and apply on time for extension
  • Organize national and international travels
  • Welcome and participate in administrative briefing of new personnel
  • Assist the administrator for the administrative management of recruitment and hiring
  • Participate in the organization of training
  • Ensure archiving and monitoring of individual dossiers and deliver all documents relative to the professional life of Solidarités International employees
  • Ensure the confidentiality of all HR datas
  • Participate in the monitoring of work contracts on the base
  • Collect payment details and integrate them into the Human resources management  software (Homère)
  • Issue pay slips and supervise payment of salaries after approval by the administrator
  • Calculate taxes and duties and create pay records for the relevant organizations
  • Keep an organization chart up to date for the base
  • Assist the administrative in the organization and conduct of meetings with personnel representatives
  • Participate in the application of policies relating to salaries and benefits for Solidarités International
  • Monitor changes in the cost of living
  • Treasury / accounting / management
  • Supervise the physical maintenance and safety of cash boxes
  • Prepare monthly closing, revision and integrity of accounts for the base
  • Issue vouchers, supervise archiving of records
  • Participate in audits or any checks issued by partners or head office, at the base level
  • Participate in the consolidation of budget follow ups and cash forecasts at the base level
  • Monitor due dates for payments of contracts managed by the administrative coordinator
  • List liquidity needs in concert with the admin coordinator
  • Carry out pay-outs and advances, within established guidelines
  • Keep the registry of cash pay-outs and the cashier’s register
  • Record budgetary transfers and keep accounting codes
  • Verify, before recording, that records conform to regulations and procedures of Solidarités International
  • Translate accounting documents if necessary
  • Exchange currencies at request of superiors
  • Verify cash balances daily and report any discrepancies to superior
  • Archive accounting records according to Solidarités procedures after a final verification of receipts etc.
  • Guarantee security of the cash and confidentiality of information.
Activities related to Logistics:
  • Management of supplies
  • Update price lists and supplier databases
  • Control Solidarités International purchase procedures
  • Verify and process quote requests and IOFs
  • Prepare and archive purchase folders
  • Implement purchases, monitoring adherence to validation regulations and procedures
  • Negotiate prices, deadlines and methods of delivery
  • Ensure that relationships with suppliers are monitored
  • Organize and supervise all logistic aspects and documentation for good/supplies transport: way-bills, packing lists, final delivery/distribution records
  • Management of vehicle fleet
  • Assist in the planning and execution of service work on vehicles
  • Organize the weekly movement of vehicles
  • Ensure that a tool box and emergency kit are available on board all vehicles and ensure drivers check the kit is always complete
  • Check that vehicle log books are in place and are used correctly
  • Assist in monitoring and consolidating fuel consumption and miles travelled for all vehicles
  • Prevent misappropriation of fuel and spare parts
  • Monitor the administrative documents for all vehicles
  • Management of equipment/telecommunications
  • Assist in installing and securing materials
  • Assist in monitoring and maintaining materials
  • Assist in the planning and execution of service work on generators/motor pumps
  • Organize training sessions in the use of means of communication
  • Management and monitoring of IT equipment
  • Update antivirus software
  • Provide teams with adequate means for data backup
  • Ensure the maintenance and correct use of IT equipment
  • Management of stock
  • Supervise the maintenance and securing of warehouses
  • Carry out regular stock checks and physical inventories
  • Ensure/Supervise the basic maintenance of premises (office and guesthouse).

Job Title: Sanitation Officer
Location:
 Ngala – Borno, with movements inside the state
Probationary Period: 1 month

Mission/Objectives
  • Under the supervision of the WATSAN team leader, Sanitation Officer will lead and supervise work projects, respecting deadlines and technical requirements.
  • The Sanitation Officer will be in charge to implement and follow-up the construction of block or shared family latrines, showers and drainage systems in the host community and IDP camps.
  • According to the methodology of the organisation and the context, the activities will be directly implemented by Solidarites International or subcontracted.
  • According to the context the Sanitation Officer could be in charge of supervising the drilling or rehabilitation of water points.
Main Tasks
  • Set-up and operational monitoring
  • Under the supervision of the WASH PM, take part in logistical and administrative organization and the planning and preparation of job sites
  • Ensure the construction and/or the maintenance of construction work using Solidarites International tools (in particular):
  • Take part in the identification of sites where work is to be carried out
  • Recruit and train the workforce and daily workers
  • Allocate the on-site workforce according to instructions given by the team leader
  • Carry out work according to technical guidelines and estimates
  • Respect deadlines established with his/her line manager
  • Supervise operational teams, contractors and/or communities, and ensure the best use of available resource
  • Organize, plan and supervise community participation
  • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
  • Manage the supply of work site materials by collaborating with the logistics department.
  • Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his/her sites.

