The Complex
  • The Vice Presidency for ‘Regional Development, Integration and Business Delivery’ is responsible for operational relevancy, efficiency and effectiveness of the Bank Group’s operational programs, and activities.
  • The Vice Presidency will  ensure  that  the  Bank  operates  successfully  across  its  Regional
  • Member Countries and will oversee the full implementation of all aspects of the Bank’s Regional Directorates.
The Hiring Department
  • The functional relationships of the job reside with the Directorate in charge of Power Systems Development including the “Power Utilities” Division which supports the Bank’s Regional Member Countries, Utilities, Regional Economic Communities, Power Pools, Regulators and other stakeholders to develop and improve their power systems for both sovereign operations (SO) and non-sovereign operations (NSO).
  • The Hiring Department shall be the East Region (RDGE) – Directorate in charge of Power Systems Development.
The Position
  • The Power Engineer will ensure the technical strength of the Bank’s activities in the support of transactions linked to investments in the electricity sector.
  • He/She will provide deep sectoral expertise related to the planning, development, structuring and financing  of national and regional power systems, including power generation, transmission and distribution / retail.
  • The job contributes to the delivery of flagships as required.
Duties and Responsibilities
Under the overall supervision of the Regional Operations Manager – Power (RDGE.1), the Principal Power Engineer will perform the following:
Business Development and Client Management:
  • As per the guidelines of the New Deal on Energy for Africa, contribute towards developing a strong pipeline of good quality investment opportunities through leading business development missions, anticipating market trends and employing sector/country knowledge;
  • Build and maintain strong relationships with clients, especially regional IPP developers and sponsors, utilities, service providers, banks, multilateral partners, regulators and government officials  to develop and execute specific investment opportunities;
  • Have a thorough understanding of the power and utilities industry, including markets, major contractors / operators and technologies and provide advice to PEVP team members in the regional hubs concerning the processing of transactions linked to IPP / PPP investments.
Project Finance Tasks:
  • Contribute to the delivery of flagships as required to ensure delivery of the New Deal on Energy objectives;
  • Act as in-house advisor to investment staff in appraising new private sector proposals for investments in the power sector.
  • Liaise with client’s technical staff, project engineers and lenders’ engineers and participate in due diligence missions and other project meetings, as necessary.
  • Review major contracts, including PPA, EPC, FSA, O&M, GCA, and other project agreements and advise on alignment of performance obligations; and adequacy of buffers, procurement mode and risk allocation.
  • Assess investment programs and project capital costs, and advise on value for money.
  • Provide financial analysts with key performance and expenditure (operational and capital) assumptions and scenarios; for incorporation in financial models.
  • Assist in the supervision of African Development Bank’s portfolio of power sector investments, review of relevant M&E Reports and field inspections as necessary; and in resolving operational weaknesses.
  • Hire and supervise specialized engineering agencies as necessary.
  • Assist with the development of new power projects, particularly those using renewable energy.
  • Support and provide advice on utility performance management systems.
  • Develop suitable industry knowledge and performance benchmarks to share within African Development Bank and with external clients.
Portfolio Management:
  • Manage an array of projects within the portfolio of the Bank’s investments within the area of responsibility.
  • Provide effective periodic reports to Management on the disposition of the portfolio under management.
  • Identify synergies and propose interventions that promote the sustained feasibility of the projects under management.
Selection Criteria
Including Desirable Skills, Knowledge and Experience:
  • Hold at least a Master’s Degree in Electrical Engineering or its equivalent.
  • Have a minimum of six (06) years of relevant professional experience in the power sector projects development and implementation, power utility operations and power sector planning.
  • Broad range of responsibilities within the industry in several of the following areas: Thermal generation, hydro generation, systems planning, distribution operations, commercial operations, transmission, tariff setting, renewable generation, power plant construction and environmental compliance.
  • Up-to-date knowledge of capital costs and operating parameters of diverse generation technologies and T&D networks.
  • Experience in Africa and emerging economies.
  • Professional engineer with advanced degree.
  • Significant work experience in the private sector.
  • Experience as Owner’s or Lenders’ engineer will be a plus.

The Hiring Department
  • The role of the General Counsel and Legal Services Department (PGCL) is to deliver legal advice and services to the statutory organs of the Bank Group and to protect the interest of the Bank from liability and represent the Bank in Litigation.
  • The principal objective of the Public Sector Operations, Policy and Governance Division (PGCL.1) is to provide legal support in connection with public sector transactions and project implementation for loans and grants of the Bank and the Fund and other special vehicles such as special funds and trust funds. In addition, the Division provides legal assistance on operations policies and governance, environmental and procurement related matters as well as all aspects of the business of the Bank Group.
The Position
  • The Senior Legal Counsel – Public Sector Operations, Policy and Governance will ensure compliance with the various policies and regulations of the Bank related to public sector operations.
Duties and Responsibilities
Under the supervision and guidance of the Division Manager PGCL 1, the Senior  Legal Counsel – Public Sector Operations, Policy and Governance will:
  • Ensure compliance of all operational activities with applicable Bank policies, rules and regulations.
