- The main objectives of the country program are 1/ to continue building on Action Against Hunger’s reputation for nutritional expertise to deliver integrated nutrition, WASH and FSL assistance in the high caseload Northern Nigeria States and build evidence from out pilot projects to influence policy makers to find long lasting solution to undernutrition and hunger and 2/ responding to the dire humanitarian situation created by the devastating conflict on-going in the North East while applying, where possible, attempts to find durable solutions in line with the New ways of Working and Humanitarian Development Nexus.
- With a central office in Abuja and 3 main field office across the North, Action Against Hunger runs intervention in 3 States of Northern Nigeria including two States affected by the on-going conflict.
- We have a country team of around 550 staff (45 international) and a budget for 2018 projected at 50 M US$. Our main donors and partners in Nigeria include USAID/OFDA&FFP, DFID, ECHO, EU EDF, AFD, UNICEF, SIDA, SDC and GAC.
You’ll contribute to ending world hunger by:
- increasing the programs’ quality and impact through the implementation, designing strategies and coordinate activities of Action Against Hunger in the fields of Nutrition and Health (Focusing on long term strategic direction including humanitarian operations) in conformity with Action Against Hunger and international standards and national policies.
Key Activities
Design, develop and evaluate actions in the field of nutrition and health:
- Nutrition and Health Assessment (SMART/Rapid SMART/SQUEAC/SLEAC etc.) and analysis of prevailing context of nutrition and health in country.
- Initiate studies and/or operational research based on the analysis of data provided by other partners (NGOs, UN agencies, governmental departments).
- Engaging in teamwork with Heads of Departments in other technical areas to develop an integrated multi-sectoral approach.
- Drawing up new proposals for intervention in medical and nutritional programme areas for submission to funding bodies in collaboration with Program Managers and Field Coordinators [Development grants].
- Liaison with finance and logistics departments to establish budgets for new programmes in nutrition and health [Development grants].
- Developing and monitoring budgets allocated to the field of nutrition and health.
- Identifying challenges and proposing research projects and innovative approaches in the field of malnutrition.
- Building on good practice, experience and assessments in the framework of AAH’s organizational development strategy and ensuring that recommendations arising from assessments are implemented.
- Engage with M&E HoD in reviewing and technical validation of methodology of Baseline/Endline surveys and reports related to nutrition and health.
Monitor and coordinate programmes in the fields of nutrition and health [development grants defined by the mission]:
- Control, validate and monitoring of the resources used by the programmes in order to draft request and undertake quality control.
- Monitoring programme quality by using APR indicators qualitative and quantitative reports submitted by nutrition and health Programme Manager.
- When possible, appropriate and relevant, promote an integrated approach in the programmes to ensure a sound understanding of the causes of malnutrition in an area (e.g. study of market prices) – in liaison with FS.
- Producing a synthesis of all data collected by Nutrition and Health Programme Managers and informing the Mission Country Director and relevant HQ personnel of the key indicators having a bearing on the programmes.
- Producing activity reports for funding bodies on medical and nutritional aspects of the programmes.
- Explore opportunities and propose concrete plan for digitalized reporting system for nutrition and health activity in field.
Manage the Nutrition and Health team in capital if any and be the Technical/Support Manager of the Nutrition and Health Program Managers [development grant defined by the mission]:
- Managing overall planning and dispatching of work as well as individual action plans for the Nutrition and Health team in capital.
- Providing support to the Nutrition and Health team in capital on routine matters.
