Solidarites International (SI) has not been active in Nigeria in the past and therefore has a limited experience in the country. SI sent a first exploratory team in Nigeria (North-Eastern States) for three weeks in April. A continued presence of senior managers has been maintained since mid-May in Borno state and Abuja. Additionally, SI registration in Nigeria is ongoing with the help of a local lawyer.
We are recruiting to fill the position below:
Job Title: Multi Sector Project Coordinator
Locations: Abuja, Maiduguri – Borno
Desired Start Date: 1st December, 2017
Duration of the mission: 12 months
About the Mission
- SI started a program in Borno State (LGA Jere and Monguno) in 2016, and is now a major WaSH actor in the area.
- With 5 projects ongoing, not only in WaSH, but also shelter and logistics, Solidarites International is addressing the immediate needs of populations affected by the current political and military crisis.
- A complete response is provided to displaced and host communities in Maiduguri suburbs, IDP camps and host communities in four LGAs in Borno State.
- The state of Borno gathers alone the largest part of internally displaced persons (1,7 million). About 1,4 million displaced people are in need of aid assistance in Borno. Access is a significant challenge and some programs are monitored remotely. Besides, a high number of aid actors are now operating in the area and coordination is still weak.
IDPs in host communities:
- Situation in host communities is not homogenous and despite the efforts of the humanitarian community, there is no comprehensive assessment that could catch the picture of the situation of the host communities in Borno State. Many areas are not covered by humanitarian assistance and some are still not assessed. In the different LGAs, information on host communities are insufficient and needs are not well enough identified.
Camp like Settings:
- Majority of IDPs live in camp-like settings, protected by the army and with restriction of movements, even if some movements outside the settlement are authorized in the majority of the camps to allow IDPs to carry out livelihood activities (firewood collection, labour, etc.).
- Humanitarian situation is critical with basic needs not covered for IDPs. WASH facilities are not sufficient, WFP food funds are reaching their maximum covering 1.3 million persons and health structures are not enough in capacity to cover all the needs.
Organization of the Mission
- The Nigeria mission is currently stabilized, following its recent opening. Due to projects’ expansion, a substantial increase in base staffing is ongoing.
- The mission has a coordination team based in Maiduguri, operational bases in Maiduguri, Monguno, Dikwa and Ngala.
- The Coordination team is constituted of a Head of Mission, an Administrative Coordinator, a Logistic Coordinator managing a Deputy, and Deputy Country Director managing a WASH coordinator, a Shelter advisor, a MEAL advisor and a Grant manager.
- In Maiduguri the team is currently composed of one Field Coordinator, a Project Manager, a Base Logistician and an Administrator.
- The Monguno and Ngala bases are each composed of an Administrative and Logistics Base Manager and Project Managers.
- The Dikwa base is composed of one Field Coordinator and a MultiSectorial Project manager.
- Access to bases is relying on UNHAS helicopters with daily movements. Security level is reaching 3 on a scale of 5, and 4 in the bases. A specific curfew is set in each area, and strict security rules are in place.
About the job
- The Multi Sector Program Coordinator will manage Solidarites International’s activities of a 3 years EuropeAid program in consortium with ALIMA.
- The activities will be based on WaSH, Food Security and Livelihood intervention, and will be implemented in different LGAs. If most of the activities will be implemented in areas where SI has already a base, several activities are planned to be implement in areas where SI has no presence yet.
- The multi sector program coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for the whole activities.
- He/she specifically the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.
- He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country.
- He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques.
Your Profile
- Education: Master’s Degree in project management or social sciences or other related fields, ideally completed with a certificate/training in project management. Education related to the WASH and/or Food Security and Livelihood sector is a strong asset.
- Experience: Minimum of 2 years of international experience, preferably in emergency or humanitarian contexts; experience in sensitive environments (post-conflict, conflict), IDP/refugee camp experience is an added value. Experience in remote manager appreciated.
- Technical skills and knowledge: Perfect knowledge of the project cycle management. Management of teams, patience, diplomacy, tact and sensitivity in working in tense environments and capacity to analyze and report on security situation; good social skills to work as part of a large team.
- Experience of project management in consortium is highly appreciated.
- Transferable skills: Experience in training a small team. Experience with ECHO, Europaid reporting and regulation is an asset.
- Languages: Excellent English command (spoken and written) essential; Haussa and Kanuri a strong asset.
We Offer
A salaried post:
- According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem.
- Accompanied with 500 usd monthly per diem.
Social And Medical Cover:
- Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation:
- During the assignment, the expatriate is entitled to R&R every three months: five days at three months with a 750 USD allowance and 10 days at six months with a plane ticket back home covered by Solidarités.
- After 6 weeks one the field, expatriate will be encouraged to take 1 week in Abuja (3 days off and 2 days in office)