  • Prepare and issue legal opinions on agreements, contracts and other formal arrangements for operational activities of the Bank Group and Special Funds with sovereign entities, state-owned enterprises, international organizations and others;
  • Provide legal advice on projects throughout the identification, preparation, appraisal, supervision and post-evaluation stages of the Project cycle;
  • Assist in the design of projects and programs from inception to completion in compliance with the Bank’s policies and regulations including the project structure and implementation arrangements, financing instrument(s), terms and conditions of financing, and compliance with the relevant policies and regulations of the Bank;
  • Draft and Negotiate financing agreements including loan agreements, grant agreements, guarantee agreements and co-financing agreements with other lenders;

The Hiring Department/Division
Within the Regional Development, Integration and Business Delivery Complex, the Bank has five (5) Regional Development, Integration and Business Delivery Directorates, one in each region of Africa: North, South, East, West, and Central. Each Regional Directorate is headed by a Director General and is staffed with the relevant sectoral functions and administrative capabilities for rapid delivery of services to client countries.
The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank’s operations, business development, project management and overall effective delivery of the Bank’s High 5s :‘Light Up and Power Africa’, ‘Feed Africa,’ ‘Industrialize Africa,’ ‘Integrate Africa,’ and ‘Improve the Quality of Life for the People of Africa.’
The mission of the Agriculture, Human & Social Development Division is to contribute to the Bank’s efforts to reduce poverty and promote sustainable development in Regional Member Countries. It does so by (1) contributing to development of country and regional strategies and building sector knowledge and (2) focusing on project/programme origination and delivery for approval of operations defined under the High 5 priorities.
The Agriculture and Agro-Industry Department provides support for the delivery of Feed Africa: Strategy for Agricultural Transformation in Africa, 2016-2025. The strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in 18 priority commodity value chains specific to the continent’s agro-ecological zones. Realizing the objectives set forth in the strategy requires increased productivity; value addition; investment in infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability, and effective nutrition. The Department leads the effort to transform agricultural systems for greater competitiveness, inclusivity and sustainability, and for enhanced job creation and poverty reduction.
The Position
  • The Principal Agricultural Economist will participate in the implementation of the Agenda for the Transformation of Agriculture in Africa; provide technical support to the Bank Group’s operational activities in the field of agriculture and rural development, technical studies and institutional mechanisms for agricultural projects/ programs proposed for Bank financing, as well as the feasibility study of their current and future impact and benefits.
Duties and Responsibilities
Under the guidance of the Division Manager RDGW.2, in collaboration with the Project Coordinators, the Principal Agricultural Economist is responsible for execution of the following activities with the associated deliveries:
  • Conduct field missions to identify, prepare, evaluate and / or oversee the implementation and monitoring of Bank-financed projects, programmes and sector studies, follow procurement, disbursement and reporting procedures to ensure that they comply with Bank’s Rules and Procedures; or to bring partners to carry out these missions;
  • Provide assistance to borrowers in understanding and implementing Bank Group policies and procedures as well as issues related of projects and programs and resource use;
  • Contribute in negotiation projects with representatives from Regional Member Countries and support projects in the Board;
  • Provide technical input to the preparation of Country Strategy Papers and portfolio reviews, with particular emphasis on the agriculture and rural development sector;
  • Facilitate, direct, as necessary, reviews of the agricultural sector, preparation of agricultural and rural development projects, mid-term reviews and missions, and processing of project completion procedures;
  • Participate in drafting terms of reference (TORs) for studies proposed for Bank financing and participate in the evaluation and processing of agricultural and rural development projects;
  • Prepare terms of reference and support the Division directorate in selecting consultants for missions and oversee the technical aspects of their work;
  • Review procurement documents from Regional Member Countries to ensure that they are in line with the Bank Group’s Rules and Procedures for procurement and make proposals for actions to be taken by the Bank and relevant implementation entities;
  • Review feasibility studies and progress reports on projects and make proposals for actions to be taken by the Bank and the executing agencies;
  • Provide technical advice to the Disbursement Division of the Bank on the eligibility of project expenditures;
  • Oversee agricultural projects financed by the Bank; Communicating – giving / exchanging ideas, advising, explaining – with the head of division, division staff, project managers, various donors and counterparts from other multilateral institutions;
  • Supervise the recruitment and performance review of external auditors;
  • Perform others duties as assigned by supervisor.
Selection Criteria
Including desirable skills, knowledge and experience:
  • At least a Master’s degree in Development, an Agricultural Engineer (or related discipline), with a specialization in agricultural economics or agro economics.
  • A minimum of six (6) years of relevant experience, with particular expertise in designing and supporting projects implementation in international financial Institutions.
  • Experience in supporting private sector operations would be an added advantage.
  • Proven ability to implement country or sector level agriculture analytical and capacity building initiatives;
  • A good understanding of cross-cutting issues beyond agriculture and social development (e.g. procurement, governance, donors’ practices) at sector/country level;
  • Good knowledge of strategy to deliver transformative projects that will significantly reduce poverty;
  • Good knowledge of key aid effectiveness issues especially harmonization of donors’ practices and alignment to borrowers systems.
  • Demonstrated intellectual leadership and ability to integrate sector specific knowledge with broader operational strategy and research objectives;
