Job Description
- The Accountability Manager is responsible for supporting the Programme Development, Quality, and Accountability Coordinator (PDQAC) with all aspects of designing, planning, and implementing the Accountability strategy and mechanism throughout the DRC Nigeria country programme – including the Core Humanitarian Standard(CHS), Code of Conduct (CoC), and Prevention of Sexual Exploitation and Abuse (PSEA).
- In particular, the Accountability Manager will design and develop core processes and standard operating procedures for the feedback, reporting, and complaints mechanism; train all DRC full-time, casual, and volunteers in accountability principles and practices; and lead on coordination and liaison with programme and support unit staff to ensure successful implementation and compliance with the accountability strategy and mechanism.

- At least 2-3 years of professional experience working with humanitarian / development organisations with responsibilities for accountability and/or programme quality functions;
- Advanced knowledge and demonstrated ability of principles and practices related to confidentiality, protection, and interviewing of extremely vulnerable individuals in a humanitarian context;
- Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context;
- Ability to live and work in an insecure and high stress environment.
- Knowledge of relevant sectoral areas implemented by DRC Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction;
- Highly developed skills and demonstrated capacity developing accountability strategies and mechanisms, including implementation and training in accountability principles and practice;
Education: (include certificates, licenses etc.)
- University degree in a relevant field such as social sciences, development studies, international / humanitarian law, communications or similar;
- Professional humanitarian qualifications / recognised training certificates in Accountability-related areas (CHS, PSEA, investigations, etc).
Languages: (indicate fluency level):
- English – fluent
- Hausa and other languages used in northeast Nigeria an asset, but not essential to the position.
Responsibilities
Under the management and direction of the PDQAC, the Accountability Manager will:
- Strengthen, further develop, and ensure implementation of the Accountability strategy and action plan for DRC Nigeria;
- Work closely with the DRC Head of Programme and DDG Programme Manager to ensure all sector managers are adequately supported to develop accountability is mainstreamed throughout their programmes;
- Working closely with the PDQAC and Country Director, ensure internal compliance with the CHS and Code of Conduct at DRC Nigeria.
- Develop and implement the Accountability training plan for all DRC Nigeria full-time, casual, and volunteer staff;
- Strengthen the existing accountability mechanisms at DRC Nigeria and ensure Accountability is implemented at field level, ensuring that all beneficiaries, stakeholders, and community members understand the DRC accountability framework, Code of Conduct, and how to access the feedback, reporting, and complaints mechanisms;
- Support and manage DRC Nigeria Accountability staff, including development of a training and capacity building plan and regular field trips to provide technical support and guidance