Job Title: Administrator

Goal/Purpose
- Under the supervision of the administrative coordinator, the administrator carries out administrative, accounting and financial management of his/her base, in compliance with donor and SOLIDARITES International procedures.
- He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program managers.
- He/she is also one of those charged with ensuring that Solidarités International’s Human Resources policy is properly implemented at the base.
- He supports monitors and trains the members of his administrative team.
List of Main Activities
Administrative management of personnel:
- Assist in welcoming and integrating new personnel, ensure they receive administrative briefing
- Supervise the administrative management of personnel recruitment and hiring at his/her base
- Supervise the archiving, handling and security of Solidarités International personnel files
- Draft employment contracts for employees at his/her base, and ensure that they are adhered to
- Ensure that performance reviews are carried out according to defined procedure, and monitor the professional development of personnel
- Centralise training requests from teams and set up a training plan
- Assist in ordering and determining disciplinary measures
- Apply the formalities provided for sanctions and for termination or breach of contract
- Supervise the collection of elements needed to establish wages and monitor their proper implementation
- Calculate taxes, complete returns and make statements and payments to the necessary organizations
- Assist in defining and applying Solidarités International’s salary and social policies
- Evaluate risks linked to changes in compensation and social policies

Cash-flow/bookkeeping:
- Manage his/her base’s cash-flow and ensure that banks and cash boxes are well supplied.

- Validate all disbursements and commitments of expenditure, in compliance with Solidarités International procedures

Job Title: Logistician
Location: Ngala, (Borno State) with movements inside the state
Probationary Period: 2 months

Goal/Purpose
- The Logistician will implement and supervise all logistics operations at his/her assigned base.
- He/she will organize logistic support for programs, in keeping with Solidarités International procedures.
- He/she will assist the Base Manager or the field coordinator in the implementation of safety rules.
List of Main Tasks
Supply Management:
- Carry out a purchasing environment analysis at the local level
- Supervise the update of price lists and supplier files
- Manage the Solidarités International purchasing procedures and those from donors funding the programs.
- Establish and update purchasing timelines, taking into consideration procurement tables, operation timelines and contextual and procedural logistical constraints
- Receive, approve and process requests for quotes and internal order forms
- Ensure that budgetary lines related to logistics are monitored and observed
- Supervise the preparation of purchasing documents and draft the contracts
- Participate in the drafting the call for tenders
- Supervise purchasing, ensuring that approval rules and procedures are observed
- Select suppliers and negotiate prices, deadlines and delivery methods

- Vehicle Fleet Management
- Negotiate vehicle rental contracts
- Supervise the planning and execution of maintenance and repair work on mission vehicles

- Ensure that a complete breakdown kit is available on board all vehicles
- Permanently ensure that all drivers have received general training and carry out regular testing
- Ensure that drivers are aware of their obligation to adhere to Solidarités International safety rules and procedures
- Check that vehicle log books are in place and are used correctly
- Ensure that fuel consumption and vehicle mileage are monitored, consolidated, analyzed and recorded
- Prevent the misappropriation of fuel and spare parts
- Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored
- Equipment/Telecommunications Management
- Update inventory in real time
- Optimize distribution of materials according to task needs
- Organize the installation, safe-guarding and monitoring of materials
- Install communication means and ensure that they are regularly maintained.
- Train teams in the use of these communication means
- Management and Monitoring of IT Equipment
- Update antivirus software
- Implement backup and data-protection procedures
- Ensure the maintenance and correct use of IT equipment
- Provide technical assistance to teams and organize training sessions
Supplies Management:
- Select storage locations and create a plan for the development and security of these sites
- Ensure material is stored under suitable conditions and monitor expiration dates
- Ensure procedures are followed as stock is checked in and out
- See that all documentation linked to stock is complete and correct
- Supervise monthly physical stock inventory
Human Resource Management:
- Analyse and quantify logistics personnel needs
- Recruit, train and supervise the logistics team
- Conduct performance reviews for members of the logistics team
- Organize formal team meetings at regular intervals
Security:
- Implement team safety measures as determined by the coordination team
- Train teams in safety rules and procedures
- Pass on any security-related information to his/her line manager
Reporting/Capitalization:
- Ensure the compilation of price and supplier lists, as well as information in use (import-export, exemption, taxes)
- Ensure that internal order forms are monitored and that the status of each order is given to the person waiting
- Consolidate logistics packs monthly and pass on to the logistics coordinator
- Provide the logistics coordinator with all information needed to draft intermediary and final reports
- Pass on purchasing reports for closed programs to the coordinators at the established frequency.