- Organising and leading meetings with the Nutrition and Health team in capital.
- Organising and leading Nutrition and Health team in capital appraisals.
- Appraising technical performances and skills of Nutrition and health Programme Managers.
- Providing technical support to teams in the area of health and nutrition.
- Identifying the training needs among the team members.
- Creating, organising and leading training sessions for technical teams he/she is responsible for.
- Liaison with the Field Coordinator to deal with any problems within the Nutrition and Health Program Managers.
Develop and launch programmes in collaboration with governmental and local agencies [development grants defined by the mission]:
- Negotiation with local partners on work organisation, protocols, action plans, training at all levels (local, regional and national) taking account of all those involved in the area.
- Negotiation of agreement protocols with the programme partners.
- Whenever necessary, updating the agreement protocols to secure the efficient functioning of the programme (e.g. structural change in the partner agency, redefinition of roles).
- Coordinating the implementation of programmes with representatives of national and local government.
- Linking up with partners and taking part in meetings with other agencies (WFP, UNICEF, and other NGOs etc.) with a view to defining partnership agreements.
- Analysing training needs and arranging training for the teams of programme partners.
- Lending technical support to the development of national and local strategy in the struggle against malnutrition.
- Setting out a common strategy and action plan (Action Against Hunger and partners) concerning specific projects.
- Collaborating with partners by the ongoing provision of useful information and regular meetings.
- Building a long-term strategy for the programme, with a view to enabling the partner to achieve autonomy, with particular attention, where necessary, to cost recovery aspects.
- Influencing the definition of national protocols through negotiation with representatives of partner structures (notably the Ministry of Health) with a view to disseminating Action Against Hunger’s technical standards for dealing with malnutrition.
- Defining a country-specific strategy for technical advocacy in link with the Country Director and HQ.
Represent Action Against Hunger and its positioning in the field of nutrition and health [cross cutting across humanitarian and development grant]:
- Developing and maintain relations with current and potential donors (visits to projects, presentations of Action Against Hunger and its work, requests for funding).
- Representing Action Against Hunger in meetings with the health authorities and other agencies (cf cluster) and participate in national networks on nutrition.
- Promoting the philosophy and protocols of Action Against Hunger to local partners (NGO, MoH, etc.).
- Representing the areas of health and nutrition in the national coordination of Action Against Hunger.
- Producing technical, strategic and activity reports in the fields of health and nutrition (for partners).
- Producing and/or publishing information, both internally and externally, concerning technical progress in the fields of health and nutrition in the country of intervention.
- Elaborating communication tools for disseminating information on Action Against Hunger and the nutrition and health dimensions of its programmes.
Requirements
- You have an advanced University degree (Masters) preferred in human nutrition, medical sciences or social sciences.
- You have a Minimum of 4 years of previous experience working with NGOs specifically in nutrition and/or health.
- You have advanced knowledge of N&H guidelines and procedures including those of donors and international standards (e.g. SPHERE).
- You have significant experience with INGOs in recovery and complex emergencies.
- You have experience with nutrition and coverage surveys, and rapid nutrition assessments.
- Excellent team management, budget management and representation competencies.
- You have experience with external representation and knowledge of Nut & Health Cluster mechanisms.
- You have a good understanding of Social Behavior Change and nutrition sensitive programming.
- Previous experience with partnerships and alliances is an asset.

