Job Title: Accountant

Details

  • These are national recruited positions and will be based at the WorldFish Nigeria Office in Ibadan, Nigeria and reporting to the TAAT- Aquaculture Value Chain Coordinator.
  • This position is responsible for providing accounting and financial management support to the African Development Bank Funded Project in Nigeria and all other implementing project offices inside and outside Nigeria.
  • The position will also assist the Project Management Team in planning, directing, and controlling financial and accounting activities and resources for the proper Project accounting and reporting at all levels

Duties
Successful candidate will among other things perform the following duties:

  • Responsible for controlling and handling relevant accounting functions and resources pertaining to the Project. This includes, reviewing bills, invoices, receipts submitted for payment/liquidation and ensure all financial transactions are adequately supported and in compliance with the organization and donor policies
  • Analyze and review the Project office financial data to ensure proper financial and project accounting is carried out and ensure timely monthly reporting of financial data to WorldFish for consolidating of financial results
  • Responsible for managing project receivables and payables and preparation of monthly ledger analyses of the accounts
  • Manage bank balances, funds requirements and perform monthly bank reconciliations of account balances related to the project. Prepare monthly funds transfer requests and submit to WorldFish Treasury
  • Provide support to the project team in the development and monitoring of project annual and donor budgets, analysis of project related spending and preparation of donor financial reports
  • Manage and Coordinate Partner financial activities including monitoring, reporting and ensure compliance with donor requirements and provide capacity building
  • Collaborate with WorldFish Finance, Budget and Grants Team members for proper grants and project accounting, budgeting, donor reporting and work as focal person for all financial matters related to the Project
  • Conduct relevant financial management training for Project Staff involved in project implementation to ensure everyone’s understanding of budgetary components, processes and financial compliance requirements of the project
  • Guide the Project Team in maintaining and improving financial systems, controls and procedures for organizing risk free and compliant program and field operations
  • Coordinate project internal and external audits and support the Project office in ensuring all audit findings are implemented timely.

Qualifications

  • MBA or equivalent in a related field with minimum of seven (7) years’ progressive finance experience in a non-profit organization, and at least two (2) years in a supervisory role.
  • The ideal candidate must have professional qualification which includes but not limited to Business Management, Accounting, Finance, with membership in an internationally recognized accounting institute (CIMA, CA / ACCA, FCA or equivalent).

Competencies:

  • Experience in providing financial and administrative oversight of projects that include sub-granting components;
  • Knowledge and experience in managing complex projects involving local and international partners/donors;
  • Ability to think clearly and analytically, setting priorities, meeting deadlines, solving problems and making timely and appropriate decisions;
  • Excellent leadership skills, strong team building skills, people management skills, ability to manage diversity and respond to gender issues;
  • Solid knowledge regarding financial resources, contracts, assets and procurement, information and communication technology and general administration;
  • Excellent communication skills verbal and written in English;
  • Experience in using computerized Financial Management packages;
  • Proficient in the use of ICT packages including Windows, Word, Excel, Power Point, etc;
  • Knowledge of regulatory, contractual, legal, procurement and financial compliance requirements associated with African Development Bank is a plus;
  • Excellent interpersonal, networking and negotiation skills with staff, members, clients, counterparts and partners;
  • Accurate and detail orientated, good communication skills verbal and written in French.

Job Title: Monitoring and Evaluation Manager

Responsibilities
Successful candidate will among other things perform the following duties:

  • Review objective hierarchy and logical framework matrices (activities, processes, inputs, outputs, outcomes and impacts) of projects implemented by IITA;
  • Determine information needs of project managers, partners, and collaborating institutions;
  • Identify and design performance questions, key indicators and targets for each project;
  • Agree with stakeholders on how to record, report, and analyse progress against targets; and design formats for reporting on progress;
  • Undertake and facilitate the institutional M&E plan implementation, regularly revising and updating performance questions, indicators, methods, formats and analytical processes.
  • Conduct monitoring site visits
  • Conduct evaluation (baseline, midterm, end of project), and internal and external impact assessment studies
  • Develop alternative strategies for implementation of M&E activities as may be needed
  • Effectively maintain the Institute’s M&E database(s) and ensure the data are up-to-date and can provide the strategic reports needed at the Institute.
  • Work with the Head of M&E Unit to provide support to hub-level M&E personnel.
  • Provide direct supervision and mentoring of four M&E Officers in the M&E Unit
  • Perform any other duty as may be assigned from time to time by the Supervisor.
  • Report directly to the Head, M&E Unit.

Qualifications

  • M.Sc or equivalent in Agricultural Economics, Program Evaluation, Mathematics, Statistics, Development Studies with Seven (7) year’s work experience preferably with an international organization.

Competencies
The ideal candidate must have:

  • Strong planning, system development and organizational skills, including results orientation.
  • Experience in design/implementation of surveys and special studies
  • Experience manipulating online databases and web-based reporting platforms.
  • Experience in conducting M&E training sessions, including facilitation skills.
  • The ability to interact with a wide variety of people and teams to provide M&E support services as needed to improve project designs and assess improvements to existing research programs.
  • Experience in identifying opportunities for funding, and contribution to proposal development.
  • Excellent oral and written communication skills in English.
  • The ability to design and manipulate database(s)
  • Proficiency in statistical software such as STATA and SPSS is desirable.

Job Title: Aquaculture Value Chain Technology Transfer Officer

Job Description

  • The position will provide technical and administrative support to the implementation of the Aquaculture Compact and ensuring timely and high-quality delivery of activities and reporting.
  • The development objective of the project is to expand access of smallholder farmers, majority women, to high yielding agricultural technologies to improve their food production, assure food security and raise rural incomes, and deliver regional public goods by scaling up agricultural technologies across similar agro-ecological zones.

Duties
Successful candidate will among other things perform the following duties:

  • Support the Aquaculture Value Chain Coordinator in the development of all necessary submissions for approval by the TAAT Clearinghouse;
  • Proficiency with database management systems to ensure strong reporting and data analysis;
  • Strong interpersonal, leadership, communication and motivational skills;
  • Manage the TAAT Project schedules to ensure timely completion of tasks including preparation of work plans, meetings and workshops;
  • Timely documentation and analysis of project data, and preparation of technical reports and publications;
  • Develop and coordinate technology outreach campaigns for TAAT programs in collaboration with partners and stakeholders;
  • Design, prepare and disseminate communication, outreach, marketing, materials and products;
  • Contribute to mobilization of resources;
  • Participate in monitoring and evaluation of project activities;
  • Perform any other tasks as required of the Aquaculture Value Chain Coordinator.

Qualifications

  • B.Sc/HND in Fisheries and Aquaculture, Agricultural Extension, Animal Science, Aquaculture Production or related fields with minimum of five (5) years’ of professional work experience in aquaculture and fisheries extension or a closely related field.

Competencies:

  • Proficiency with database management systems to ensure strong reporting and data analysis.
  • Experience in project management especially with African Development Bank projects will be an added advantage.
  • Excellent communication, interpersonal and motivational skills.
  • Excellent written and verbal communication skills in English with good working knowledge of French is preferred.
  • Demonstrated ability to write, publish, and disseminate technical reports, success stories, and promotional materials.
  • Ability to work in a multi-disciplinary, multi-institutional, and multi-cultural environment.
  • Resource mobilization experience and analytical skills.
  • High attention to detail and proficiency with database management systems.
  • Strong interpersonal, leadership, communication and motivational skills.