Job Title: Program Manager Assistant

Mission/Objectives
  • The Program Manager Assistant is in charge of supporting the WASH Program Manager towards the good implementation, achievement and reporting of the objectives defined in the proposals;
  • He / She guarantees the proper coordination mechanisms are in place inside the operational teams (water supply, water quality, sanitation, public health, hygiene promotion), in Borno state, and in cooperation with the WASH Program Manager.
Main Task
  • Project relevance, quality and design
  • Contribute to establishing operational assessment and evaluations activities;
  • Contribute to define SOLIDARITES INTERNATIONAL’s local strategy and contribute to the annual programming by proposing new activities, especially activities targeting vulnerable people and IDPs in Borno State;
  • Responsible to propose and guarantee quality approach mechanism are in place for the programs to ensure transparency accountability of SI activities;
  • Support the writing of technical annexes and chapters (including the logical framework) for the proposals;
  • Support the implementation of the activities in compliance with the annual operational strategy and SOLIDARITES INTERNATIONAL’s technical requirements;
  • Participate in evaluating the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual development and the population’s needs;
  • Propose to the WASH Program Manager adjustments to the programs, if necessary;
  • Participate in building the teams abilities with respect to techniques or new methodologies;
  • Implementation and operational monitoring
  • Support the Community Mobilizer, Water and Sanitation Officer in planning their operational activities;
  • Meet the deadlines and adhere to predefined quality specifications;
  • Support the WASH Program Manager in ensuring the project management, monitoring and evaluation tools are in each operational department;
  • Propose quality criteria and monitoring indicators for programs;
  • Anticipate any issues linked with carrying out the activities and help to resolve any problems related to the activities;
  • Suggest any adjustments to be made to the activity depending on contextual and indicator developments;
  • Institutional Knowledge Building – IKB
  • Use the IKB tools proposed by SOLIDARITES INTERNATIONAL ;
  • Participate in the centralization, validation, and distribution of procedures, guidelines and tools linked to the WASH activities;
  • Build up on SOLIDARITES INTERNATIONAL (and stakeholders) intervention methods and techniques;
  • To ensure that project files are complete, regularly updated, and saved on the mission external hard drive;
  • Define the prerequisites for opened WASH positions together with the WASH Program Manager;
  • Greet and brief the new staff working on the program;
  • In collaboration with the WASH Program Manager, set up technical trainings depending on the operational needs and identified training requirements;
  • Lead working groups and thematic meetings with the support of Program Manager;
  • Evaluate and assess the performance of colleagues under his / her  direct supervision on a regular basis;
  • Ensure adherence to SI security regulations and reinforce them with his /her team.
  • Reporting/ Communication / representation
  • Pass upward to the WASH Program Manager / Coordination team any information on the security situation or on any event that could impact SOLIDARITES INTERNATIONAL activities and safety of the teams;
  • Support the drafting of activities reports and amendments (including any annexes relating to specific activities) for the financial donors, local authorities and for internal purposes (weekly and monthly reports) by compiling all the operational data before sending them to the WASH Program Manager;
  • Ensure that all reports required by the WASH Program Manager are delivered on time and in the correct format.
  • In his / her assignment area, might be appointed to represent SOLIDARITES INTERNATIONAL at meeting or forums concerning the activities;
  • In collaboration with the WASH Program Manager, and administrative department, support the preparation of administrative documents (MoU, handover, etc.) to be jointly signed with government authorities, communities or partner’s.

Job Title: WATSAN Team Leader
Location: Ngala, (Borno State) with movements inside the state
Probationary Period: 1 month

Mission/Objectives
  • The WATSAN Team Leader will coordinate a team of Water and Sanitation officer in order to set up the Water and Sanitation activities, ensuring that Solidarités International technical recommendations and procedures are followed.
Main Task
  • Setting up the activities /control and supervision
  • Plan the weekly activities for his/her team and have them approved by his/her Line manager:
  • Plan human resources needs (daily workers, workers…)
  • Plan tool and material needs (request from stock)
  • Anticipate administrative issues (requests in advance)
  • Anticipate logistics issues (transport, communication means…)
  • Organize and carry out, with his/her team, tasks assigned by his/her Line manager
  • Supervise and monitor each stage of activity. Ensure that standards and instructions given by his/her Line manager, as well as Solidarités procedures, are followed.
  • Respect schedules and deadlines agreed upon with his/her Line manager
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.
Logistics and Administration:
  • When recruiting daily workers, follow procedures and directives outlined by his/her Line manager and the administrative service
  • Train his/her team members to use and maintain the available tools correctly
  • Track usage with monitoring tools provided
  • Enforce safety procedures
  • Ensure that safety procedures are followed by members of his/her team
  • Monitor the quality and quantity of material delivered to working sites
  • Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site.

Job Title: Purchase Officer
Location:
 Ngala, (Borno State) with movements inside the state
Probationary Period: 1 month
Contract Duration: 3 months, subject to renewal upon available donor funding.
Mission/Objectives: Purchaser
  • The purchase officer carries out the purchases for the programs and structure for his/her assigned base.
  • He/she is one of the guarantors for implementing and respecting Solidarités International purchase procedures.
Main Tasks
Knowledge and monitoring of the market:
  • Take part in the analysis of the local purchasing environment
  • Update price lists and supplier files
Implementation of purchasing process:
  • Receive and process requests for quotes and IOFs after verification and approval by his/her line manager
  • Implement purchases while respecting the rules and approval  procedures established by donors and Solidarités International
  • Ensure that products purchased correspond to the requirements of the purchase officer’s requirements in terms of quantity and quality
  • Ensure that the format of, and information on quotes and invoices comply with regulations
  • Ensure compliance with administrative procedures for the management of advances and payment of suppliers
  • Establish and archive purchasing files in accordance with the rules of Solidarités International and its donors
  • Monitor and update IOFs electronically
Reporting/Capitalization:
  • Ensure the compilation of price lists and suppliers
  • Ensure the monitoring of IOF requests and inform purchase officers of the status of their orders.
