Overview
- The objective of the SCMS Advisor/Consultants position is to provide technical leadership that will ensure the reliable availability of diagnostics, ARVs, and drugs for HIV treatment, care and support as well as other consumables at designated health facilities in each focus state supported by the USAID funded CaTSS project, in close coordination with the field based supply chain management systems (SCMS) specialists.
Specific Responsibilities
- Provide technical assistance (TA) to field based specialists to streamline the process for requesting for HIV/AIDS medical supplies by the partner health facilities and order the same from state medical stores.
- Provide TA to the field based specialists to ensure efficient and effective inventory management systems at designated partner health facilities
- Coach and mentor a team of field based SCMS specialists working to strengthen the SCMS capacity of state government partners and partner health facilities in each focus state
- Ensure the adaptation of tools for the coaching and mentoring of relevant health facility staff (pharmacists, laboratory scientists) on forecasting, inventory management and reporting.
- Institute a system to ensure accountability of the commodities issued to the health facilities by ensuring that the field based specialists carry out stock verification and reconciliation of records where necessary
- Working closely with the field based specialists, provide TA to the state logistics technical working group (TWG) to ensure the implementation of a harmonized logistic management system and framework
- Provide TA to the state government and partner health facilities to ensure the efficient collection and safe disposal of expiries across the supported sites in the state, in line with national and USG waste drive policy.
- Liaise with the SCMS program to ensure constant supply and availability of HIV drugs, reagents and other centrally procured HIV commodities at the supported facilities.
- Liaise and network with relevant partners and collaborators to improve MSH’s visibility, coordination of activities and promotion of shared advocacy agenda for SCMS in Nigeria.
- Take responsibility for monitoring, evaluation and reporting of supply chain management activities implemented under the Project and within the project PMP framework
- Provide clear documentation of programmatic achievements and keep MSH CaTSS senior management team informed on monthly, quarterly and annual basis.
- Participate at USG or national SCMS technical working group (TWG) meetings hosted by NACA or HIV/AIDS Division of Federal Ministry of health.
- Provide support to state specialist for review and development of timely quarterly/Periodic reports.
- Perform any other duties as may be assigned by supervisor
Qualifications and Experience
- The SCMS Advisor will be a highly skilled pharmacist with a minimum of 4 years senior level program experience with HIV/AIDS programs supported by bilateral agencies such as USAID/CDC, particularly those related to supply chain management.
- Must be registered with the relevant professional body-Pharmacy Council of Nigeria (PCN).
- Have an excellent grasp of SCMS issues and current literature on SCMS in a developing country context.
- Have an excellent understanding of comprehensive ART programming, including program design, implementation and evaluation.
- Strong working competency in computer applications to carry out management and statistical analysis as maybe required.
- Ability to work independently with strong problem-solving skills and ability to foresee problems and initiate appropriate action;
- Excellent oral and written communication skills and fluency in English.

- The objective of the Community Care Intern position is to work closely with the Regional Community Care Specialist to manage the MSH CaTSS community care & support program in a manner that strengthens retention rate across the supported health facilities, community service provision including the Orphans and Vulnerable Children program.
Specific Responsibilities
- Provide periodic application of SIMS tools as a means of providing mentoring and supervision to the health facility and community services providers.
- Support and ensure facilities conduct treatment preparation for all new patients.
- Ensure facilities provide routine adherence counseling to all patients attending ART and care clinics.
- Ensures and support facilities conduct proper documentation of services provided in the facilities
- Support and Ensure facilities provide positive clients receive PHDP messages, every clinic day and at support group meetings.
- Encourage clients to choose a treatment partner that will receive information and education to support client’s adherence to ART and clinic day appointment, keep telephone contact of client’s treatment partners.
- Work with referral coordinator and M&E/records unit to ensure effective tracking of clients experiencing a challenge in remaining on care and ensure documentation and reporting of same.
- Coordinate and support referrals and linkages in all CCT site for positive clients to existing support groups
- Support the formation and functionality of the support group cells (small groups of 5 to 10 persons living in the same area) and mentor them towards becoming a community based support groups as well as establishing an economic empowerment programme together.
- Ensure facility staff Collate and submit weekly/monthly statistics of services provided to the M&E unit through the referral coordinator or the focal person.
- Carryout any emerging activity as directed by the site coordinator or MSH Technical Staff.
- Work with referral coordinator to submit reports detailing all activities carried out.
- Ensure facilities document all cases of death, transfer, contract tracking of patient.
- Support and track facility Gender norm and gender violence activities
- Support facilities support group in monthly meetings.
- Support CSOs providing OVC services within the states to graduation of beneficiaries
- Document programmatic achievements and keep the State Regional Community Care Specialist informed on weekly, monthly and quarterly basis.
Qualifications and Experience
- Candidate must possess minimum qualification of B.Sc or its equivalent in any field of social Sciences
- At least 2 years’ experience with HIV/AIDS care and treatment programs supported by bilateral agencies such as USAID/CDC at CSO or IP level
- Excellent grasp of community care issues and current literature on HIV/AIDS care and treatment.
- Excellent oral and written communication skills and fluency in English

- The senior Monitoring & Evaluation Advisor, will work with the Director Monitoring & Evaluation [M&E] towards ensuring the CaTSS M&E system is strengthened and efficiently delivers on donor mandate for the CaTSS project, while being a model of M&E best practices.
- This will involve effective support to supported states, facilities and Community Based Organizations [CBOs]. As well as contribution to national M&E-related agenda/discuss.
Specific Responsibilities
- Prepare donor data reports in concert with the project M&E team.
- Lead the provision of technical assistance to supported state offices on DATIM, DHIS, NOMIS & EMR.
- Provide technical assistance to supported state offices on data quality management and elements of M&E system strengthening.
- Capture lessons learned in project implementation & support scale up of best practices.
- Support project’s implementation research activities.
- Support data collection tools [DCT] needs quantification for the project.
- Support the development and implementation of effective monitoring tools and approaches to demonstrate the effectiveness of project interventions.
- Support the strengthening of the project data use culture and data use products.
- Support the development and implementation of innovative and cost-efficient strategies for strengthening the project, state and national M&E system.
- Support the development and implementation of targeted Capacity Building Events [CBEs] for project staff.
Qualifications and Experience
- A minimum of a Bachelor’s degree in Statistics, Epidemiology or related field with focus on monitoring and evaluation and/or Biostatistics.
- Strong handle on the PEPFAR reporting guidelines for HIV/AIDS services.
- Very good analytical, presentation, communication and reporting skills.
- Significant experience in developing M&E guidance documents and Capacity Building Events [CBEs].
- Strong leadership capability and excellent interpersonal skills.
- A minimum of 6 years’ experience in M&E within the development sector with at least 2 years’ experience in a supervisory role.
- Strong data science competence
- Strong experience with DHIS
- Strong experience with DATIM & USG reporting systems.