- Guaranteeing proper implementation and completion of a set of complex Projects implemented over several geographical location throughout all its different phases as well as the appropriate management of its specific scope, schedule, resources, quality, risks, representation, coordination and contractual requirements.
Responsiilities
Key activities in your role will include:
- Ensure Efficient, Effective, Quality and Timely Implementation of the entire Projects:
- Management of the entire project(s) cycle.
- Finalize and manage the update and implementation of the detailed Project(s) Implementation Plan (PIP).
- Develop detailed monthly/weekly implementation plans for your staff in order to achieve the activities in the PIP.
- Finalize and manage the Project(s) Scope Documents (PSDs) such as Project Procurement plan, Monitoring and evaluation plan, Work Breakdown Structure, etc. as well as ensuring regular update of these documents in order to maintain a strong record of the project(s).
- With the support of the relevant technical coordinators, develop, document and work as per designs, BoQs, tools, implementation modalities and guidelines.

- Ensure that the project(s) is being implemented as per donor regulations.
- Take overall responsibility for the quality of the project(s) including regular monitoring, field visits and learning.
- Initiate and oversee needs and technical assessments and analysis, as well as preparing the follow up reports in coordination with the M&E Co and DCDs.
- Oversee the development of Monitoring, Evaluation, Accountability and Learning tools and plans in collaboration with the M&E coordinator.
- Stay abreast of, and manage field operations as to, the prevailing security, cultural and social situation as per the guidance of the field coordinator.

Manage and Develop the Project(s) Team:
- Ensure that all project(s) staff are provided with a full induction and are briefed on all relevant components of the project(s).
- Keep staff aware of any changes in the project(s) and in the wider organization.
- Ensure staff are aware of and operating by humanitarian principles and other codes of conduct.
- Identify need based trainings and work with HR team to develop, plan and implement relevant training plans for each team member.
- Facilitate cross program learning through joint review and planning with other departments.
- Define objectives, update staff job descriptions and facilitate regular performance appraisals with support of the HR team.

- Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Field Coordinator and / or Country Director in the event of fraud, corruption or abuse of power.
- Track and manage team attendance.
- Motivate, coordinate and supervise teams, providing continuous organizational support to staff and conducting regular field visits.
Maintain Comprehensive Records and Report in a Timely Manner:
- Develop a data collection and entry plan complete with tools and timeline that is integrated into the PSDs and PIPs (if not already included) in line with the Mission M&E structure and strategy.
- Globally manage and monitor data collection and entry as per plan; in collaboration with the M&E team.
- Maintain, document and handover all project(s) records in an organized and complete manner to enable audit of the project(s).
- Produce weekly, monthly and quarterly internal and external reports as requested.
- Track the progress of activities and outcomes as well as ensuring the tracking of relevant indicators.
- Completion of quality MEAL reports.
- Participate in the weekly coordination meetings, or other ad hoc internal meetings as requested.

- Coordinate with relevant UN agencies, government authorities and any other stakeholders to ensure support for the project(s) and the wider organization;
- Support Field Coordinator in liaising regularly with authorities and community representatives in relations to Action Against Hunger programming and positioning;

Requirements
- Master’s Degree in project management, social sciences, health/nutrition, development or other related field.
- You have multi sector project cycle management experience at a senior level for at least 4 years in an INGO, preferably in a humanitarian or international development context.
- You are familiar with ECHO, EU, OFDA and/or DfiD reporting and regulations.

Key Activities
Establish, train and lead M&E setup at country level:
- Develop a M&E strategy and review organogram to reflect functional M&E capacity in line with Action Against Hunger country strategic vision.
- Recruitment, train and manage qualified staff to carry out regular M&E functions.
- Formal and on the job training for M&E staff.
- Provide support to the review and development of M&E systems and tools, in collaboration with senior technical management and technical advisor teams of Action Against Hunger and the interagency consortium program M&E Coordinator.
- Build specific capacity of program teams to carry out integrated rapid needs assessments as part of a larger emergency response capacity.
- Advise and update the Technical and Field Coordinators on all aspects of M&E regularly.
- Support the quality, timeliness and dissemination of M&E outputs internally and externally.
- Ensure that lessons in planning, monitoring, evaluation, accountability and impact assessment are documented, shared and considered in the design of new projects and technical plans and are discussed during periodic program reviews and ultimately fed into current work and future program development.
- Supervise the development of a central information management system platform for Action Against Hunger, which will consolidate data and allow for timely reporting of progress towards key current contract + Action Against Hunger standard program indicators, and feed into the interagency consortium information system.
- Contribute to the appraisals of M&E staff as required by Action Against Hunger guidelines and ensure proper adequate training is carried out in view of career development and Mission Training Plans.
Ensure proper and timely implementation of M&E activities:
- Build specific capacity of program teams to carry out integrated rapid needs assessments as part of a larger emergency response capacity.
- Develop quality assurance checklists for M&E teams in collaboration with TECH HOD’s for development grants.
- Support the inclusion of M&E activities in new project proposals and their implementation country level, in collaboration with the senior management country team.
- Establish and monitor accountability mechanisms in line with HAP across the PCM.
Support program monitoring and reporting:
- Provide technical input in the development of program monitoring and reporting plans.
- Provide trainings to program teams on program activity monitoring and reporting.
- Assist programs in defining sampling and assessment methodologies.
- Assist programs on logical framework development.
- Assist program teams on technical interviews for data analysts.
- Assist program teams in development of project specific databases.
- Advise and update the Technical and Field Coordinators on all aspects of M&E regularly.
Document good practice from planning, implementation, monitoring and evaluation of activities:
- Document lessons learned and best practices, produce case studies and human-interest stories through knowledge capitalization workshops, production of learning documents and other means.
- Organize learning, knowledge sharing and capitalization workshops and ensure knowledge is used in future program design.
- Establish and monitor accountability mechanisms in line with HAP across the PCM.
- Undertake internal project evaluations, support the development of Terms of Reference. (TORs) and inception reports for external evaluations and manage evaluation consultants
- Support the quality, timeliness and dissemination of M&E outputs internally and externally.
- Ensure that lessons in planning, monitoring, evaluation, accountability and impact assessment are documented, shared and considered in the design of new projects and technical plans and are discussed during periodic program reviews and ultimately fed into current work and future program development.
Represent Action Against Hunger externally in relevant forums and working groups:
- Represent Action Against Hunger externally in issues related to monitoring, evaluation, accountability and reporting (consortia, alliances and clusters).
- Undertake any monitoring and reporting tasks related to government guidelines and instructions.
Requirements
About you:
- Bachelor of Arts or Science/Bac+4 (or higher) in related International Relations/Affairs, Humanitarian Affairs, International Development, Public Health, Monitoring and Evaluation, Statistics, Demographics or related field.
- Minimum 3 years work experience in a similar role, with minimum 1 year humanitarian experience.
- Experience in two or more country contexts preferred.
- Excellent communication, writing and analytical skills.

Job Title: Food Security and Livelihood Head of Department

Description
- We are looking for a highly skilled, creative FSL HOD, responsible for ensuring smooth implementation of FSL programmes through support to the FSL teams and ensuring adherence to our policy, procedure and donor guidelines and standards.
About the Program
- Action Against Hunger has been operational in Nigeria since 2010 responding to both chronic and acute needs through a multi-sector strategy where nutrition, Food Security and Livelihoods and Water, Sanitation and Hygiene activities are integrated to have a meaningful impact on people’s resilience.
- The main objectives of the country program are 1/ to continue building on Action Against Hunger’s reputation for nutritional expertise to deliver integrated nutrition, WASH and FSL assistance in the high caseload Northern Nigeria States and build evidence from out pilot projects to influence policy makers to find long lasting solution to under nutrition and hunger and 2/ responding to the dire humanitarian situation created by the devastating conflict on-going in the North East while applying, where possible, attempts to find durable solutions in line with the New ways of Working and Humanitarian Development Nexus.
- With a central office in Abuja and 3 main field office across the North, Action Against Hunger runs intervention in 3 States of Northern Nigeria including two States affected by the on-going conflict. We have a country team of around 550 staff (45 international) and a budget for 2018 projected at 50 M US$. Our main donors and partners in Nigeria include USAID/OFDA&FFP, DFID, ECHO, EU EDF, AFD, UNICEF, SIDA, SDC and GAC.
You’ll contribute to ending world hunger by:
- Guaranteeing quality, relevance and scaling up of FSL strategy and interventions of the mission, in conformity with Action Against Hunger and international standards and national policies.
Key Activities
Ensure ongoing analysis of the overall humanitarian, recovery and development context and define Action Against Hunger technical positioning:
- Ensure the regular analysis and reporting of recovery and development needs, malnutrition causal factors and linkages at country level through regular high quality field assessments, participation in coordination forums, regular consultation with stakeholders and collection of secondary data.
- Contribute to integrated surveillance activities as applicable through input on development of tools, analysis and interpretation, etc.
- Develop strategic positioning for the department as part of the Action Against Hunger annual country strategy process and as needed, in close consultation with field teams and other technical departments.
- Identify new geographical areas of interest and or confirm existing areas according to humanitarian, recovery and development needs and the Action Against Hunger strategic plan.
- Identify, propose and develop new program orientations, strategies and activities.
- Serve as lead on new recovery and development proposal development.
- Collaborate with other technical coordinators to develop an integrated technical strategy; and support integrated program definition and implementation.
Coordinate FSL program implementation according to Action Against Hunger strategy and technical protocols and effectively manage teams:
- Ensure a close and regular coordination with other technical departments (nutrition, WASH) in overall program coherence specifically recovery and development projects; and support departments (logistics, administration and human resources) in procurement planning and follow-up, and budget follow-ups, human resources planning and overall staff management.
- Provide continuous technical and organizational support and capacity building to PMs and their technical teams regarding recovery and development activities.
- Ensure harmonization and coherence of recovery and development FSL approaches and activities across all program bases with the development of project implementation plans and regular follow-up.
- Ensure the development and implementation of proper systems to reduce the risk of corruption and conflict of interest by program staff and local authorities; and increase accountability and transparency of operations.
- Identify training needs and work with HR department to develop and implement relevant training plans.
- Ensure compliance of FSL program standards to achieve grant/funding objectives
- Work in close relation with FSL technical counterpart in HQ and Regional FSL Coordinator for the NE response.
- Promote an integrated approach among the WASH, Nutrition and FSL sectors wherever feasible and justified.
- Facilitate mainstreaming of DRM, gender and protection aspects in recovery and development projects.
Ensure overall FSL program quality and accountability:
- Ensure the appropriate development and implementation of high quality technical monitoring systems, indicators and supporting tools to monitor the impact and outcome of recovery and development FSL programs; ensure their harmonization across bases and build capacity of field teams on their implementation and regular timely use
- Provide direct support to recovery and development program managers on program planning and monitoring (procurement planning, budget design, forecast and follow-up, monthly reports, technical reports, etc.)
- Ensure the development and implementation of systems to reduce the risk of corruption and conflict of interest by recovery and development program staff and local authorities; and increase accountability and transparency of operations.
- Ensure internal and external evaluation of current, recovery, and development previous programs in the operational area in a manner that facilitates organizational learning.
- Ensure high quality technical and donor reporting across all recovery and development program activities to Action Against Hunger and donor standards
- Support learning and application of innovative approaches in recovery and development projects at field level in collaboration with other Action Against Hunger technical departments and external partners
- Ensure documentation and capitalization of lessons learnt and good practices; and contribute to the preparation of publications, where applicable
- Ensure accountability standards are mainstreamed across programs and build capacity among field staff where needed
Represent Action Against Hunger externally in the Nigeria humanitarian community:
- Represent Action Against Hunger externally and coordinate with government authorities, NGOs, UN agencies and donor representatives as necessary
- Engage in outreach and advocacy with policymakers and practitioners at State and Federal government levels.
- Represent Action Against Hunger Nigeria in key national or regional meetings and forums. Ensure active presence and participation in national FSL coordination meetings, cluster and technical working groups
- Develop a strong state and county level relationship with local authorities and institutions related to Food Security and livelihood
- Create links with various FSL actors working in the same operational areas and develop partnerships where relevant and appropriate
- Ensure that relevant stakeholders have a clear understanding of Action Against Hunger charter, background, program objectives and activities in the field.
Requirements
About you:
- Advanced University degree (Master’s) preferably in Economics, International Development Studies, Social Sciences (Sociology) , Agricultural Economics, Agriculture and Development
- Minimum Three years’ experience in food security and livelihoods.
- Experience in Food security and Livelihood assessments including cash and market assessments in both development and emergency contexts.
- Clear understanding of child and gender protection issues in the field.
- Proven management and coordination skills (HR, projects, and stress management).
- Proven ability to translate analysis and evaluation into operational planning and strategy.
- Experience with evaluations and monitoring as well as Program Cycle Management.
- You have a good understanding of Social Behavior Change and nutrition sensitive programming.
- Experience with research and partnership developments with universities.
- Experience with donor communications.
- Demonstrated previous experience in and strong proposal writing and donor reporting skills.
- Demonstrated experience in financial management and preparation of budgets for programming.
- Good diplomatic and negotiation skills.
- Disciplined and able to work and arrive at decisions autonomously and with minimal guidance.
- Interest and/or experience in Cash transfer programs, Agriculture and livestock programming in Humanitarian setting and community led methodologies.
- You are fluent in written & spoken English.
- You have the ability to explain complex concepts in straight-forward language.
